Purpose: Nowadays, the number of threats for public security is constantly growing. In Poland, the crisis management system was established to counteract them. In the paper, its functioning is shown in the context of the Łódź voivodeship, where in each poviat and commune the crisis management teams work. The main purpose is to identify the stages of the decision making in the crisis management process. The second aim is to show the role of the decision-making body and principles and factors in the decision-making process. Design/methodology/approach: The paper has been prepared on the basis of reports and opinions of employees of crisis management departments in the region and the source literature. Findings: In a crisis management the decision has an important role. The decision, as a directive, organizes and stimulates the common effort of the people. The quality of the decision depends on the correctness of the decision-making process. This process should be a logical set of ordered operations, which help human to conduct rational analyses and resolve the problems. Research limitations/implications: The employees of the crisis management departments in the Łódź voivodeship have achieved a high level of management skills, they have developed effective methods and rules for making decisions. To make the decisions in the crisis conditions they prefer the situational approach, which is the result of the systemic approach. As a result, the practical situational directives are created, which means that in a particular situation particular actions, types of motivations, management styles, etc. are applied. Originality/value: The paper is the first attempt to study this issues in the context of the Łódź region. The paper should be read by managers which interests are focused at the crisis management.

Purpose: The aim of this article is to present the process of information processing as an element correlated with effective management. The authors have already quoted the information hierarchy in their own published papers a few times. This paper is a kind of systematization of knowledge concerning the process of information processing in terms of making strategic decisions and resources management. Design/methodology/approach: In the paper the critical analysis of literature was carried out and the theoretical basis concerning the information hierarchy and the OODA loop was presented. The field of this paper concerns information processing in the context of management and decision supporting. Findings: In each of the discussed literature references, the authors identified information hierarchy along with OODA loop. It allowed us to achieve the aim which was defined earlier, namely, to show information processing as an element correlated with effective management. Research limitations/implications: In the paper a few examples were analysed. Therefore, the next step in the future research should be to focus at the review of a bigger amount of them. Originality/value: The paper shows that the information hierarchy could be used unconsciously in decision process. The authors showed how to detect the information hierarchy in a management process. The paper should be read by persons whose research interests are focused on the decision support by the information and communication technologies.

Purpose: The term data fusion is often used in various technologies, where a significant element is the ability of combining data of different typology coming from diverse sources. Currently, the issue of DF is developing towards interdisciplinary field and is connected with 'agile' data (information) synthesis concerning phenomena and objects. Optimal environment to carry out data fusion are SN (Sensor Networks), in which DF process is carried out on a data stage, most often automatically with the use of probable association algorithms of this data. The purpose of this article was an implementation of a neural network and its adaptation in the process of data fusion and solving the value prediction problem. Design/methodology/approach: The conducted experiment was concerned with modelling artificial neural network to form radiation beam of microstrip antenna. In the research the MATLAB environment was used. Findings: The conducted experiment shows that depending on the type of output data set and the task for ANN, the effect of neural network's learning is dependent on the activation function type. The described and implemented network for different activation functions learns effectively, predicts results as well as has the ability to generalize facts on the basis of the patterns learnt. Research limitations/implications: Without doubts, it is possible to improve the model of a network and provide better results than these presented in the paper through modifying the number of hidden layers, the number of neurons, learning step value or modifying the learning algorithm itself. Originality/value: The paper presents the implementation of the sensor network in the context of the process of data fusion and solution prediction. The paper should be read by persons which research interests are focused at the decision support by the information and communication technologies.
