Transport infrastructure is still poorly used and underfi nanced for lack of transparency in the costs paid by users, lack of adequate funds and the absence of a framework conducive to investment. The White Paper (2001) ‘European transport policy for 2010 – time to decide’ brought already attention to the clear mismatch between the stated objectives of the TEN-T1 and the fi nancial resources available to the Community. On the other side with the immense growth of traffi c and transport more investment in infrastructure is absolute necessary, without high-performance transport networks, economies cannot be competitive. The creation and smooth operation of TEN-T which became offi cial Community policy 10 years ago, is a key condition for the success of the internal market to ensure sustainable mobility in an enlarged EU. W artykule podjęto problematykę relacji między kosztami infrastruktury transportowej a wyborem strategii cenowej oraz strategii finansowania jej rozwoju. Przywołuje się stosowne w tej kwestii zapisy wybranych dokumentów Unii Europejskiej, w szczególności białej księgi i zielonej.

Die großen Chancen eines integrierten Verkehrsraumes durch die Erweiterung sollten genutzt werden. Wie zerrissen wirkt heute die frühere EU-Karte als noch Teile des Gemeinschaftsraumes wie Griechenland und Finnland weit aus einander lagen und zu deren territorialen Integration wir als Europaabgeordnete mühsam Verbindungen schufen, wie die Transeuropäischen Netzwerke TEN, die zunächst die „missing links” beseitigen wollten. [...] Heute erstreckt sich die EU mit einer kontinentalen Ausdehnung vom Süden Spaniens zum Norden Finnlands mit mehr als 4000 km und mit über 3000 km von Lissabon bis Constanza und es besteht die Chance zu gemeinsamen Planungen und Abstimmungen. W artykule przedstawiono szanse i wyzwania, jakie stoją przed przewoźnikami transportu drogowego po rozszerzeniu Unii Europejskiej. Wskazano, że podstawowym warunkiem funkcjonowania zintegrowanego rynku transportowego jest harmonizacja zasad dostępu do zawodu oraz przepisów regulujących funkcjonowanie przedsiębiorstw transportowych. Podkreślono, że Unia Europejska powinna stymulować proces zmniejszania różnic miedzy krajami „starej” UE a nowymi krajami członkowskimi.
