Wśród przedsięwzięć związanych z planowaniem przestrzennym, współfinansowanych przez fundusze unijne, istnieje grupa tzw. projektów "miękkich", o charakterze nie inwestycyjnym. Są one realizowane m.in. w ramach Inicjatywy Wspólnoty INTERREG. Projekty te nie mają bezpośredniego wpływu na przekształcenia przestrzeni, jednak ich realizacja pozostawia znaczący ślad m.in. w postaci zmiany postaw i podnoszenia kwalifikacji kadr, lobbyingu i pozycjonowania polskiej przestrzeni, a także przygotowywania inwestycji. W referacie omówiono poziom aktywności miast i regionów polskich w realizacji tego typu projektów.

Among projects related to spatial development there is a group of "soft projects", which have non- investment character. These projects are being realized mostly within the INTERREG Community lnitiative. They do not influence directly the space transformation, but play an important role in changing attitude and aware-ness of involved actors, the lobbying and positioning of Polish town and regions in European context, as well as preparing the investments. The article summarizes the activity of Polish towns and regions in these projects.

In some parts of Lower Silesia voivodeship the rail service was recently suspended due to the deteriorating condition of railway infrastructure and increasing role of the other transportation systems. When operating it provided a lot of tourist occasional services, especially within the suburban areas of recreational interests. The paper presents the cultural and scenic values of the closed rail line connecting Wrocław through Świdnica city with the mountain station in Zagórze Ślqskie. The first section has been built for fourteen years (1884-1898); the second - for two years (1902-1904), despite the necessity of erecting some bridges and overpasses. The railway helped travellers discover tourist attractions of the suburban and mountain regions. The route crosses areas with a large variety of landscapes which have significant visual amenity. The report focusess on how to preserve this industrial heritage by integrating with the rural redevelopment of the area. Estimating possible costs of two scenarios: adaptation for the purpose of the tourist railway and - alternatively - the biking route, the authors suggest, that the latter seems to be more genuine.
