Operational security in counties: a case study of administrative division in the national firefighting and rescue system

The objective of this article is to present the results of an analysis and evaluation of the operational security status in selected counties of the Mazovian Province (Węgrów, Sokołów, Ostrów and Wyszków Counties) provided by units of the National Firefighting and Rescue System (NFRS) operating in these counties. The study was conducted in 2025 in the Mazovian Province. This study tests the hypothesis that the implementation of additional administrative and organisational measures — particularly those involving the optimisation of NFRS unit locations and improved response time coverage modelling — would significantly improve the territorial effectiveness of operational security in selected counties of the Mazovian Province. As part of the research, the potential of NFRS entities operating in the counties was assessed, threats to the selected counties were evaluated and relevant assumptions were adopted. The most vulnerable municipalities within the selected counties of the Mazovian Province were identified and simulations of operational security capabilities for these counties by NFRS units were carried out using Quantum Geographic Information System (QGIS) software. The research hypothesis was validated by results of the conducted evaluation.

The aim of this article is to present the results of an analysis and an evaluation of the operational security status in relation to the most important hazards in Węgrów County, as assessed by units of the National Firefighting and Rescue System (NFRS) on the county area. The study was conducted in 2024 in the Węgrów County, specifically in the town of Węgrów. The article examines the operational security status of the Węgrów County to verify the hypothesis formulated as follows: the implementation of additional organizational solutions among NFRS units in the Węgrów County will enhance the level of operational security against the most significant hazards in the area. As part of the research, the capacity of NFRS entities operating in the Węgrów County was evaluated, hazards occurring on the county area were assessed and relevant assumptions were made. The major threats in the Węgrów County were identified and the operational protection capabilities of NFRS units in the county were simulated for these threats using the QGIS software. The results obtained confirmed that the research hypothesis was supported by the assessment.
