The mining sector is one of the most important element of economies in the world, having a huge impact on the economic situation in individual countries. The development at any level would be impossible without access to the most important energy resources, chemical, metal or construction. Therefore, the condition and the possibility of the development of the mining sector in each country should be constantly monitored and properly shaped. On the other hand, to ensure the proper stimulation of growth and the inflow of new capital investments are necessary. Consequently, an appropriate level of investment attractiveness is an important issue both in the context of the sector and the entire economy. The article presents the concept of investment attractiveness and the current situation of the mining sector in Poland. A very important part of the paper is also presented the results of the survey of the analysis of factors, barriers and conditions that affect the attractiveness of mining investment in Poland.

Przemysł wydobywczy to jeden z nowoczesnych i dynamicznie rozwijających się sektorów polskiej gospodarki. Atrakcyjność inwestycji ma ogromne znaczenie dla rozwoju postępu technicznego i technologicznego branży górniczej. Artykuł zawiera wyniki badań ankietowych prowadzonych wśród różnych grup odbiorców (przedsiębiorcy, administracja, nauka, organizacje pozarządowe), w zakresie oceny barier i korzyści decydujących o rozwoju inwestycji górniczych. Wynika z nich, iż dużym atutem inwestycyjnym dla polskiego sektora wydobywczego są dobre warunki technologiczne i infrastruktura, a także wysoko wykwalifikowana i kompetentna kadra pracownicza oraz możliwość wykorzystania dotacji z funduszy UE. Natomiast bariery to przed wszystkim podatki i procedury związane z uzyskaniem decyzji administracyjnej w procesie inwestycyjnym oraz zmieniające się przepisy prawne.

Mining industry is one of dynamically developing sectors in the Polish economy. The attractiveness of investment has a great impact on the development of technical and technological progresses in the mining industry. This article is a summary of the results achieved in questionnaires conducted among different groups of customers (businesses, government, science, NGOs) by Mineral and Energy Economy Research Institute, Polish Academy of Sciences and The Employers’ Organization of Polish Copper in Lubin concerning the assessment of barriers and benefits of development of mining investment. It was shown that among factors determining attractiveness of Polish mining sector are good conditions for technology and infrastructure, as well as highly qualified and competent personnel, and the ability to use subsidies from EU funds. Mining investment has positive impact on development on mining regions. While the barrier are mainly taxes and procedures related to obtaining an administrative decision in the investment process and changing legislation.
