W artykule zaproponowano nowe podejście do problemu interpretacji i wizualizacji zmian dokonujących się w przestrzennych strukturach metropolitalnych oraz do techniki zapisu polityk odpowiadających tym zmianom. Inaczej niż w studiach i koncepcjach wykonanych dla potrzeb oficjalnych dokumentów regionalnej polityki przestrzennej, gdzie metropolizacja traktowana jest w sposób obszarowy, a obszar metropolitalny jako obszar strategicznej interwencji, autor przyjmuje ujęcie sieciowe, w którym kluczową rolę odgrywać mają miejsca węzłowe w "przestrzeni przepływów". W podejściu tym, zamiast na "obszarach strategicznej interwencji" akcent położono na "miejsca strategicznej interwencji". Są nimi głównie tzw. "węzły integracyjne" traktowane tu jako kluczowe elementy struktury metropolitalnej - "strategiczne węzły w metropolitalnej przestrzeni przepływów". W pewnym stopniu idea ta nawiązuje do zarysu teorii społeczeństwa sieci autorstwa M. Castellsa, jak również do ruchu znanego pod hasłem "Miasto Inteligentne" (Smart City). Rozważania nad wpływem tych teoretycznych interpretacji na warsztat planowania przestrzennego uzupełniają odniesienia do projektów badawczych poświęconych technikom wizualizacji regionów megamiast prowadzonych w niektórych europejskich ośrodkach studiów nad problematyką metropolitalną.

In the paper a new approach has been proposed to the problem of interpretation and visualization of changes in metropolitan spatial structures as well as planning notation techniques of respective policies. Contrary to studies and concepts worked out for the official documents of regional policy of the State and regional governments where the process of metropolisation is confined to specific areas and metropolitan areas are regarded as the areas of strategic intervention, the author proposes the network approach in which, a focus is on "nodal places" instead of the areas of strategic interventions. It is expected that these nodes will play a key role in "metropolitan space of flows". They are regarded as strategic elements of metropolitan spatial structure - strategic nodes of integration. This idea is somewhat related to the theory of network society outlined by Manuel Castells as well as to the approach known as Smart City movement. Considerations on the impact of these theoretical interpretations on planning practice are supplemented with references to research on the visualization of mega-city regions carried out in some European centres of metropolitan studies and research.

Następnie konfrontuje te spostrzeżenia z pytaniami na temat możliwości stosowania gier symulacyjnych w wyjaśnianiu decyzyjnych mechanizmów tego procesu.

The author of this paper asks questions about the sources, modes and chances of artistic expression while building urban form in the context of research on present good practice in the revitalization of the European metropolis and city marketing. He confronts these observations with questions about the applicability of simulation games to explain decision-making process leading to the creation of urban form.

W artykule sformułowano niektóre teoretyczne i planistyczne problemy równoważenia rozwoju w obszarach metropolitalnych ze szczególnym uwzględnieniem współzależności między formą urbanistyczną i kierunkami polityki transportowej, które można kojarzyć z ideą systemów zrównoważonej mobilności miejskiej (sustainable urban mobility systems). Wskazano problemy planowania przestrzennego obszarów metropolitalnych, które dotyczą wdrażania podejścia zintegrowanego w polityce przestrzennej i transportowej. Nawiązano do niektórych międzynarodowych projektów badawczych i teoretycznych hipotez poświęconych tej problematyce, oraz do odpowiednich diagnoz i rekomendacji w europejskich dokumentach polityki miejskiej i regionalnej. Zwrócono także uwagę na eksperymenty projektowe i podejścia planistyczne związane z ruchem Nowej Urbanistyki (New Urbanism), w których poszukiwania logiki formy urbanistycznej kojarzone są z ideą zrównoważonej mobilności miejskiej.

Some theoretical problems of planning for sustainable development of metropolitan areas are formulated in this paper. Special attention has been paid to the question of interrelations between urban form and these directions of transport policy which are associated with the idea of sustainable urban mobility systems. The author indicates problems of metropolitan spatial planning focusing on the implementation of integrated approaches to spatial and transportation policy. He refers to some international research projects and theoretical hypotheses devoted to this subject as well as to diagnoses and recommendations found in official European documents of urban and regional policy. There is also reference to design experiments carried out and approaches adopted under the label of international movement known as the New Urbanism where the studies on the logic of urban form are associated with the idea of sustainable mobility.

W niniejszym artykule przypomniano niektóre koncepcje rozwoju Podhala nawiązujące do tego nurtu polskiej tradycji planowania przestrzennego. Odwołano się do projektów Jana Olafa Chmielewskiego z 1925 r. i jego późniejszych idei i studiów z lat 50., badań Stefana Żychonia poświęconych rozwojowi przestrzennemu Podtatrza, artystycznych wizji Włodzimierza Gruszczyńskiego i studiów nad rozwojem osadnictwa i turystyki na ziemiach górskich prowadzonych pod kierunkiem Zbigniewa Wzorka. Skomentowano również założenia ideowe koncepcji nagrodzonej w konkursie SARP z 1973 r. poświęconemu problemom zagospodarowania przestrzennego Tatr i Podtatrza. Na tym tle autor stawia pytanie o szanse budowania nowej, śmiałej wizji rozwoju Podhala w warunkach liberalizacji życia gospodarczego, znacznego rozdrobnienia działań planistycznych i ich słabości wobec zagrożeń wywołanych "rozlewaniem się" miast i narastającym rozproszeniem zabudowy wiejskiej. To z kolei prowadzi do pytań na temat warsztatowych konsekwencji postulatów równoważenia rozwoju dla planowania przestrzennego ziem górskich i szans jego integracji.

In this paper the author recalls some planning concepts for the development of Podhale Region representative for this stream of tradition in Polish spatial planning. He refers, in particular, to famous projects prepared by Jan Olaf Chmielewski starting from 1925 and his further concepts developed in 1950 as well as artistic visions of Włodzimierz Gruszczyński compared with the research and design projects for Podtatrze Region carried out by Stefan Żychoń and studies devoted to the development of settlement network and tourist infrastructure carried out by Zbigniew Wzorek. Basic features of the planning concept and architectural study for the development of the Podtatrze Region - a winning entry - for the competition organized by SARP (Polish Architects Association) in 1973 are also commented here. In this context, the author asks about the chances of building the new and bold vision for the development of this region under the system of liberalized economy and spatial planning to weak and fragmented to be efficient, vis-a-vis the threats caused by the urban sprawl and the excessive dispersion of rural settlements. This, in turn, leads us to the question of the consequences of these factors for the planning practice. Two postulates are strongly emphasised here: practical implementation of sustainable development strategies and the integration of planning instruments.

Artykuł dotyczy roli realizowanych ostatnio projektów centrów miejskich w budowaniu policentrycznej struktury metropolitalnej i odpowiadającej jej nowej formy urbanistycznej. Odniesiono się do interpretacji mechanizmów strukturotwórczych krystalizujących policentryczne układy przestrzenne funkcjonujące jako centra metropolitalne. Studia nad tym procesem prowadzone w kontekście badań nad strategiami metropolitalnymi pozwalają przypuszczać, że - pomimo różnic odpowiadających odmiennym etapom rozwoju cywilizacyjnego - "nowe serca metropolii" będą z czasem odgrywały podobną rolę w stosunku do metropolitalnej struktury przestrzennej jak historyczne centrum - "serce miasta" w stosunku do tradycyjnej formy miasta. Szczególną uwagę poświęcono centrom powstałym w rezultacie działań podejmowanych w ramach rewitalizacji terenów poportowych i pokolejowych. Na tym tle zarysowano propozycję badań nad atrybutami policentrycznej struktury głównych węzłów aktywności pełniących funkcję "serc metropolii".

This is an attempt to draw the reader's attention to the role of large scale development projects in urban dynamics crystallizing new polycentric structure of European metropolis. Studies on this new type of urban form and structure carried out in the context of research on metropolitan strategies give a sufficient evidence that, despite differences respective to the different stages of technological and cultural development, "new hearts of metropolis" will play about the same role with regard to the metropolitan structure as historical centre played for an historic city. The author focuses on projects associated with urban regeneration of former docklands and inner harbor areas and other types of waterfront developments in European metropolises as well as to metropolitan centres build in close-to-station areas. On this background, research project proposal is outlined to examine attributes of new urban form: polycentric structure of activity nodes functioning as "hearts of metropolis".

W artykule podjęto próbę zwrócenia uwagi na potrzebę nowej interpretacji europejskiej sieci metropolitalnej w kontekście międzynarodowych badań i studiów projektowych poświęconych terytorialnemu rozwojowi w europejskiej przestrzeni oraz nowych konceptów teoretycznych dotyczących "przestrzeni przepływów" i "społeczeństwa sieci". Autor uważa, że w dyskusji nad strategiami umacniania pozycji konkurencyjnej polskich obszarów metropolitalnych powinny pojawić się nowe wątki poświęcone problemom integracji sieci metropolitalnej i odpowiadających im struktur osadniczych w skali regionu metropolitalnego. Rozwiązywanie tych problemów wymaga praktycznego stosowania innowacyjnych metod sterowania rozwojem przestrzennym obszarów i regionów metropolitalnych. Tezy te autor uzasadnia, odnosząc się do przykładów wybranych regionów metropolitalnych UE, w szczególności zaczerpniętych z praktyki planowania rozwoju metropolii skandynawskich. Na tym tle proponuje podjęcie badań nad strukturą metropolitalną regionu śląsko-krakowskiego i apeluje o podjęcie konkretnych form współpracy regionalnej w ramach potencjalnego regionu metropolitalnego Katowic i Krakowa.

This is an attempt to draw readers' attention to interpretations of European metropolitan network in the context of international studies on territorial development in European space as well as new theoretical concepts related to "the space of flows" and "the network society". The author points out that in discussion on strategies aimed to strengthen competitive position of Polish metropolitan areas more attention should be focused on the integration of our metropolitan network and respective settlement structures in the scope of metropolitan region. This, in turn, calls for more innovative methods of land use controls and other tools of spatial policies applicable for specific development conditions of a given metropolitan area. To support these thesis' the author refers to case studies from selected metropolitan regions in EU, particularly in Scandinavian metropolises. On this background, the new collaborative research project is proposed for potential metropolitan region of Kraków-Katowice.

To kolejna wypowiedź autora z cyklu jego "miniesejów" poświęconych "pomostom" pomiędzy architekturą i urbanistyką. Chociaż architektura "rozwiodła" się z urbanistyką (bądź na odwrót: to urbanistyka rozstała się z architekturą) - ślady architektonicznego myślenia są nadal obecne w języku urbanistyki. Niezależnie od tego, jak bardzo "rozmywa" się obraz współczesnego miasta i jak dalece architektura wyzwala się z rygorów, jakie do niedawna narzucały jej regulacje władzy miejskiej, w interpretacjach logiki formy urbanistycznej wpływ architektonicznego myślenia jest wciąż bardzo wyraźny. Architektoniczne koncepty przestrzeni i "architektonika" myślenia o przestrzeni nadal wyciskają piętno na tożsamości urbanistyki. Artykuł ten jest próbą dostarczenia czytelnikowi argumentów przemawiających za prawdziwością tego przesłania.

This is yet another paper from the author's series of "mini-essays" devoted to the "bridges" between architecture and urbanism. Although urbanism "divorced" architecture - or it was just the other way round - the traces of architectonic thinking are still present in the language of urbanism. No matter how diffused is the concept of the contemporary city and architectural form liberates from regulatory power of the city, still the logic of urban form is strongly affected by architectonic thinking. Still the architectonic and architectural concepts of space imprint the identity of urbanism. This is an attempt to provide the reader with some arguments in support of this message.

The concepts of beauty in contemporary architecture should be redefined and "tuned" to our today "modes of rationality". Defending rational currents of architectural theory and rational concepts of architectural aesthetic the author argues that different cultural patterns of experiencing architectural form do not exclude the existence of universal and ideal values associated with classical notion of beauty. Their form of existence, however, is changed dramatically according to new "modes of rationality".

Niniejszy artykuł autor dedykuje Profesorowi Tadeuszowi Bartkowiczowi jako wyraz wdzięczności za to, że nauczył swoich studentów szanować wartości decydujące o harmonii środowiska i wskazał im drogę uprawiania sztuki urbanistycznej, na której wiedza i umiejętności inżynierskie spotykają się z poetycką wrażliwością, a projektowanie miasta jest zarazem formą dotykania rzeczywistości i przybliżania jej do archetypów, jakimi od zarania kultury urbanistycznej wyrażano szacunek i podziw wobec praw natury. Z perspektywy ekologicznej, urbanistyka to umiejętność budowania struktur podtrzymujących życie miejskie i sterowania ich rozwojem zgodnie z prawami natury i kultury oraz nauka o podstawach racjonalnego wykonywania tych zadań w ramach różnorodnych instytucji społeczeństwa obywatelskiego. W ujęciu tym kryteria ekologiczne muszą być logicznie skojarzone z pozostałymi wymiarami przestrzeni urbanistycznej, czyli innymi podstawowymi aspektami "porządku urbanistycznego": kulturowym, społecznym, technicznym, ekonomicznym, prawnym, politycznym i menedżerskim.

This paper is dedicated to Professor Tadeusz Bartkowicz one of the author's masters who taught us - his students and followers - how to practice the art of urban planning and design with high sensitivity to these values which decide upon the harmony of the environment. In his vision of urbanism, knowledge and technical skill meets sensitivity to the poetics of urban space. In this school of thought, designing of the city implies decision making process including both: "the touch of urban reality" and constant reinterpretation of the archetypes which - from the beginning of urban culture - expressed respect to the laws of nature. From ecological perspective, urbanistica is the art of building structures sustaining urban life and controlling their development according to the law of nature and culture and the science on the principles governing rational performance of these tasks within the framework of various institutions of civic society. In this approach, ecological criteria must be logically related to other basic dimensions/aspects of "urbanistic order": cultural, social, technological, economic, legal, political and managerial.

In particular he discusses criteria applicable for assessing the impact of revitalization projects on urban spatial structure. These remarks could be useful for technical assessment of such projects qualified for financial support from European Regional Development Fund (ERDF).
