Analysing the efficiency of logistic actions in complex supply chains - conceptual and methodological assumptions of research

Background: Efficient management of dispersed and varied structure of supply chains is a complicated process both in terms of organisation and decision making. Merged companies forming groups with integrated capital consolidate to achieve internal coherence, also in the area of logistics. Overcoming differences resulting related to the fact that individual entities employ different rules of operation in carrying out logistic processes and their integration into one efficient system are the most challenging tasks the companies have to face. The purpose of the article is to present a concept of analysis of logistic actions efficiency in complex supply chains. Material and methods: The results of studies of economic practice in 2016-2017 and literature studies carried out as part of research and optimisation projects prove the insufficient degree of employing the analysis of efficiency of logistic actions in complex supply chains. On the basis of explorations performed, the methodology of studies focused on the analysis of logistic actions' efficiency was developed. The methodology is now the conceptual basis for analyzing efficiency in enterprises. Results: The study resulted in the development of the concept concerning the performance of efficiency analyses focused on logistic actions, the particular elements of which have been verified in terms of their usefulness in economic practice. Conclusions: Despite numerous references in literature, analysis of logistic actions' efficiency remains insufficiently defined. It makes it difficult to apply it in the economic practice of companies. The present article focuses on describing the concept of applying analysis of efficiency of logistic actions providing for the specific nature of dispersed supply chains.

Wstęp: Zarządzanie rozproszoną i zróżnicowaną strukturą łańcuchów dostaw w sposób efektywny jest procesem skomplikowanym zarówno organizacyjnie, jak również w ujęciu podejmowania decyzji. Połączone firmy, współtworzące zintegrowane kapitałowo grupy, podejmują działania konsolidacyjne w celu uzyskania wewnętrznej spójności między innymi w obszarze logistyki. Pokonanie różnic związanych ze stosowaniem przez poszczególne podmioty różnych zasad działania w realizacji procesów logistycznych oraz ich integracja w jeden wydajny system stanowi wyzwanie dla firm. Celem artykułu jest przedstawienie koncepcji analizy efektywności działań logistycznych w rozbudowanych łańcuchach dostaw. Metody: Wyniki badań praktyki gospodarczej w latach 2016-2017 oraz badań literaturowych realizowanych w ramach projektów badawczych i optymalizacyjnych, świadczą o niezadowalającym stopniu wykorzystania analiz efektywności działań logistycznych w rozbudowanych łańcuchach dostaw. Na podstawie prowadzonych eksploracji dokonano opracowania metodyki badań nad analizą efektywności działań logistycznych z uwzględnieniem specyfiki rozbudowanych łańcuchów dostaw, która stanowi podstawę koncepcyjną do prowadzenia analiz efektywności w przedsiębiorstwach. Wyniki: Wynikiem prowadzonych badań jest koncepcja prowadzenia analiz efektywności działań logistycznych, której poszczególne elementy zostały zweryfikowane pod kątem przydatności w praktyce gospodarczej. Wnioski: Analiza efektywności działań logistycznych pomimo licznych odniesień literaturowych, wciąż jest niejednoznacznie zdefiniowana. Utrudnia to jej wykorzystanie w praktyce gospodarczej przedsiębiorstw. W niniejszym artykule skoncentrowano się na prezentacji koncepcji zastosowania analizy efektywności działań logistycznych uwzględniających specyfikę rozproszonych łańcuchów dostaw.

The paper describes the problems of urban logistics and its solutions for the efficient city service and city development. The paper presents the analysis of the main research and pilot projects in urban logistics and Polish participation in these projects. Particular attention was paid to the analysis of urban logistics best practices in the field of people, cargo and information flows in relation to the cost of their implementation. An approach to the implementation of Polish experience in urban logistics in Ukraine is presented. Sustainable urban mobility plans (SUMP) and sustainable urban logistic plans (SULP) was suggested for Ukrainian cities. Solutions for people movement and cargo flows were proposed. These solutions should be comprehensive and include transport system development strategy including SUMPs and taking into account the development of urban areas.

Przedmiotem artykułu jest zastosowanie podejścia „smart city” w transportowym systemie Lwowa. Zdefiniowano filozofię „smart city” oraz przedstawiono główne cechy inteligentnych miast. Artykuł zawiera analizę głównych problemów systemu transportowego we Lwowie oraz propozycje w zakresie rozwoju tego systemu w kierunku miasta inteligentnego. Brak koordynacji pomiędzy strukturami, które kształtują układ komunikacyjny miasta jest jednym z kluczowych zagadnień. Przedstawiono rezultaty projektu „Smart city Lviv” w 2015 roku w obszarze transportu. „Smart” ludzie we Lwowie zwiększają potencjał miasta jako inteligentnego. Analiza badania socjologicznego, przeprowadzonego w 2013 roku pozwoliła na wyodrębnienie głównych problemów powiązanych z przemieszczaniem ludzi w mieście oraz na ocenę jakości miejskich przewozów transportem zbiorowym. W artykule wymieniono pozytywne strony i tendencje w rozwoju systemu transportowego miasta oraz innowacyjne rozwiązania. Zaprezentowano system zarządzania ruchem we Lwowie, z priorytetem dla transportu zbiorowego, który pozwolił na lepsze zorganizowanie ruchu pojazdów, wzrost jakości przewozów tramwajami na liniach z priorytetem oraz monitorowanie ruchu na skrzyżowaniach i w jego wyniku – wzrost bezpieczeństwa. Autor prezentuje propozycje w zakresie rozwoju transportu zbiorowego oraz promocji wykorzystania rowerów w podróżach, jako wyniku realizowanego projektu „Smart city Lviv”. Niektóre z tych propozycji już zostały zrealizowane.

The article is dedicated to the analysis of application of the “smart city” approach in the Lviv transport system. The definition of "smart city" and its main features are presented. The article includes the analysis of major problems in Lviv transport system and provides suggestions for the development of this system on the way to the smart city approach. Lack of coordination between the structures in Lviv transport system is one of the key issues. Article presents the results of "Smart city Lviv" project held in 2015 in the sphere of transport system. "Smart" people in Lviv increase the potential of the Lviv as a smart city. Sociological research conducted in 2013 helped to distinguish the main issues of people’s travels in the city and the assessment of the quality of urban public transport. The positive aspects and trends in the development of Lviv transport system and innovative solutions are presented in the article. Traffic management system with priority for public transport in Lviv is described. It leads to better traffic management, increase of the quality of public transport and safety. Proposals for the development of public transport and promoting the use of bicycles for travel have been given as the result of implemented of the "Smart city Lviv" project. Some of them have been already implemented.
