Celem artykułu było przedstawienie etapów rozwoju, działalności naukowo-dydaktycznej i struktury Wydziału Bezpieczeństwa Lotniczego Lotniczej Akademii Wojskowej. Niniejsza publikacja to próba podsumowania dotychczasowych osiągnięć Wydziału Bezpieczeństwa Narodowego i Logistyki, a od 2018 r. Wydziału Bezpieczeństwa Lotniczego. Do opracowania artykułu zostały wykorzystane teoretyczne metody badawcze, takie jak analiza i synteza informacji zawartych w literaturze i materiałach źródłowych, abstrahowanie oraz uogólnianie.

The aim of the article was to present the stages of development, research and teaching activities and the structure of the Aviation Safety Faculty of the Polish Air Force University. This publication is an attempt to summarize the achievements of the National Security and Logistics Faculty, and from 2018 renamed as Faculty of Aviation Safety. To develop the article, theoretical research methods were used, such as the analysis and synthesis of information contained in the literature and source materials, abstraction and generalization.

Air transport consists in moving people or goods by air. Aircrafts, known as the main means of air transport, can be divided into two categories: airplanes and helicopters. Such transport is the most modern and the most dynamically developing branch of transport. It is also considered to be the safest mode of transport, even though, for various reasons, aviation accidents still occur. Security in aviation has various connotations. According to the International Civil Aviation Organization (ICAO), it is a state in which the possibility of damage to persons or property is minimized and is maintained as part of a continuous process of hazard identification and safety risk management at an acceptable level or below this acceptable level. Aviation security includes flight safety and aviation security against acts of unlawful interference. There is a significant difference between the meaning of "safety" and "security". The first of these concepts means preventing unintentional damage, while the second refers to the procedures undertaken in order to prevent deliberate damage resulting from an intentional act. As it appears from the abovementioned information, the immovable part of aviation safety is aircraft protection, including the protection of civilian airports.The aim of the article is to draw attention to the problems of air transport security, including the security of airports, related to the evolution of threats and the functioning of the airport security system. The problem that the authors address is expressed in a question: in what directions should the current solutions in the field of air transport security be improved in order to effectively prevent acts of unlawful interference in the future? Theoretical research methods, such as the analysis and synthesis of information contained in literature and source materials, inference, comparison, were used to develop the article.

This article discusses civil aviation security, which is understood as a combination of human and material activities and resources to safeguard international civil aviation against acts of unlawful interference. This article presents protection measures applied in the security system of civil airports. Parts of the article focuses on both theoretical and practical solutions concerning the airport security system. The systemic approach observes aviation security as a set of elements and relationships that occur between them in accordance with established principles, through the prism of the aim. The aim of aviation security is to prevent acts of unlawful interference (people, objects, hazardous materials threatening the safety of aviation and the aviation infrastructure). The authors of the article have identified the concept of airport security system and characterised the civil airport as a specific object. This article presents the procedural and technical aspects of the functioning of the civil security airport system.

The article presents several of many safety aspects regarding aerial weapons. An attempt was made to present problems related to environmental safety, technical services, the transport of hazardous materials in the light of the applicable provisions of Polish and international laws.

Utrzymanie bezpieczeństwa portu lotniczego oraz jego najbliższego otoczenia to jeden z najbardziej skutecznych i dostępnych środków obrony przed MANPADS. Zwiększony nadzór i patrole w bezpośrednim sąsiedztwie lotniska oraz wzmożona obserwacja korytarzy podejścia i lądowania może zidentyfikować zagrożenie. Środki bezpieczeństwa koncentrują się na obszarach wysokiego ryzyka, gdzie przylatujące i odlatujące samoloty są najbardziej narażone na ataki. Wzrost liczby wykonywanych operacji lotniczych wiąże się z coraz większą liczbą przewożonych pasażerów. W związku z tym, porty lotnicze muszą być gotowe na ciągłe modernizacje i udoskonalenia w celu poprawy bezpieczeństwa, przepustowości, jak również komfortu dla podróżujących. Jednakże, port lotniczy to nie tylko sam terminal, lecz także obszar infrastruktury lotniska, włączając w to całą powierzchnię, jaką zajmuje. Właśnie w obrębie portów lotniczych ma miejsce najwięcej spośród wszystkich zdarzeń, do których zwykle dochodzi podczas najważniejszych faz lotu - startu i lądowania.

Maintaining the security of the airport and its immediate surroundings is one of the most effective and available means of defense against MANPADS. Increased surveillance and patrols in the immediate vicinity of the airport, and increased observation of approach and landing corridors can identify a threat. Security measures focus on high-risk areas where arriving and departing aircraft are most vulnerable to attacks. The increase in the number of flight operations is associated with an increasing number of passengers carried. Therefore, airports must be ready for continuous upgrades and improvements to improve safety, space as well as comfort for travelers. However, the airport is not only the terminal itself, but also the area of airport infrastructure, including the entire area it covers. It is at airports that most of all events occur that usually occur during the most important flight phases - take-off and landing.
