Crisis management is a key element in the functioning of organizations and society in case of unpredictable threats. Its primary premise is to protect life, health and property through effective planning, rapid response and minimising the negative effects of crises. Efficient emergency operations not only safeguard human lives and material assets but also ensure the continuity of essential services and facilitate recovery following emergency events.The article presents the results of an analysis of civil-military interaction in crisis management using the example of the 2024 floods in Lower Silesia. Proper crisis management has a major impact on the perception of state and local administrations, improving public trust and maintaining operational stability even under the most difficult conditions. The study emphasises the importance of synergy between civilian institutions and military structures in the face of flood risk. With the increasing number of natural disasters, emergencies and terrorist threats, effective coordination of activities is becoming crucial. Conducting participant observation, the author examined civil-military interaction in emergency management, focusing on its role in improving the effectiveness of rescue operations and civil protection. The research process used a qualitative methodology, including a case study of Flood 2024, interviews with key stakeholders and observation of activities during flood. The results indicate the importance of joint procedures, training and communication systems that enable efficient exchange of information. The author’s direct involvement in flood control operations enabled the collection of valuable empirical data and facilitated detailed observation of the interactions between local governmental bodies and military forces. The collected data gave the analysis a practical dimension and allowed the insightful identification of problems and opportunities to improve interaction in emergency situations. The analysis took into account practical problems arising from the lack of effective coordination and systemic barriers that impede smooth operation in emergency situations. Particular emphasis was placed on integrating communication systems, standardizing procedures, and conducting joint exercises to improve the effectiveness of cooperation.

Developing societal resilience to emergencies is a key component in promoting national and global stability and security. This process consists of preparation, response and recovery, and aims to minimize the effects of potential natural and man-made crises. All state institutions, organizations, as well as citizens should become involved in this process. A key element will be educating the community, building awareness of threats and developing critical infrastructure, as well as promoting solidarity among local communities. The purpose of the article is to review mechanisms that affect the building of community resilience, and to identify key factors that contribute to this process. The article discusses preventive measures, as well as those undertaken during and after a crisis. In particular, aspects such as the role of education, public policy, crisis communication and mobilization of social and technological resources are considered. To explore the topic in more depth, a literaturę survey was conducted, analysing available academic sources, reports from international organizations and case studies of crisis management at different levels of society.

The use of the Armed Forces in crisis management is an important element of state security. Structure, resources and operational capabilities play a key role during emergencies. However, it should be borne in mind that the Armed Forces were established for state defence, which is their primary task. The role of the military in crisis management needs to be properly balanced with the principle of civilian crisis management. The article presents results of research on the involvement of the military in crisis management, taking into account an analysis of literature, case studies and document review. Based on a survey of available scientific publications, legal acts and reports on involving the military in crisis operations, the key roles of the military in this area were identified. An analysis of official documents and reports allowed identifying areas for further improvement.
