This document is a description of quality regulation for Distribution System Operators included in the new regulations model for 2016-2020 and informed by the SAIDI, SAIFI, CRP and CPD indices. The changes have an impact on the amount of return from regulated income of enterprises that distribute electric energy. In the new system, failure to fulfil the conditions and indices results in a decrease of return on capital for the DSOs

W artykule przedstawiono aktualne zmiany zachodzące na polskim rynku elektroenergetycznym. Obecnie coraz częściej daje się zauważyć wzrost znaczenia konsumentów w bilansowaniu zapotrzebowania na energię. Zarządzanie popytem (ang. Demand Side Management DSM) jest stałym elementem zarządzania przedsiębiorstwem i jest to mechanizm znany od lat. W ostatnim czasie nabiera znaczenia nowy termin Demand Side Response (DSR) oznaczający reakcje strony popytowej na sygnały płynące z rynku stymulowane przez operatora systemu przesyłowego. Mechanizmy DSR wymagają od podmiotów dobrowolnie uczestniczących w systemie ograniczenia mocy urządzeń odbiorczych na polecenie operatora. Przedsiębiorstwa uczestniczące w systemie otrzymują za to wynagrodzenie. W artykule przybliżono korzyści wynikające z zarządzania popytem, przykładowe programy DSR oraz zmiany na rynku energii spowodowane wdrażaniem DSR.

The paper shows recent changes occurring in the Polish electricity capacity market. Today, the growing importance of consumers in balancing the demand for electricity is becoming more and more apparent. Demand-Side Management (DSM) is a key component of business management and a mechanism which has been known for years. Recently, a new notion has grown in significance: Demand-Side Response defined as a situation where the demand side responds to market signals stimulated by the transmission system operator. DSR mechanisms require the entities participating in the system on a voluntary basis to limit the power capacity of reception devices at the operator's request. Thus, utilities participating in the system gain an income. The paper shows the benefits resulting from demand side management, DSR illustrative programmes and changes in the energy market brought about by the implementation of DSR.
