W artykule poruszona została problematyka dotycząca wagi infrastruktury krytycznej w realiach współczesnego świata, ze szczególnym akcentem na rolę infrastruktury krytycznej w Polsce. Z biegiem czasu oraz wraz z rozwojem gospodarczym, społeczeństwo staje się coraz bardziej zależne od otaczających go dóbr. Te z kolei stają się podatniejsze na różnego typu ataki i awarie. Problem ten zauważają między innymi władze państwowe i organizacje międzynarodowe. W pierwszej części artykułu skupiono się na ogólnej definicji infrastruktury oraz infrastruktury krytycznej, przywołując różne źródła prawa i omawiając ujęte w nich zagadnienia dotyczące pojmowania infrastruktury krytycznej. Część druga jest analizą systemów, możliwości i szans ochrony infrastruktury krytycznej.

The article presents the problems concerning the importance of critical infrastructure in the realities of the modern world with special emphasis on the role of critical infrastructure in Poland. With time passing and the economic development, the society becomes increasingly dependent on the surrounding property. And these, in turn, are becoming increasingly vulnerable to various types of attacks and failures. The problem has been noticed, among others, by the national authorities and international organizations. In the first part, the article focuses on the definition of critical infrastructure, mentioning various sources of law and discussing the issues, included in the mentioned sources, related to critical infrastructure. The second part is an analysis of the systems, capabilities and opportunities for critical infrastructure protection.

W artykule przedstawiono problematykę ochrony ludności w aspekcie istniejących w kraju rozwiązań organizacyjno-funkcjonalnych. Przedstawiając, w pierwszej części artykułu, ochronę ludności jako elementu systemu bezpieczeństwa wewnętrznego kraju, podkreślono rolę i znaczenie w tym względzie poszczególnych szczebli administracyjnych kraju. W dalszej części artykułu zwrócono uwagę na różnorodność instytucji, zaangażowanych w Polsce w zadania ochrony ludności, a dokonując analizy ich zaangażowanie, podkreślono szczególną rolę Krajowego Systemu Ratowniczo-Gaśniczego. W podsumowaniu artykułu sformułowano kilka wniosków dotyczących ewentualnego usprawnienia funkcjonowania krajowego systemu ochrony ludności.

The article describes the problems of civil protection according to the organizational and functional solutions operating in Poland. The first part of the article presents the civil safety as the element of Polish security system emphasizing the role and importance of each level of state administration. In the next part of the article the attention is drawn to variety of institutions engaged in civil safety in Poland. The article analysis their engagement and emphasizes the special role of the National Firefighting and Rescue System. At the end of the article some conclusions have been drawn. They suggest the way for the better functioning of the state civil protection system.

W artykule przedstawiono szerokie uwarunkowania problematyki bezpieczeństwa w ogóle, zwracając przy tym uwagę na ciągle zwiększający się zakres tej problematyki. Bezpieczeństwo przedstawiono jako pewien stan systemu, w ramach którego funkcjonujemy, zapewniający jego trwanie w obecnym kształcie, realizację jego celów i rozwój dostosowany do naszych oczekiwań. W dalszej części artykułu zwrócono uwagę na różnorodność zagrożeń, wśród których szczególną rolę odgrywają zagrożenia militarne. Potrzeba sprostania im jest powinnością kraju, w tym jego sił zbrojnych.

The article presents the broad determinants of security issues in general, taking into account the ever increasing range of issues. Security was presented as a state of the system under which we operate, ensuring its survival in its current form, its objectives and development tailored to our expectations. The remainder of this article has highlighted the diversity of threats, among which the special role is played by the military threats. The need to cope with them is the duty of the country, including its armed forces.

Zmiana warunków otoczenia jest stresem dla organizmu, który może prowadzić do wzmożonej generacji reaktywnych form tlenu i licznych uszkodzeń w obrębie komórek. Istotną rolę w przeciwdziałaniu tym uszkodzeniom pełnią enzymy antyoksydacyjne. Celem niniejszej pracy było określenie wpływu zmian ciśnienia otoczenia w warunkach nurkowania na aktywność peroksydazy glutationowej oraz katalazy. W badaniu wzięło udział 11 płetwonurków w wieku od 18 do 41 lat. Badani spędzili 40 min w jeziorze, w wodzie o temperaturze 13° C, schodząc maksymalnie na głębokość około 9 m. Podczas zanurzenia wszyscy oddychali powietrzem. Krew do badań pobrano z żyły odłokciowej dwukrotnie: przed zanurzeniem w wodzie (kontrola) oraz bezpośrednio po wynurzeniu. W pracy wykazano tendencję do wzrostu aktywności katalazy oraz tendencję do obniżania się aktywności peroksydazy glutationowej, ale zmiany te nie były istotne statystycznie. Ciśnienie otoczenia wywierane przez wodę podczas nurkowania nie ma istotnego wpływu na aktywność peroksydazy glutationowej oraz katalazy w erytrocytach. Może to sugerować, że nie doszło do zwiększonej generacji nadtlenku wodoru będącego substratem reakcji katalizowanych przez oba enzymy. Brak istotnych statystycznie zmian aktywności badanych enzymów antyoksydacyjnych może być efektem zmian przystosowawczych w organizmie osób nurkujących.

The changes in ambient conditions are usually stress factor for the organism, which may lead to increased generation of reactive oxygen species and numerous damages within the cells. The important role in counteracting of free radical damages to cells is played by antioxidant enzymes. The aim of this study was to determine the impact of changes in ambient pressure during diving on activity of selected antioxidant enzymes: glutathione peroxidase and catalase . The study involved eleven divers, aged from 18 to 41 years. Subjects spent 40 minutes in the lake, in water at 13° C, going down to a depth of about 9 m. All divers breathe with the air. Blood samples were taken from basilica vein twice: before immersion in water (control) and immediately after surfacing. The study showed an increasing trend in catalase activity and trend to decrease in glutathione peroxidase activity, but the changes were not statistically significant. Ambient pressure exerted by the water during diving has no significant effect on the activity of glutathione peroxidase and catalase in erythrocytes. This may suggest, that there was no increased generation of hydrogen peroxide which is a substrate of the reaction catalyzed by two enzymes. No statistically significant differences in the activity of antioxidant enzymes could be due to adaptive changes in the body of divers.

W artykule zwrócono uwagę na zagadnienie „spójności informacji”, które w procesie decyzyjnym nabiera szczególnej wagi. Częste zakłócenia tejże spójności są powodowane przez ludzi oraz urządzenia techniczne. Wyróżniono zakłócenia przypadkowe i celowe. Zakłócenia przypadkowe związane są ze zdarzeniami losowymi, a zakłócenia celowe są efektem niedozwolonych działań ludzi. Ujęcie takie zastosowano do analizy zadań poszczególnych faz zarządzania kryzysowego. W wyniku analizy stwierdzono, że w realizacji tych zadań występują głównie przypadkowe zakłócenia spójności informacji.

Highlighting the ambiguity of the information notion, the authors refer to C. Berman who discusses the information in four following meanings: as a thing, as a measurable size, as a potential and as a change. The article turns to the idea of information consistency, which in decision making process becomes especially important. Frequent disruptions of that consistency are caused by humans and by technical devices. The authors distinguished the accidental and intentional disruptions. The accidental disturbances are strongly connected with occidental events and mean the damage and destruction of information due to disasters such as fire, flood (including flooding because of broken water supply and sewage system), tremors (due to the earthquake, war, explosion of gas and explosive materials) as well as due to disturbing magnetic field or electromagnetic fluctuation. Intentional distortions are the result of improper human activities including the people who are not authorized either to carry out certain activities or to information access. The authors distinguished computer crimes, economic spying, sabotage and code breaking. This treatment was applied to extreme situations that is to emergency situations and the authors analysed the tasks of every single phase of crisis management. While the tasks are carried out, there occur considerable disturbances, mainly unintentional interference of information consistency.

W artykule podkreślono znaczenie potrzeby informacyjnej oraz związanej z nią luki informacyjnej. Omawiając potrzeby informacyjne pokreślono ilość, jakość, zakres tematyczny oraz sposób przekazywania informacji. Występujące w tych zjawiskach nieprawidłowości, nazywane dolegliwościami lub „chorobami” informacji, przeanalizowano w dwóch płaszczyznach: informacji jako produktu i informacji jako procesu.

The article emphasizes the importance of information and related information gap. While discussing the information needs the quantity, quality, scope and means of transmission were stressed. Phenomena occurring in these anomalies, symptoms or information diseases, analyzed in two ways: as a product of information and information as a process.
