Cities play a fundamental role in the economic development of the country. The vast majority of jobs, innovations and services are concentrated in the cities, thereby determining the country’s economy. Currently, the Smart City is the key concept of sustainable urban development throughout the world. It covers a broad spectrum of issues related to effective, sustainable city management. Today, Kraków faces important challenges in the field of socio-economic and functional development. For years, the city’s authorities have been undertaking activities aimed at making Kraków a smart and modern metropolis, based on scientific potential, while maintaining the unique historical and cultural heritage. The aim of the present work is to analyse the effectiveness of implementing the Smart City concept in Kraków. To achieve that goal, the most important resources, challenges and development aspirations of Kraków have been examined. The strategic objectives set out in the Kraków Development Strategy and the degree of development of selected elements and systems of the city were also analysed. An important element of the work is a questionnaire-based survey carried out among the residents of Kraków. The results of the analyses do not fully confirm the effectiveness of the measures implemented. A city that aspires to become a strong European metropolis should improve solutions to its current development problems, the most important of which include air quality and transport nuisance.

Dynamiczne zmiany związane z rozwojem społeczeństw nie tylko przynoszą liczne możliwości, ale także rodzą nowe wyzwania i zagrożenia. Proces ten narzuca potrzebę nieustannego dostosowywania działań państwa we wszystkich aspektach jego funkcjonowania. W konsekwencji prowadzi to do wykształcenia nowych trendów, czasem paradygmatów. Uznane przez naukę, wywierają - równolegle - znaczący wpływ na sferę praktyczną. Zintegrowane podejście do bezpieczeństwa oraz zintegrowane podejście do rozwoju to dwa trendy, które ostatnio pojawiły się w Polsce. Z perspektywy teoretycznej obydwa są komplementarne, wzajemnie wzmacniające, a także stanowią czynnik integrujący politykę państwa. Jednakże, w sferze praktycznej, oddzielnie formułowane i realizowane, mogą prowadzić do duplikacji wysiłków, tworząc tym samym warunki dla możliwych luk lub nachodzenia na siebie różnych dziedzin. Artykuł opisuje wieloznaczną istotę natury bezpieczeństwa i rozwoju, jak również potencjalne zagrożenia związane z powyżej wspomnianymi trendami (paradygmatami), jednocześnie formułując postulat stworzenia narodowej strategii (Grand Strategy) jako narzędzia integracji polityki prowadzonej na szczeblu państwowym.

W artykule przedstawiono obecny system gospodarki odpadami komunalnymi w Polsce oraz zaproponowano wprowadzenie nowego modelu w gospodarowaniu odpadami komunalnymi. Zaproponowane rozwiązanie ma na celu usprawnienie systemu gospodarowania odpadami komunalnymi w kontekście naszych zobowiązań wobec Unii Europejskiej i rozwoju zrównoważonego.

The article describes municipal waste management system currently operating in Poland and proposes to introduce a new model of municipal waste management. The proposed solution is aimed at facilitating municipal waste management system to ensure compliance with the EU law and requirements of sustainable development.
