In the face of the crisis in the twentieth century urban planning and visible breakthrough in the understanding of the role of nature in the city, more and more cities and countries are introducing solutions based on the interaction of many small natural elements in the long term. This requires the influence of the authorities on the activities of all investors – both public and private – in order to develop ecological facilities like blue and green infrastructure or wildlife sites and natural waterscapes and providing nature to densely built-up areas through living roofs and walls. However, without denying the technical and economic rationality, the idea of green cities and green architecture should not distract from its roots, like environmental ethics. Ideological background of architectural and urban design gets even more significant when the system of sustaining urban development is not fully coherent, as is the case in Poland.

Wobec obserwowanych zjawisk towarzyszących urbanizacji w ostatnich latach znaczenia nabiera rola powierzchni biologicznie czynnych i ekosystemów w rozwoju miast. Jej skrótowemu omówieniu oraz płynącym z niego wnioskom poświęcona jest pierwsza część cyklu.

Mimo zmieniających się uwarunkowań i mechanizmów rozwoju przestrzeni miejskiej, konkurs pozostaje jedną z podstawowych form generowania kompleksowych wizji zagospodarowania (w tym rewitalizacji) obszarów miejskich. Modelowe doświadczenia światowe pokazują istotną rolę konkursów, a także to, że konkurs studialno–ideowy może być istotny na etapie inicjowania projektów, generowania pomysłów i badania alternatywnych rozwiązań. Doświadczenia te uczą też jednak, że nie można oczekiwać, że studialny konkurs urbanistyczny przyniesie gotowe rozwiązania, a jego miejsce w procesie powstawania projektu musi być dobrze przemyślane i zorganizowane. Konkurs wymaga rzetelnego przygotowania materiałów wyjściowych, analiz i wytycznych1. Jakkolwiek, wyniki konkursu mogą służyć jako podstawa projektu (planu generalnego, „masterplanu”), który powstanie po konkursie, z uwzględnieniem ewaluacji projektów konkursowych i partycypacji społecznej. Choć mogłoby się to wydawać oczywiste, to jednak niestety konkursy urbanistyczne w Polsce są często słabo przygotowane (zarówno pod względem merytorycznym, określenia zadania i potrzeb, jak i technicznym opracowania materiałów projektowych); często ich wyniki marnują się.

The paper presents an urban design and development vision “Nowa Huta of the Future” in Cracow, which was a winning entry in an international ideas competition for development of a programme and spatial vision of development and socio-economic stimulation of the east part of Cracow, organized by the Municipality of Cracow, and co-sponsorrd by Mittal Steel. The aim of the competition was to present a comprehensive, strategic, spatial, functional and economic development vision of a site of over 5000 hectares in the eastern part of Cracow city boundaries, in the perspective of next 30-50 years, where New investment would be combined with brownfield regeneration. The proposed strategy, routed in the paradigms of sustainable and resilient city, envisioned “New Cracow”, as a compact and multifunctional development urban structure, which is a contemporary reinterpretation of dense urban structures, such as this of historic Cracow. The spatial structure is integrated with public transportation, according to the principle of Transit Oriented Development. The vision includes a regeneration strategy for post-industrial areas belonging to Mittal Steel, as well as a range of flagship projects, which may constitute new investment offers and new recognizable attractions and landmarks. The introduction reflects on the role of urban design competition in the process of shaping new urban areas. The paper corresponds with the congress topics: “The city in the eyes of urban designers – do urbanists know better”, as well as “Building the city”.
