This paper identifies regions with high environmental performance by assessing the size of green bond issuance in European countries from a cause-and-effect perspective. Cluster analysis and descriptive statistics were used to meet this research objective. The research subject was the size of green bond issuance, understood as the driving force for the green economy in European countries. The main findings of the research show a strong correlation between the size of green bond issuance and environmental performance. Due to limited access to source data, the analysis of green sources of financing was restricted only to the size of green bond issuance, excluding other funding sources. Identifying the regions with high environmental performance and high value of green bond issuance will allow for an effective support plan for pro-ecological actions by using soft and complex tools of green policy, bearing in mind existing limitations, too. This approach determines groups of countries that share similar features, i.e., the ones that take advantage of green projects financed by the issuance of green bonds and simultaneously have a high environmental performance index.

Celem badania jest wskazanie regionów, gdzie efektywność środowiskowa jest wysoka poprzez przyczynowo-skutkowe podejście do oceny wielkości emisji zielonych obligacji w krajach europejskich. Do realizacji celu badania wykorzystano analizę treści i opisowe metody statystyczne. Przedmiotem badań była wielkość emisji zielonych obligacji rozumiana jako jedna z sił napędowych zielonej gospodarki w krajach europejskich. Rezultaty badania wykazują silną zależność pomiędzy wielkością emisji zielonych obligacji a efektywnością środowiskową. Ze względu na ograniczony dostęp do danych źródłowych, analiza zielonych źródeł finansowania została zawężona tylko do wielkości emisji zielonych obligacji z pominięciem innych źródeł finansowania. Identyfikacja regionów o wysokiej efektywności środowiskowej i wysokiej wartości emisji zielonych obligacji pozwoli na skuteczne planowanie wspierania działań proekologicznych, poprzez wykorzystanie miękkich i twardych narzędzi polityki środowiskowej, mając na uwadze także istniejące ograniczenia. Podejście takie wskazuje grupy krajów o zbliżonych cechach, korzystających z zielonych projektów finansowanych przez emisję zielonych obligacji i jednocześnie mających wysoki wskaźnik efektywności środowiskowej.

Purpose: light of the research results presented in this article, the research results respond to the need to create the best conditions for the development of green economy in the Pszczyna poviat in the new perspectives of economic transformation based on one's own potential. Design/methodology: the research results presented in the article were obtained on the basis of a random-quota sample of 100 small, medium, large and large enterprises running his business activity in the area of the Pszczyna poviat. The respondents to the research were only people who own the enterprise or are responsible for its key directions of development. Findings: in the perspective of the conducted research, it seems that the decisive factors contributing to the vision of a green economy in the Pszczyna poviat – in a dynamically changing environment – is the strengthening of sustainable environmental development, in which the needs of the present generation can be satisfied without reducing the chances of future generations to meet them. Originality: the conclusions and recommendations of the study may be of importance to practitioners and researchers dealing with climate change mitigation, strategy implementation, public partnerships for sustainable development conducive to the well-being and quality of life of local communities.

The article is devoted to the formation of theoretical, methodological foundations and the development of conceptual approaches to the practical provision of the green economy, considered as a vector of sustainable development. The study substantiates the need to create a new global economic school. The existence of two concepts of economic development of future generations is established. The author’s vision of economic growth in the conditions of sustainable development is formed, as well as its necessity is also proved. A component model of sustainable development is proposed, which allows reflecting the essence and content of the green economy. The positive experience of green integration is summarized. The negative aspects on the way to the practical implementation of the Millennium Development Goals are identified.

Artykuł poświęcony jest kształtowaniu podstaw teoretycznych, metodologicznych oraz rozwojowi koncepcyjnych podejść do praktycznego zapewnienia zielonej gospodarki, traktowanej jako wektor zrównoważonego rozwoju. Badanie uzasadnia potrzebę stworzenia nowej globalnej szkoły ekonomicznej. Ustala się istnienie dwóch koncepcji rozwoju gospodarczego przyszłych pokoleń. Kształtuje się autorska wizja wzrostu gospodarczego w warunkach zrównoważonego rozwoju, a także udowadnia jego konieczność. Proponowany jest składowy model zrównoważonego rozwoju, który pozwala odzwierciedlić istotę i treść zielonej gospodarki. Podsumowano pozytywne doświadczenia zielonej integracji. Zidentyfikowano negatywne aspekty na drodze do praktycznej realizacji Milenijnych Celów Rozwoju.

Content available remote Economic development model and effective path of green industry

Major crises such as greenhouse effect and resource depletion remind people that environmental protection is imminent. However, the economic growth is always accompanied by the destruction of the environment, so the development of green industry economy is very necessary for the balance between the two. However, many of today’s green industry economic development is still in the theoretical stage, and there are no substantive measures. Therefore, this paper aims to build a reasonable development evaluation model for the green industry economy, and use the results of the model to explore the sustainable development of the green industry economy. In view of this, in the stage of proposing the model, this paper refers to a large number of literature and field investigation, and selects 30 suitable evaluation indexes. The experimental results of the green industrial economy in Sichuan Province with the designed model show that the comprehensive evaluation index of green economic development has increased steadily. It reached 0.8255 in 2016, which is in line with the actual situation. This shows that the model in this paper has a good fitting effect, and can provide guidance for the economic development model and effective path of green industry.

This article is aimed at the scientific and methodological substantiation of conceptual provisions for the transformation of the national energy system of Ukraine through the formation of eco- -energy clusters. The article analyses international reports on the development of green energy in different countries. An analysis of the dynamics of energy consumption in Ukraine on the basis of renewable sources for 2007–2019 is performed. An algorithm for making a management decision on the transition to renewable energy sources is proposed. In order to transform the national energy system, a conceptual approach to the formation of an eco-energy cluster as an element of innovation infrastructure based on smart specialization is substantiated. It is proven that this structure should be in the form of the partnership of energy companies, business structures, research institutions, higher education institutions, institutions of logistics, energy and innovation infrastructure, and government agencies. This, in turn, will provide a synergistic effect (economic, environmental, social) by improving a number of existing legislations on alternative energy sources, which would increase the economic efficiency of their production, such as: the development of investment projects to attract additional investments in this industry; state guarantees to producers of “clean” energy for its purchase at fixed tariffs; ensuring the level of energy security of Ukraine through the modernization of the network of existing power plants to increase the level of their reliability and uninterrupted operation; the reduction of greenhouse gas emissions from the combustion of traditional fuels.

Celem artykułu jest naukowe i metodologiczne uzasadnienie koncepcji dotyczących przekształcenia krajowego systemu energetycznego Ukrainy poprzez tworzenie klastrów ekoenergetycznych. Analizie poddano międzynarodowe raporty dotyczące rozwoju zielonej energii w różnych krajach. Przeprowadzano analizę dynamiki zużycia energii na Ukrainie w oparciu o źródła odnawialne w latach 2007–2019. Zaproponowano algorytm podejmowania decyzji zarządczych dotyczących przejścia na odnawialne źródła energii. W celu przekształcenia krajowego systemu energetycznego uzasadniona jest koncepcja tworzenia klastra ekoenergetycznego jako elementu infrastruktury innowacyjnej opartej na inteligentnej specjalizacji. Wykazano, że struktura ta powinna mieć formę partnerstwa firm energetycznych, struktur biznesowych, instytucji badawczych, uczelni wyższych, instytucji infrastruktury logistycznej, energetycznej i innowacyjnej oraz agencji rządowych. To z kolei zapewni efekt synergiczny (ekonomiczny, środowiskowy, społeczny) poprzez poprawę szeregu istniejących przepisów dotyczących alternatywnych źródeł energii, co zwiększy efektywność ekonomiczną ich produkcji takich jak: rozwój projektów inwestycyjnych w celu przyciągnięcia dodatkowych inwestycje w tej branży; gwarancje państwa dla producentów „czystej” energii na jej zakup po stałych taryfach; zapewnienie poziomu bezpieczeństwa energetycznego Ukrainy poprzez modernizację sieci istniejących elektrowni w celu podniesienia poziomu ich niezawodności i nieprzerwanej pracy; ograniczenie emisji gazów cieplarnianych ze spalania paliw tradycyjnych.

The problem of sustainable development of production is directly related to the three components of the "green economy" - economic, social, and environmental. Their harmonious combination makes it possible to obtain results that improve the social relations of both producers and consumers of goods and services. The implementation of the components of the "green economy" is carried out by various projects. The projects are carried out by irregular end-to-end business processes that compete for common resources in the process of their implementation. The impact on the components of the "green economy" is realized by the proposed model and technology. For this purpose, the software tool was developed. The use of this tool by the decision-maker employee allows them to find the best solutions for process management. The solution is represented as priorities to access to shared resources by each process. This ensures their fulfillment within the deadlines established by the contracts. The level of innovations, economic indicators, production stability and competitive ability of products in a dynamically changing market is thereby improved. The results of such commercialization of scientific research have an impact on all components of the "green economy".

The article examines the significance and role of eco-management in the system of green economy as it is connected with the need to develop new scientific and methodological approaches to managerial decision-making aimed at ensuring resource-oriented production and economic activities of an organization. The purpose of the research is to develop management technologies for eco-management to build a green economy. The eco-management technologies are studied in the following areas: 1) an analysis and evaluation of statistical observations on economic development trends and identification of issues in resource conservation, 2) justification of the need for a new approach to managing organizations, namely considering an environmental component in the decision-making process, 3) the choice of resource-saving measures in terms of a limited financial budget, 4) algorithmic implementation of environmental management components as an important component of an organization's competitive strategy. The methodical approach to the choice of environmental measures and criteria of resource utilization completeness is suggested. This allows forming the information space as a basis for making management decisions in the field of ecological safety of industrial organizations. During the last decade, the main trends of economic development have confirmed the importance of resource efficiency as far as economic and environmental aspects, which has allowed to determine the impact of research results on the economy and the environment from the standpoint of sustainable development. To this end, practical recommendations for reusing industrial waste in the production activities of companies have been provided. Within the established system of principles, criteria, and factors of rational and efficient use of resources in the conditions of modern economy, the issues of identifying and revealing the features in the development of branch organizations within the mechanism of their resource efficiency have proved to be crucial and of paramount importance.

The purpose of this paper is to present green economy and bioeconomy as new concepts and economic categories related to sustainable development implementation. This paper discusses the essence and scope of green economy and bioeconomy. Based on a literature review, it presents different approaches to these concepts, their sources and the nature of their relationships with sustainable development. An attempt was made to answer the question on how much do these concepts contribute (at operational level) to sustainable development objectives. The rationale behind, and key objectives of, the development strategy for the European bioeconomy were presented. This paper is based on literature reviews and international documents published by various bodies, especially including the European Commission, UN and OECD.
