In this article, the author attempts to show the role played by effective teams in creating and expanding effectiveness of military organization. The author presents not only the changes that should be implemented in an organization in order to establish conditions conducive to the creation of organizational effectiveness, but also influence of various factors on building an effective team. The critical elements in the ability to build an effective team are organizational context, leaderships, group processes, and team culture. In a time of military personnel downsizing the necessity of building the effective teams is important in the concept of organizational effectiveness. Additionally, a military organization is largely conservative in its hierarchy and shows little inclination to change in general. However, building effective teams as an element of effectiveness, in view of the character of this organization, is neither an easy nor a short-lasting process.

Civilian aviation is a crucial resource which can be used in the defence system of the state in the time of peace, crisis and war. The resource main elements include: civilian aviation infrastructure (airports, air strips), means of air transport (aircraft), aviation institutions, organizations and companies, air traffic management system, human resources (pilots, engineers). Civil - military air traffic management system, both from material and personnel point of view, is an important and specific civilian aviation’s resource. The system plays a significant role in carrying out one of the most important Air Force tasks in peacetime, i. e. air space control. The effective management of civilian aviation defence resources requires solving several planning and organizational problems. The first one includes the identification,, typology and characteristics of civilian aviation’s defence resources. Its solution is the condition to define precisely defence tasks in which civilian aviation may be used in the time of peace, crisis and war. The next problem concerns the verification and right order of legal and economic foundations to create and maintain civilian aviation’s defence resources in the state of readiness. Solving the above mentioned problems could create the foundation to develop the management system of civilian aviation’s defence resources.

Defensive stocks are generally assumed to be a whole of defensive-economic potential components and elements that are in current disposal of the state. The size and intensity of these elements depend on the scale of threat for the state security and its social and economic development. Their qualitative and quantitative condition is a fundamental determinant of the state’s defensive capabilities. At the same time they determine the level of security. These stocks can be used not only during peaceful development but also in crisis and war. Hence so much attention is paid to the importance and range of their forming and development. The literature concerning defensive stocks theory is largely scattered and not homogenous. It can be stated that no synthesis of the researched phenomenon is available in our country. Therefore the task of the article is to familiarize the reader with the defensive stocks perception and characteristics. The article has a theoretical character. That is why the main research method is the analysis of available literature on the subject. The paper consists of five parts. In the first one the defensive stocks are identified and classified. Personnel, material, financial and information resources are characterized in the further four ones. The article content may be included into such a science as security economics.
