Zarządzanie przez jakość odnosi się do filozofii, która zawiera w sobie zasady, praktykę oraz wzór (normy), które to razem mają na celu zapewnienie kompletnej satysfakcji klienta. Centralną ideą osiągania totalnej jakości jest świadomość fundamentalnego znaczenia zaangażowania pracowników w proces ciągłego doskonalenia, kształtowania rozwiązań, których celem jest osiągnięcia stanu, gdzie każdy robi to co do niego należy, w odpowiednim czasie i za pierwszym razem.

The article attempts to implement the basic recommendations and assumptions of human resources theory onto military science subordinated to problems of contemporary armed forces’ personnel management. Taking into account an interdisciplinary character of human management theory and practice focus of attention, the presented subject matter has been analysed due to these scientific subdisciplines that can be recognised as guidelines for problems under consideration. Thus the basic areas of knowledge basing on which the description. and analysis of military personnel management have been carried out include praxiology, theory of organisation and management, selected humanities such as psychology and sociology of organisation and management. Presented cognitive-methodological assumptions determined the range and contents of considerstions discussed in the article over procedural dimension of human resources management in the military. In the introduction the idea of management in a systemic approach has been identified and explained from the point of view of a classical cycle of organised actions. Then the basic functions of military personnel management have been listed and described including personnel planning, organising working teams, motivating subordinates to take actions and also supervision and evaluation of military personnel members and their professional activity effects. It is hoped that considerations in this article that relate to the effectiveness of managerial (commanding) activities will prove the need to develop an entirely scientific thought on praxiological dimension of officers’ professional preparation to contemporary military service.

The article consists of two parts. The first one presents the idea of armed forces in peacetime and factors conditioning their preparation to mobilisation deployment in case of war. The author starts his considerations on the armed forces mobilisation system from the definition of a system and its components. A special attention has been paid to principles of the armed forces mobilisation system: the principle of centralised mobilisation activity; keeping the state of mobilisation readiness of the armed forces; the principle of a cyclic reserve soldiers training; territorial collection of human resources; the principle of confidentiality of mobilisation preparations in the armed forces. The idea of the system and legal bases of its functioning in peacetime have been discussed.

Przekształcenia jakie zachodzą w Polsce od 1989 r. oraz członkostwo w NATO wywołują konieczność przeprowadzenia zmian w wielu aspektach funkcjonowania wojska. Zabiegiem, który może pomóc w usprawnianiu funkcjonowania armii jest szersze niż dotychczas praktyczne zastosowanie wiedzy z zakresu zarządzania. Zarządzanie nie ma jednak zastąpić dowodzenia lecz wzmocnić go nowoczesnymi rozwiązaniami. Włączenie zarządzania do rutyny życia wojskowego może być utrudnione, gdyż niektórzy dowódcy w dość stereotypowy sposób postrzegają armię. Faktem jest jednak, że znaczna część oficerów wypełnia, bądź wypełniać powinna zadania, które w literaturze przedmiotu określane są funkcjami zarządzania. Z tego też względu oficerów tych można określić mianem menedżerów.

Reformations which take place in Poland since 1989 and NATO membership results the need to make changes in many aspects of the army functioning. The broader than up to date application of management knowledge can help the army functioning. Management should not tend to eliminate the command but should enforce it using the modern solutions.
