The study concerns a natural cluster that arises as a consequence of the development of Euroregion. Each Euroregion has a "form" of a cluster "inscribed" into the philosophy of its functioning, which in turn creates a new management structure for the area covered by Euroregion. To document the above statement, the study attempted to compare the characteristics of Euroregion and a cluster, to describe mutual dependencies and convergences between them, which was included, among others, in the form of synthetic tables (Tables 4 and 5). Euroregion itself is a cluster, and it manages its subordinate area through Euroregional institutions. The term "natural" stems from the fact that Euroregion as a region bears the signs of naturalness, as it is created from the bottom up due to natural causes and motives, which through formalisation take on a specific shape of the structure with its institutions. Euroregion itself (a natural cluster), in addition to its management capabilities over the region, is also managed by the institutions representing it (described here is the Association of European Border Regions - AEBR). As a result, Euroregion as a natural cluster manages on its own and is subject to being managed.

W artykule starano się wskazać miejsce logistyki w krajowych i regionalnych inteligentnych specjalizacjach.

This article presents reflections on the issue of smart specialization. The concept of smart specialization plays a key role in the new EU financial perspective (2014-2020) but it is also a development strategy, which ensure the growth of innovation. The article attempts to indicate the place of logistic in national and regional smart specialization.

Autorzy opisują zagadnienie zarządzania regionem jako autonomiczną jednostką, podmiotem gry rynkowej. Zarządzanie kapitałem intelektualnym na poziomie regionalnym, rozumiane w pryzmacie procesów uczenia się, stanowi osnowę merytoryczną artykułu. Autorzy eksponują szczególne znaczenie kapitału społecznego dla stymulowania procesów kapitalizowania zasobów intelektualnych regionu. Prezentują oni uwarunkowania polityki regionalnej w kontekście teorii sieciowej, eksponując budowanie instytucji regionalnej na bazie relacji pomiędzyorganizacyjnych. W artykule został zaprezentowany model badawczy, będący konceptualizacją zagadnienia procesowego podejścia do kapitału intelektualnego na poziomie regionalnym.

Authors describe region as an autonomous economic entity and methods of its management. The issue of regional intellectual capital management in the prism of learning processes is addressed. Social capital is considered as very important issue from the perspective of capitalization of regional intellectual resources. Authors present the regional policy specificity in the context of network theory, which exposes the process of building of regional institution on the base of inter-organizational relations. The process model of regional intellectual capital development is presented.

The article presents a fragment of literature research connected with an attempt at defining developmental potential of local government unit. The analysed topic was decided to describe touching up the issue of developmental potential through its way of defining, describing and understanding. The concept has got a fundamental meaning in the creation process of the local and regional development strategy and also in the management quality analysis of local government.
