Since the early days, cadastral data represent the geographic extent of the past, current, and future rights and interests in real property. Thus, these data are extremely important for the proper development of statehood and society. The article analyses the process of formation of the real estate cadastre in two countries - Poland and Ukraine - from the time of its establishment to the present. Both countries were in the past (and Ukraine still is) victims of various historical events that deprived them of statehood, stability and opportunities for development; therefore, it affected the development of the cadastre and its accessibility to all stakeholders. The authors attempt to answer the question of if and how geographic location and historical conditions can affect the quality and availability of open cadastral data (OCD). After all, our perception of reality is a direct result of processes originating in history. This paper contains comparisons between a post-Soviet (Ukraine) and a post-communist country (Poland) and their path from early cadastral maps to OCD.

The applicability of integratedUnmannedAerialVehicle (UAV)-photogrammetry and automatic feature extraction for cadastral or property mapping was investigated in this research paper. Multi-resolution segmentation (MRS) algorithm was implemented on UAVgenerated orthomosaic for mapping and the findings were compared with the result obtained from conventional ground survey technique using Hi-Target Differential Global Positioning System (DGPS) receivers. The overlapping image pairs acquired with the aid of a DJI Mavic air quadcopter were processed into an orthomosaic using Agisoft metashape software while MRS algorithm was implemented for the automatic extraction of visible land boundaries and building footprints at different Scale Parameter (SPs) in eCognition developer software. The obtained result shows that the performance of MRS improves with an increase in SP, with optimal results obtained when the SP was set at 1000 (with completeness, correctness, and overall accuracy of 92%, 95%, and 88%, respectively) for the extraction of the building footprints. Apart from the conducted cost and time analysis which shows that the integrated approach is 2.5 times faster and 9 times cheaper than the conventional DGPS approach, the automatically extracted boundaries and area of land parcels were also compared with the survey plans produced using the ground survey approach (DGPS) and the result shows that about 99% of the automatically extracted spatial information of the properties fall within the range of acceptable accuracy. The obtained results proved that the integration of UAVphotogrammetry and automatic feature extraction is applicable in cadastral mapping and that it offers significant advantages in terms of project time and cost.

Unfavorable spatial structure of arable land located in Małopolska is a major obstacle in conducting agricultural activity. Arable lands located in the southern part of Małopolska are fragmented, have small area, and irregular shapes. Agricultural activity on land with an unfavorable spatial structure is associated with an increase in production costs, which directly results in lower income of farms. One of the methods of improving spatial conditions is to implement land consolidation works. They allow to organize the spatial structure, increase the area of agriculturally used parcels, while reducing their number. The article presents a new approach in determining the parameters of land fragmentation. GIS tools were used to identify areas with unfavorable spatial parameters. The methodology which allows for the processing, filtration of source data, determination and visualization of land fragmentation parameters is discussed. As part of the research, the Binning method was used, which allows to visualize the phenomenon and simultaneously reduce the data used. In the work, a detailed assessment of land fragmentation parameters was made, which can be used in agricultural land management works. Analyzes have shown that the southern areas of the Nowy Targ County are characterized by intensive fragmentation of arable land. There are also unfavorable parameters related to the elongation and shape of parcels in the discussed areas.
