Nowe wymagania stawiane przez klientów producentom wymagają wprowadzenia nowych metod zarządzania opartych na dokładnej analizie rynku i decentralizacji. Przedstawiono sprzeczności, które występują pomiędzy biurokratycznie zarządzanym państwem a elastycznie zarządzanymi firmami produkującymi różnego rodzaju wyroby.

New requirements put by customers to manufacturers require new managerial methods. They should be based on detailed market analysis and on decentralization of decisions. The contradictions appearing between a bureaucratic managed state and flexible managed companies, are the cause of many problems in internal and external markets. The TQM approach, functioning even very effectively in some firms, lose its competitiveness in touch with state offices and institutions, specially in considerations of export-import relations. The cost of such performaces and situations is very high. The more effective examples, coming from foreign countries, based on other way of thinking, are here presented very clearly. But the incompetence related to this situation is growing, caused very often through elections during political changes and old tradition existing from former governmental system. The openess of economy to foreign competition, forces to internal improvement in management style of companies, but has not enough the positive influence on the "office labours" in state institutions. This is real threat for the further progress.
