Purpose: The purpose of the article is to make a detailed characterization of the cybernetic system of man-machine-environment in the context of maintaining occupational health and safety. Design/methodology/approach: Data for the study was collected using participant observation. Subsequently, any information obtained is presented in this paper as a case study. Findings: The results of the study indicate that occupational health and safety management in the era of building society 5.0 is highly dependent on the proper cooperation of man and machine in a turbulent work environment. Research limitations/implications: The survey is limited to employees of one manufacturing company. Therefore, it would be extremely valuable to observe whether work safety in other companies also depends primarily on the proper preparation of workers to work with machinery. Practical implications: The study provides guidance for human resource management to implement effective practices to enhance employee safety in the era of building society 5.0. Social implications: This study offers support to the employees of a manufacturing company, providing insight into how the work environment can be improved, thereby increasing health and safety. Originality/value: This is a study that aims to provide insight into how, in the era of building a 5.0 society, it is important to take care to prepare the employee to be a designer of a safe work environment in which people and machines work together to achieve the best work result.

Purpose of this paper is to propose modernisation activities, including the improvement of machines and devices that will increase work safety during the epidemic state for the workplace of an injection moulding machine operator in a selected manufacturing company. Design/methodology/approach In the work brief analyses of a production line and a workplace of an injection moulding machine operator were carried out. Then the threats that occur at the analysed workplace were identified. The risk assessment was done using three methods: matrix according to the PN-N-18002:2011 standard, Risk Score and PHA. Findings The results of the occupational risk assessment obtained by the three assessment methods were similar and gave similar results. The greatest and unacceptable risk has occurred for the threat of SARS-CoV-2 virus infection. Therefore, the following modernisation solutions were proposed: the introduction of mandatory epidemiological questionnaires, online training for company employees, the use of a three-axis robot, replacement of traditional disinfection dispensers with automatic ones. Practical implications The results of re-assessing the occupational risk after introducing the proposed improvements showed that the occupational risk was significantly reduced – mainly to the low or very low levels. Originality/value The proposed modernisation solutions at the workplace of an injection moulding machine operator can be used for each workplace and each epidemiological state.

Purpose: To develop a system of automated protection of employees from Covid-19 and other infections, it is implemented through minimizing the risks of contracting the SARS-CoV-2 virus and other respiratory viral infections within the enterprise. Design/methodology/approach: Analysis of legal normative documents and scientific and technical literature – to update the scientific problem and formulate the research tasks; methods of system analysis - to build the overall structure of the system and to establish relationships between its elements; simulation methods - to develop the algorithms of functioning and interaction of sensors and actuators of the corresponding subsystems; methods of decision theory and data mining - to develop the training programs and testing the knowledge of employees on epidemic safety. Findings: The system of automated protection of employees from Covid-19 and other infections was developed, which, due to the connection of functionally independent elements according to a certain scheme, allows minimizing the risk of contracting the SARS-CoV-2 virus and other respiratory viral infections of employees at the enterprise and increasing their protection from the occurrence of the corresponding infections by implementing a complex of anti-epidemic measures within the system and providing and constant support of the quarantine regime at the enterprise in accordance with WHO recommendations. The developed system was implemented and pilot tested at the industrial enterprise "Odessa Experimental Plant" (Odessa, Ukraine). Based on the results of the development of the system, an application was filed for obtaining a patent for invention No. a 202105894 dated 20.10.2021. Research limitations/implications: The number of system elements can change (increase/decrease) depending on the number of workplaces, as well as areas requiring control. Practical implications: The implementation of the proposed system allows increasing the level of economic sustainability of the enterprise in a complex epidemiological situation of the state or world level by minimizing the risks of enterprise shutdown as a result of the need to limit social and labour connections between employees due to implementation a full range of antiepidemic measures (in accordance with WHO recommendations) at the enterprise and constant compliance with the established quarantine regime by the employees at enterprise. Originality/value: For the first time, the system of automated protection of employees from Covid-19 and other infections was developed and proposed for use at enterprises, institutions and organizations, which, unlike others, allows the implementation of a full range of appropriate anti-epidemic measures at the enterprise (according to WHO recommendations) and ensure compliance with the established quarantine regime by the employees, due to the constant management of the sanitary-epidemic control modes of admission to the enterprise, disinfection of surfaces, ventilation and air decontamination of industrial premises etc.

The COVID-19 pandemic has had a significant impact on personal and professional lives of people around the whole world. Numerous enterprises were forced to limit their activities. However, the employees of certain industries, performing work necessary for the normal functioning of the society, have been constantly exposed to epidemiological threats. The construction industry is an example of this. The ongoing threat of the pandemic could have had a significant impact on the workers’ behaviour and perceptions of safety. The work safety culture could have undergone such a change. The main purpose of the article was to determine whether the pandemic influenced the work safety culture in the construction industry. The methodological tool applied was a questionnaire addressed to people who directly supervised work on construction sites. The survey was conducted among 49 Polish enterprises operating in the Silesian Province. The results of the research indicate that the COVID-19 pandemic has caused changes in the work safety culture, most of which were positive. An analysis of the litera-ture on the impact of the COVID-19 pandemic on the safety of workers indicates that publications in this area are primarily aimed at representatives of healthcare, while there are few publications on changes in the area of health and safety in the construction industry. This paper is an attempt to fill this research gap.

Purpose: Develop a system of automated occupational health and safety management to improve the procedure for minimizing occupational risks and ensure comprehensive protection of employees from the impacts of negative factors of the systems "man - machine - environment". Design/methodology/approach: The following set of scientific methods was used in the study: analysis of normative-legal documents and scientific-technical literature in the field of building and functioning of occupational safety and health management systems, methods of system analysis, simulation methods, namely discrete-event simulation (DES) of random and dynamic processes, methods of decision theory and data mining. Findings: Based on the results of the research, a system of automated occupational health and safety management, which due to the connection the functionally independent elements (according to a certain scheme) allows to provide comprehensive protection of employees from the impacts of negative factors of the system "man - machine - environment" and reduce occupational injuries and diseases, was developed. This is done by constant monitoring and promt correcting of parameters of impact on the employee of the specified factors. The developed system was implemented in the occupational health and safety management system of the industrial enterprise "Stalkanat-Silur" (Odessa, Ukraine), resulting in reducing the number of accidents, in particular, in dangerous areas of production by 33.3%, increasing the economic efficiency of the enterprise through increasing the level of productivity by 5% and reducing in the number of social insurance payments by 11%. Research limitations/implications: The developed system can be implemented both within separate industrial premises and in the enterprise as a whole, but the number of its elements could be changed (increase / decrease) depending on the number of jobs and dangerous areas that need control. Practical implications: The implementation of the proposed system allows to increase the level of economic efficiency of the enterprise by increasing the level of labor productivity due to reducing the negative impact on the employee of harmful factors and compliance with rational mode of work and rest in each workplace, as well as by reducing the number of social insurance payments due to reducing the occupational injuries and diseases. Originality/value: For the first time the system of automated occupational health and safety, which, in contrast to existing automated occupational risk minimization systems and traditional occupational health and safety management systems, provides comprehensive protection of employees from the the impacts negative factors of the system "man - machine - environment", by constant monitoring the parameters of such impact and their prompt correction in case of deviation of the specified parameters from the set criteria, was developed and proposed for use at enterprises, institutions and organizations.

Purpose: The purpose of this publication is to investigate the linear correlation relationship between the deployment of five certified management systems (ISO 9001:2015; ISO 14001:2015; ISO 27001:2013 and ISO 45001:2018) in organizations operating within the European Union. Design/methodology/approach: Critical literature analysis. Analysis of secondary sources - data about number of certifications (ISO 9001; ISO 14001, ISO 45001, ISO 22000, ISO 27001) in EU countries in 2018. Findings: The publication focuses on the analysis of quantitative relations between the industry standards that make up the integrated management system. The focus was on the three most common systems: quality management system (ISO 9001:2015), environmental management system (ISO 14001:2015) and occupational health and safety management system (ISO 45001:2018). In addition, the analysis took into account two systems often occurring as a component of integrated systems: ISO 27001:2013 information security management system and ISO 22000:2018 food safety management system, which are industry standards that make up the integrated management system. Originality/value: Detailed analysis of relations between numbers of main ISO certificates in EU countries.

Purpose: The aim of the paper is to analyze relations between the implementation of industry management systems in European Union countries. Design/methodology/approach: Critical literature analysis. Analysis of statistic data about: quality management system (ISO 9001:2015), environmental management system (ISO 14001:2015) and occupational health and safety management system (ISO 45001:2018) in European Union countries. Findings: The publication focuses on the analysis of quantitative relations between the industry standards that make up the integrated management system. The analysis of data concerning the number of ISO 9001:2015, ISO 14001:2015, ISO 27001:2013, ISO 22000:2018 and ISO 45001:2018 certificates implemented in the European Union countries allows to conclude that there are correlations between the number of implemented particular standards. In particular, the presence of a standard concerning the quality management system ISO 9001 is positively correlated with all other analyzed certified management systems. The results of the analysis support the H1 hypothesis, which says: the presence of other industry management systems is positively correlated with the presence of ISO 9001:2015 quality management system in organizations. Originality/value: In the paper we found that in most European Union countries, implementation of particular standards, especially ISO 9001, ISO 14001 and ISO 45001, is strongly correlated.

Purpose: Algorithm development for a measures phased expert assessment to reduce production risk at an industrial enterprise to adapt the expert method to the conditions for specific problem solving. Design/methodology/approach: To develop an algorithm for making management decisions, a step-by-step solution process was used. If the problem is solved under conditions of complete or partial uncertainty, an expert method of estimation was applied. In the mathematical model of management decision-making used criterion approach. At the same time, the methods of Sevij, Wald, and Hurwitz are considered to determine the criterion for choosing management decisions. Findings: A phased expert assessment of measures that reduce production risk at an industrial enterprise with the introduction of weighting factors in specified criteria is proposed. The expediency of applying the method of expert assessments and the Hurwitz criterion when planning measures to reduce industrial injuries is justified, since this approach links the preventive measures in the field of labour protection with the results of risk assessment and reduces subjectivity in making management decisions. Research limitations/implications: The proposed algorithm for expert assessment of measures to reduce production risk is universal for industrial enterprises. Practical implications: An algorithm has been developed to substantiate managerial decisions to reduce the production risks of the occurrence of traumatic events when planning preventive measures, which involves applying criteria for selecting measures based on the method of expert assessments and applying the Gurwitz criterion. Originality/value: Developed a consistent model of industrial risk management, which is based on a component method of assessing the risk of traumatic events and a mathematical model of management decisions. This model differs from the existing ones, taking into account all available risk-relevant information of the enterprise, stimulates preventive activity, and allows establishing the dependence of the level of industrial risk on the validity of measures on occupational safety and reducing the influence of the subjective component of expert judgments.

Purpose: The article presents an analysis of accidents in the selected enterprise from the automotive industry. The analysis includes two workplaces: machine operator and warehouseman. Design/methodology/approach: The analysis of accidents at work in a selected production company includes the period from the beginning of 2016 to half of the 2018 year using the method based on the TOH model. This method determines three factors of accident causes: technical, organizational and human (TOH). Findings: In the paper, the workplaces analysis taking into account activities, type of work, working position and accidents at work is presented. The analysis of work accidents includes the age group, work experience etc. The TOH model determines causes related to accidental events. Research limitations/implications: The accidents at work are the result of a low or undesirable safety culture. Because of that, the safety culture should be constantly developed, maintained and continuously improved. Originality/value: Many methods and procedures can be used to investigate accidents at work. The TOH model is one of them. It determines the direct and indirect causes of accidents. Based on them, the corrective actions can be proposed and implemented.

Purpose: To develop a mathematical model for predicting the workplace environmental physical factors values. Design/methodology/approach: Experimental measurements of the harmful and dangerous physical factors values of workplace environmental were carried out using special certified equipments. For each physical factor, 200 measurements were carried out. The workplace choice is justified by the employees’ survey and specialists’ expert evaluation results. Prediction methods that can be used to predict the workplace environmental physical factors values have been analyzed analytically. Working conditions assessment was carried out in accordance with the classification of working conditions for workplace harmfulness and danger, which function in Ukraine. Findings: For a preliminary assessment of the impact of environmental physical factors on workers, it is proposed to use the strict ranking method. It has been established that the proposed mathematical models for predicting the workplace environmental physical factors values (noise, dust, vibration, relative humidity) have an accuracy of more than 90% and can be used for planning measures to working conditions improve. Research limitations/implications: The results of a study of modelling and forecasting the workplace environmental physical factors values at the enterprise for the manufacture of glass and glass products at workplaces of transportation, preparation and mixing of materials are shown. Mathematical models for four physical factors are presented: noise, dustiness of air, vibration, relative humidity. Practical implications: Mathematical models make it possible to predict the environmental physical factors values (noise, vibration, dust, humidity) taking into account the specifics of the production process, assess the hazard class and harmfulness of working conditions at workplaces and justify the measures at labour protection. Originality/value: For the first time proposed by the mathematical models for predict the environmental physical factors values (noise, vibration, dust, humidity) taking into account the specifics of the production process.

Purpose: Determination of such an interval of workplace environmental physical factors control, which would ensure high monitoring reliability and the minimum data collection and processing duration (or cost). Design/methodology/approach: To achieve the goal were applied: analysis and synthesis of known scientific results on the topic of research, statistical analysis, mathematical modelling. Statistical data for determining the interval of control was recorded at regular intervals. Findings: A methodology has been developed for determining the interval of workplace environmental physical factors values control. It is based on the identification of patterns of change in the physical factors values. The algorithm of workplace environmental physical factors values control is proposed, which helps to identify cases when the actual values of the factors exceed the limit values. The practical application of theoretical propositions showed that the correlation coefficient between the factual sample and the sample formed using the determined control interval is within 0.74…0.88, which satisfies the condition R > 0.5 as intended. Research limitations/implications: The mechanism for workplace environmental physical factors values monitoring was further developed on the basis of forecasting changes in the physical factors values and determining the duration of the excess of the factors values over the limit. In this study on stationary and conditional stationary processes was the focus. Practical implications: The use of the algorithm that is based on the methodology for determining the interval of workplace environmental physical factors values control contributes to more effective monitoring of working safety. Originality/value: For the first time justified by the choice of the control interval of workplace environmental physical factors values with acceptable accuracy of the forecast that allow to quickly establish working conditions hazard class.

W artykule dokonano analizy i oceny ryzyka zawodowego na stanowisku kierowcy cegielni polowej. W części teoretycznej podjęto próbę określenia pojęcia ryzyka zawodowego jak i wyszczególniono proces dokonywania jego oceny. Zwrócono szczególną uwagę na działania wspierające ocenę ryzyka zawodowego w aspekcie normy PN-N 18001, której celem są działania wspierające odpowiednie zarządzanie bezpieczeństwem i higieną pracy. W części praktycznej przeanalizowano i oceniono ryzyko zawodowe na stanowisku kierowcy cegielni polowej oraz zaproponowano działania przyczyniające się do zmniejszenia poziomu ryzyka zawodowego na omawianym stanowisku pracy. Analiza i sposób dokonywania oceny ryzyka zawodowego może być przydatny w każdej organizacji, która pragnie dbać o swoich pracowników, a tym samym zapewnić im bezpieczeństwo na stanowisku, na którym pracują.

The article analysis and evaluates occupational risk as a brickyard driver. In the theoretical part, an attempt was made to determine the concept of occupational risk and the process of its evaluation was specified. Particular attention was paid to activities supporting the occupational risk assessment in the aspect of PN-N 18001 standard, the objective of which is to support appropriate management of occupational health and safety. In the practical part, occupational risk was assessed and assessed as a field brickyard driver and actions were proposed to reduce the level of occupational risk at the discussed workplace. Analysis and method of occupational risk assessment may be useful in any organization that wants to take care of its employees, and thus provide them with security at the position where they work.

The experience of economically developed countries proves that the quality of actions undertaken in the realm involving the management of the occupational health and safety may substantially contribute the attainment of higher OHS standards. A significant role in the improvement of OHS management quality is played among others by audit surveys of the management system of OHS which is viewed as a form of controlling tool. One of the first solutions of that type was applied in the mining industry in Poland, and they were based on the MERIT survey (Management Evaluation Regarding Itemized Tendencies). The mathematical model applied within the scope of that survey makes it possible to determine assessment indexes (final index WZBP and partial indexes WOPi). The results obtained from the survey carried out on a group of respondents – employees of departments of mining coal – were then used for the prediction of the assessment of the quality of actions undertaken in the area of OHS management (the linear discriminant function was applied as the prediction method).

Doświadczenia krajów rozwiniętych gospodarczo są dowodem na to, iż jakość działań podejmowanych w obszarze zarządzania bezpieczeństwem i higieną pracy może stanowić ważny element w procesie podnoszenia standardów bhp. Istotną rolę w tym zakresie spełniają m. in. badania audytowe systemu zarządzania bezpieczeństwem i higieną pracy będące formą i narzędziem kontrolingu. Jednym z pierwszych rozwiązań tego typu zastosowanym w przemyśle wydobywczym w Polsce były badania oparte na ankiecie MERIT (Management Evaluation Regarding Itemized Tendencies). Zastosowany w ramach ankiety model matematyczny pozwala na wyznaczenie wskaźników ocenowych (wskaźnika końcowego WZBP i wskaźników cząstkowych WOPi). Przedstawione w artykułem wyniki badań ankietowych przeprowadzonych na grupie respondentów – pracowników oddziałów górniczych kopalni – zostały następnie wykorzystane w procesie prognozowania oceny jakości działań podejmowanych w obszarze zarządzania bezpieczeństwem i higieną pracy (jako metodę prognozowania wykorzystano liniową funkcję dyskryminacyjną).

W cementowniach należących do Grupy Ożarów S.A. od lat są wdrażane rozwiązania systemowe w obszarze zarządzania bezpieczeństwem i higieną pracy. Z uwagi na wciąż obserwowane liczne uchybienia, polegające na lekceważeniu zasad bhp, postanowiono wdrożyć kompleksowe rozwiązanie, mające na celu zwiększenie świadomości pracowników i uwrażliwienie ich na zachowania niebezpieczne własne i kolegów. Zdecydowano się na wdrożenie programu kształtowania zachowań bezpiecznych pracowników „PATRZ”, opartego na obserwacjach zachowań. Całość projektu była realizowana i koordynowana przez dział bhp Grupy Ożarów S.A. we współpracy z ekspertami z CIOP-PIB. W artykule przedstawiono proces przygotowania i wdrożenia programu w przedsiębiorstwie, a także opinię obserwatorów zachowań na jego temat.

In cement factories belonging to Grupa Ożarów system solutions in OSH management have been implemented for many years. However, due to the fact of various shortcomings related to disregard for the safety and health at work still present a decision was made to implement a comprehensive solution aimed in increasing employee awareness and sensitizing them on dangerous behavior - both their own and their colleagues Following that, the company has implemented a Behavioral-Based Safety (BBS) programme called “PATRZ”(“WATCH"). The project was realized and coordinated by OSH Department of Grupa Ożarów in collaboration with experts from CIOP-PIB. The article presents of preparation and implementation of the programme in the company, and the results of its assessment m the opinion of behavior’s observers.

W artykule przedstawiono podstawowe elementy skutecznego zarządzania wiekiem w przedsiębiorstwie, skierowanego na utrzymywanie zdolności do pracy przez cały okres aktywności zawodowej oraz ogólne zasady ich integrowania z zarządzaniem zasobami ludzkimi i bezpieczeństwem i higieną pracy. Pokazano wyniki badań przeprowadzonych metodą wywiadów kwestionariuszowych z przedstawicielami kadry kierowniczej 86 przedsiębiorstw, których celem była ocena stopnia wdrożenia tych elementów w przedsiębiorstwach.

In the article basic elements of an effective age management are presented which can be implemented in companies with the aim to maintain workability of workers during the life course. General principles of incorporating this elements into HR and OSH management in a company are described together with the results of the questionnaire survey which was carried out among managers from 86 companies with the aim to assess the level of implementation of these elements.

Introduction and aim: In the article the Authors consider the issue of creating the required safety culture at a company as one of the fundamental objectives under work safety and hygiene management. The changes in system of values and attitudes of company personnel would significantly contribute to improvement of work safety and hygiene. Material and methods: The material is selected issues from the literature. The method of theoretical analysis has been shown in the paper. Results: Providing modern and safe machines and equipment and risk-free technologies are indispensable elements of strategy aimed at reduction of industrial accidents and occupational diseases. However, if the above strategy is not supported with appropriate education on threat identification methods as well as relevant motivation to use safe working methods and encouragement to estimate results of decisions made, then the preventive effect of technology purchased would be of minor degree. Conclusion: For some last decades the consciousness of Polish employers and employees concerning work safety and hygiene has been gradually increasing. Such an approach is also the consequence of apparent interest in problems of building up safety culture.

Wstęp i cele: W artykule rozważa się kwestię tworzenia kultury bezpieczeństwa wymaganą w firmie jako jeden z podstawowych celów w ramach zarządzania bezpieczeństwem pracy i higieny. Zmiany w systemie wartości i postaw pracowników firmy znacząco przyczynić się mogą do poprawy bezpieczeństwa i higieny pracy. Materiał i metody: Materiałem są wybrane zagadnienia z literatury przedmiotu. Zastosowano metodę analizy teoretycznej. Wyniki: Dostarczanie nowoczesnych i bezpiecznych maszyn i urządzeń i wolnych od ryzyka technologii są nieodzownym elementem strategii mającej na celu zmniejszenie liczby wypadków przy pracy i chorób zawodowych. Jednakże, jeżeli powyższa strategia nie jest obsługiwana w odpowiedniej edukacji na temat metod identyfikacji zagrożeń, a także odpowiedniej motywacji do korzystania z bezpiecznych metod pracy i zachęty do oszacowania wyników podjętych decyzji, to efekt prewencyjny zakupionej technologii byłoby niewielkim stopniu. Wniosek: Dla niektórych ostatnich dekadach świadomość polskich pracodawców i pracowników w zakresie bezpieczeństwa i higieny pracy stopniowo rośnie. Takie podejście jest również konsekwencją wyraźnego zainteresowania problematyką budowania kultury bezpieczeństwa.

Content available remote Modification of selected occupational risk assessment method

Purpose: The aim of this paper is to present a modification of a popular occupational risk assessment method named Risk Score. Moreover, occupational risk assessment for the vibration damping test station at the final assembly line of shock absorbers was shown. Design/methodology/approach: The study showed the imperfection of the original Risk Score method. According to the proposed modification of the method the occupational risk assessment at the selected workstation in the production plant was carried out. Findings: The characteristics of the original Risk Score method was presented. The changes in the underlying method were introduced. Next the original Risk Score method with its modification have been compared. Research limitations/implications: In the article the individual steps taking into account the improvements of the original Risk Score method were discussed. The popular Risk Score method compared with its modification on the example of shortened card of the occupational risk assessment at the position. Practical implications: The modified method is more accurate, reliable and effective. That can be observed in the case of risk valuation for the selected threats at the position. Originality/value: The modified Risk Score method significantly improve the whole process of assessment and can be used for the occupational risk assessment at each position.

Occupational health and safety management systems apply audit examinations as an integral element of these systems. The examinations are used to verify whether the undertaken actions are in compliance with the accepted regulations, whether they are implemented in a suitable way and whether they are effective. One of the earliest solutions of that type applied in the mining industry in Poland involved the application of audit research based on the MERIT survey (Management Evaluation Regarding Itemized Tendencies). A mathematical model applied in the survey facilitates the determination of assessment indexes WOPi for each of the assessed problem areas, which, among other things, can be used to set up problem area rankings and to determine an aggregate (synthetic) assessment. In the paper presented here, the assessment indexes WOPi were used to calculate a development measure, and the calculation process itself was supplemented with sensitivity analysis.

Audyt systemu zarządzania bezpieczeństwem i higieną pracy będący formą i narzędziem kontrolingu postrzegany jest jako badanie mające na celu określenie, czy działania podejmowane oraz osiągnięte rezultaty odpowiadają planowanym ustaleniom, czy ustalenia te zostały wdrożone i czy są one odpowiednie do przyjętej polityki w obszarze bhp. W artykule omówione zostały wyniki badań audytowych SZBHP przeprowadzonych w latach 2006÷2011 na grupie respondentów – pracowników oddziału przewozowego GPD KWK „X”. Jako metoda badawcza posłużyła ankieta MERIT.

Inspection of the health and safety management system which is a form and a tool of controlling is perceived as a study to determine whether the actions and results achieved correspond to the planned arrangements, whether these arrangements are implemented and are appropriate to its policy in the area of OSH. In the article, the results of the audit-testing conducted in SZBHP in years 2006 - 2011 in a group of respondents - employees of division of transport GPD in coal mine "X" were disscussed. W ramach współpracy między Centralnym Instytutem Ochrony Pracy – Państwowym Instytutem Badawczym oraz Państwową Inspekcją Pracy w latach 2009-2010 przeprowadzonych zostało 237 kontroli zakładów niesevesowskich. Ich wyniki pozwoliły na ocenę stanu zarządzania bezpieczeństwem w tych przedsiębiorstwach w kontekście przeciwdziałania poważnym awariom przemysłowym. Tylko w 20% skontrolowanych zakładów wdrożono systemy zarządzania bezpieczeństwem pracy lub stosowano ich zasadnicze elementy, które w zadowalającym stopniu uwzględniały problematykę zapobiegania awariom przemysłowym i ograniczania ich skutków. Uchybienia w zakresie zapobiegania awariom przemysłowym oraz określenia w planach sposobów ograniczania ich skutków występowały w 82% firm. Dotyczyły one głównie braku kompleksowości planowanych działań i ich aktualności, a także zbyt ogólnego formułowania zasad postępowania w tym zakresie.

Within the framework of collaboration between the Central Institute for Labour Protection – National Research Institute and the National Labour Inspectorate (PIP), 237 inspections were carried out in non-Seveso establishments in 2009 and 2010. On the basis of their results, the state of safety management in the context of major accident control was assessed. Only 20% of the supervised establishments had safety management systems, or their main elements related to preventing major accidents and mitigating their effects. There were transgressions in major accident prevention rules and no emergency procedures in 82% of all supervised establishments. They mainly consisted in no complex planned activities, out-of-date emergency plans and no detailed major accident control procedures.
