Niniejszy artykuł przybliża problematykę dotyczącą zmian na gruncie kompetencji podmiotów publicznych, jakie muszą zostać wprowadzone do krajowego porządku prawnego z uwagi na konieczność implementacji Dyrektywy Parlamentu Europejskiego i Rady z 3 kwietnia 2014 r. w sprawie okresowych badań zdatności do ruchu drogowego pojazdów silnikowych i ich przyczep oraz uchylających dyrektywę 2009/40/WE. Autorki wyjaśniają czym w ogólności są kompetencje podmiotów publicznych, istotę inkorporowania aktu prawnego rangi europejskiej, a następnie omawiają zmiany, do których wdrożenia zobowiązany jest polski prawodawca w odniesieniu do podmiotów publicznych.

The article introduces the issue of modifications on the ground of the public subjects' competences, which have to be inserted into national legal order, due to the necessity of implementation the European Parliament and Council's Directive on periodic roadworthiness testes for motor vehicles and their trailers, and repealing Directive 2009/40/EC. The authors clarify what in general are the competences of the public subjects, the essence of the incorporation of European legal acts, and thereafter discuss the changes, which the polish legislator is committed to deploy with reference to the public subjects.

This part deals with determinants of the armed forces mobilisation system in a methodological approach. It begins with a precise definition of the mobilisation task and its environment. Next the armed forces mobilisation system and its four components (coherence, flexibility, reliability, absorptiveness) are described. The structure of mobilisation system has been broadly presented. The right functioning of the armed forces mobilisation system will depend on material support. This issue has been only touched on in connection to national economy possibilities. The article concludes with the discussion on two basic ways of the armed forces mobilisation deployment-gradual and alarm (emergence) ones depending on the scale of political-military conflict growth.

Opisano system GSM, jego cechy, usługi, a także architekturę. Przedstawiono opis transkodera STF 2000 opracowanego przez firmę Lucent Technologies. Transkoder STF 2000 koduje i dekoduje sygnały, a także dostosowuje przepływności binarne. Jego modułowa struktura pozwala na stopniową rozbudowę i dopasowanie do zmieniających się wymagań. Transkoder ten może przetwarzać sygnał mowy kodowany z tzw. pełną przepływnością binarną oraz kodowany połówkowo.

This paper describes the GSM cellular system, its features and services, and its system architecture. It also details the speech transcooding frame STF 2000, one component of Lucent Technologies GSM system. The STF 2000, which provides speech encoding and decoding and data rate adaptation, is cost effective, with a flexible, modular architecture. It has the capability for "half-rate" speech coding.
