Systems-based assessment of losses in fishery production

The present article undertakes a trial of assessing the losses suffered by a fishery establishment in connection with the fact that it realizes its production on a terrain where water birds are present, these birds being protected by the law. Research has been carried on by three methods: 1) in a systemic approach with calculating the profitableness of the property being at the disposal of the economic subject (with balance and real characteristics) in comparison with the CPI index , the mean profitableness of fishery farms, among them of collective property establishments; 2) by calculating losses in potential production of finished goods of fishes; 3) by performing a comparative analysis of the results of own research work and data from reference literature. Eliminating losses caused by rapacious and fodder-feeding birds and passing to intensive production methods would permit to increase the production of fishes by about 46 kg-ha-1. That could make it possible to increase the value of the production by about 331 PLNha-1. In the systemic approach the admissible lowest level of profitableness being a just profitableness for the subject being investigated was about 1/3 higher than the being obtained level. However, in the systems-based assessment of the economic situation, after having taken into account the losses caused by the birds, the economic subject (farm) could not, in any of the variants of size of losses, achieve a positive profitableness of the property. On the background of collective-property enterprises, the losses of the economic subject being investigated were five times more important with regard to bookkeeping assets and a half lower with regard to the real value of the being managed material resources.
