Tworzenie warunków do stałego wzrostu poziomu bezpieczeństwa społecznego umożliwiającego zaspokajanie indywidualnych potrzeb, ochronę zdrowia, czy zapewnienie warunków do pracy i realizacji celów życiowych, nabiera współcześnie szczególnego znaczenia. Dysproporcje ekonomiczne, postępująca przestępczość, liczne patologie i zagrożenia życia społecznego, a w szczególności degradacja tradycyjnych wartości cywilizacji zachodu to tylko niektóre z przejawów głębokiego moralnego kryzysu dzisiejszych czasów. Na ich tle, rodzina wyrasta do roli gwaranta społecznego uporządkowania i bezpieczeństwa. Celem artykułu jest przedstawienie środowiska rodzinnego jako kluczowego elementu kształtowania postaw wobec współczesnych zagrożeń społecznych oraz próba wskazania sposobów na podniesienie stanu świadomości istniejących zagrożeń w jej obrębie. Złożoność transformacji rodziny w cywilizacji zachodniej, powoduje refleksje nad środowiskiem rodzinnym jako miejscem tworzenia wzorców zachowań determinujących postawy wobec współczesnych zagrożeń społecznych.

Creating conditions for the constant growth of the societies’ safety level that answer individual needs, provide healthcare or create favorable working conditions, as well as help to approach life targets, gain significant meaning in the modern world. Economic disproportion, rising crime, numerous social pathology cases, endangered social life, and deprivation of traditional principles among the Western civilization countries, those are just the most vivid examples of a deep moral crisis in current realm. In such background it is the family which arises to the role of the social safety and order supporter. The aim of the article is both, to present a family environment as a key element that shapes attitudes when confronting modern social threats, and it is also an attempt to indicate ways to increase the awareness level on existing dangers in its matter. After introducing families complexity within the western civilization an attempt will be taken to analyze a family as the basic environment of constructing behavioristic patterns determining attitudes towards current social threats.

Przedmiotem rozważań autorki jest bezpieczeństwo socjalne jako fragment bezpieczeństwa narodowego oraz ocena jego wybranych obszarów w Polsce z perspektywy dekady 2008-2018. Problemy bezpieczeństwa socjalnego dominowały w dyskursie politycznym ostatnich lat. Wyniki badań świadczą, że bezpieczeństwo socjalne Polaków się zwiększa. Czy to oznacza, że polityka społeczna zmierza w dobrym kierunku, tj. zaspokaja potrzeby różnych zbiorowości? Czy sprosta nowym wyzwaniom oraz zagrożeniom bezpieczeństwa? Obecne zagrożenia demograficzne, migracje, nierówności społeczne, kryzys państwa opiekuńczego stanowią nowe wyzwania i potencjalne przesłanki naruszenia ładu społecznego. Bezpieczeństwo społeczne, w tym bezpieczeństwo socjalne, powinno być dzisiaj, bardziej niż kiedykolwiek wcześniej, przedmiotem społecznej debaty i szukania nowych rozwiązań, innych niż dotychczasowe, pokładane w idei welfare state.

The subject of the discussion contained in the article is social security as a fragment of national security and the assessment of its selected areas in the perspective of the decade 2008-2018 in Poland. In recent years, the problems of social security have dominated the political discourse. The results of the research show that the level of social security of Poles is increasing. Does this mean that social policy is heading in the right direction, i.e. it responds to the needs of different communities and will it meet new challenges and security threats? The demographic threats, migrations, social inequalities and the welfare state crisis present today are new challenges and potential reasons for the violation of the social order. Social security, including social security, today more than ever, should be the subject of social debate and seeking new solutions, other than those existing in the welfare state.

Bezpieczeństwo społeczne jest względnie nowym obszarem badawczym w naukach o bezpieczeństwie. Wynika to ze zmian politycznych i końca „zimnej wojny”. Wraz z rozpadem układu dwubiegunowego pojawiły się alternatywne, w stosunku do szkoły realistycznej w teorii stosunków międzynarodowych, koncepcje bezpieczeństwa, które uwzględniały wiele innych, pozamilitarnych, czynników. „Odchodzono od tradycyjnego, państwowo-centrycznego podejścia do bezpieczeństwa narodowego, zakładającego prymat państwa narodowego jako jedynie słusznego paradygmatu bezpieczeństwa” [Marczuk 2012, s. 27]. Istotną rolę w rozwoju alternatywnych koncepcji bezpieczeństwa, w tym bezpieczeństwa społecznego odegrała szkoła kopenhaska z Buzanem [Buzan et al. 1998]. Ważnym głosem w formułowaniu koncepcji bezpieczeństwa społecznego była praca Becka [2002]. W Polsce w badaniach nad bezpieczeństwem społecznym na uwagę zasługują publikacje Skrabacz, która definiuje bezpieczeństwo społeczne jako „ochronę egzystencjalnych podstaw życia ludzi, zapewnienie możliwości zaspokojenia indywidualnych potrzeb (materialnych i duchowych) oraz realizacją aspiracji życiowych przez tworzenie warunków do pracy i nauki, ochronę zdrowia oraz gwarancje emerytalne” [Skrabacz 2012, s. 53].

The article presents the issue of identification of social threats which constitute the hindrance for balanced socioeconomic development. The attention has been drawn to strengthening the role of governments in solving social problems on a local level in conditions of progressive processes of economic globalization and its social results.

Celem artykułu jest przedstawienie istoty, źródeł i rodzajów zagrożeń ze szczególną charakterystyką zagrożeń społecznych i cywilizacyjnych. Praktycznie każdy sektor ludzkiej egzystencji niesie ze sobą zagrożenia dla szeroko rozumianego bezpieczeństwa. W każdym z nich określa się zagrożenia (wyzwania), które mogą być potencjalną groźbą zakłócenia rozwoju społecznego i reżimu gospodarczego. Do głównych zagrożeń społecznych należą: wykluczenie społeczne, bezdomność, bezrobocie, brak tolerancji, patologie społeczne. Oprócz zagrożeń społecznych dość często jako poważne naruszenie bezpieczeństwa człowieka wymienia się zagrożenia cywilizacyjne (m.in. terroryzm, zagrożenia zdrowotne i środowiska naturalnego człowieka, handel ludźmi, przestępczość itp.).

The purpose of this article is a description of various essential forms of threats, with special focus on social and civilizational threats in society. It seems that almost every sector of the human existence may carry some form of threats for the widely understood human security. Each sector has its own type of threats (challenges) which can be a potential disturbance to social development and economic regime in general. Social exclusions, homelessness, unemployment, the lack of the tolerance, social pathologies are the main dangers. There are also serious breaches for human security that grow out of civilizational changes, such as terrorism, health threats and changes in natural human environments, people trade people, the crime, and others. These and other issues are described by the author.

In the contemporary world apart from traditional threats for security such as political, military, natural threats, there appear a number of other „unconventional” threats which really pose a danger to societies but which are not thoroughly identified and defined. These threats endanger directly the nation itself, its biological and existential bases and consequently security of the country. Unemployment, poverty, homelessness, drug addiction, alcoholism, crime are currently the most common threats that in the literature are called social threats. They cause dysfunction of whole social groups that start to exist on a social life margin unable to fulfill obligations resulting from Polish citizenship and basic parental and educational duties towards their children and in this way spreading the pathological phenomena on younger generations. Therefore it is the duty of governmental and non-governmental bodies to undertake actions in order to prevent and counteract social threats. These actions cannot finish on only material support for people in danger but there should be developed a long-term programme to counteract these problems. As in the European Union countries non-governmental organisations should be maximally included in these actions because they are a very sensitive measurement instrument of social needs. The aim of this article is to define the security of the society, identification of social threats and making people aware of the problems while building national security of the Polish Republic.
