Celem artykułu jest analiza wybranych przykładów partnerstwa publiczno-prywatnego na drogach krajowych w Polsce. W artykule, którego kontynuacja planowana jest w kolejnym numerze kwartalnika, została zastosowana metoda desk research, obejmująca analizę danych zastanych, pochodzących ze źródeł publicznych (literatura branżowa oraz internet-web research). Artykuł ten stanowi pierwszą część cyklu publikacji na temat partnerstwa publiczno-prywatnego w sektorze drogowym. W artykule podjęto próbę przeglądu wybranych teoretycznych zagadnień odnoszących się do partnerstwa publiczno-prywatnego. Przywołano podstawowe definicje PPP, opisano istotę tego mechanizmu oraz poddano analizie wybrany model PPP – hybrydowy. Analiza wybranych empirycznych przykładów PPP zostanie przedstawiona w kolejnym artykule.

The aim of the article is to analyze selected examples of public-private partnership on national roads in Poland. In the article, which is planned to be continued in the next article, the desk research method was used, which included analysis of existing data from public sources (industry literature and internet-web research). Own (primary) research was also used, which was obtained using a questionnaire survey addressed to the Ministry of Infrastructure. In the first part of the series of articles in the abovementioned the subject was attempted to review the theoretical selected issues related to public-private partnership. Selected basic PPP definitions were recalled, the essence of this mechanism was described, and the selected PPP hybrid model was analyzed. An analysis of selected empirical examples of PPP will be presented in the next article.

Interdisciplinary approach in research on the role of local government units in environmental protection

Environmental protection was placed by the legislator as one of the public tasks performed by local government. Due to the fact that the local government performs decentralized tasks, which are mainly intended to meet the needs of local communities in a given territory, tasks related to the field of environmental protection also serve the needs of residents of communes, poviats and voivodships in terms of the use of the environment. Therefore, the type and nature of these tasks will be adapted to the role and specialization of individual local government units. Local government units perform tasks stipulated in the existing legislation. They are also obliged to use instruments related to planning and strategic documents that take account of statutory environmental protection assumptions. In order to achieve higher effectiveness in the scope of environmental protection, local government units may take actions that facilitate the use of techniques and methods for environmental management and use quality management tools.

W artykule przedstawiono powinności państwa w dziedzinie obronności. Należą one do podstawowych funkcji państwa. Zważywszy na powyższe należy wyraźnie podkreślić, że jednym z podstawowych obowiązków państwa jest zapewnienie jego obronności oraz bezpieczeństwa obywateli, czego wyrazem jest treść art. 5 Konstytucji Rzeczypospolitej Polskiej z dnia 2 kwietnia 1997 r. Następnie poddano analizie ustrój administracji publicznej przez pryzmat realizacji określonych zadań z obszaru obronności państwa. Uwzględniono jej strukturę terytorialną i podział na administrację rządową i samorządową oraz specyfikę charakteru tego zadania.

The article presents the state’s defense obligations. They belong to the basic functions of the state. Given the above, it is important to emphasize clearly that one of the basic duties of the state is to ensure its defense and the security of its citizens, as reflected in the content of art. 5 of the Constitution of the Republic of Poland of April 2, 1997. Subsequently, an analysis was made of the system of public administration through the prism of accomplishing certain tasks in the area of defense of the state. It included its territorial structure and division into government and self-government administration and the specific nature of this task.
