Artykuł dotyczy problematyki efektywności zadań realizowanych przez podsystem techniczny wojskowego systemu logistycznego. Celem publikacji jest określenie wskaźników do oceny efektywności zadań realizowanych przez podsystem techniczny wojskowego systemu logistycznego. W artykule zwrócono uwagę na współczesny wymiar zadań realizowanych przez elementy systemu logistycznego sił zbrojnych. Przedstawiono teoretyczne podstawy oraz założenia do oceny efektywności zadań w podsystemie technicznym, a także zaproponowano narzędzia do pomiaru efektywności wybranych zadań realizowanych w podsystemie technicznym.

The article concerns the problems of tasks effectiveness in the technical subsystem of the military logistic system. The purpose of the publication is to define indicators for the assessment of the effectiveness of tasks performed by the technical subsystem of the military logistic system. The article draws attention to the current dimension of tasks performed by elements of the Polish Armed Forces Logistics System. Theoretical fundamentals and assumptions for the evaluation of the efficiency of tasks in the technical subsystem were presented, as well as the tools for measuring the effectiveness of selected tasks performed in the technical subsystem were proposed.

Artykuł zawiera aspekty dotyczące wyboru strategii zarządzania eksploatacją. Został w nim przedstawiony ogólny model systemu eksploatacji w relacji Jednostka Wojskowa - Wojskowy Oddział Gospodarczy oraz organów nadzorujących system eksploatacji. Przedstawiony został również model oceny gotowości technicznej sprzętu oraz możliwości wykorzystania metod pozwalających ocenić prawdopodobieństwo całkowitego wykonania zadania przez sprzęt wojskowy. Zostały zawarte również propozycje poprawy zarządzania systemem eksploatacji oraz korzyści z zastosowania takich rozwiązań.

The article contains the utilization management strategies selection issues. The Polish Armed Forces exploitation system was depicted regarding relation between a military unit – a regional logistic unit and supervising units. Moreover, the model of evaluation of technical readiness was depicted and possibilities of using methods allowing to assess possibility of conducting successfully military order/task from the beginning to the end. Some propositions concerning improvements of the utilization management strategies and some benefits of those solutions implementation are included.

W artykule przedstawiono tendencje rozwojowe w zakresie wdrażania wybranych środków obsługowo-naprawczych do systemu logistycznego SZ RP. Opisano nowo opracowane mobilne warsztaty obsługowo-naprawcze zbudowane na kontenerach, kołowy pojazd ewakuacji, namioty techniczne oraz zestawy narzędzi i materiałów naprawczych. Omawiane tendencje rozwojowe przedstawiono na tle istniejących dotychczas rozwiązań w tym zakresie.

The paper presents developmental tendencies of selected maintenance and repairs means, which are being put into practice to logistic system of Polish Armed Forces. There are underlined newly created mobile maintenance and repair workshops built on container, wheeled recovery vehicle, technical tents as well as tool and repair kits. Discussed developmental tendencies were presented relating to so far existing solutions.

W artykule przedstawiono funkcjonowania systemu zabezpieczenia technicznego w Wojskach Lądowych Federacji Rosyjskiej. Przedstawiono umiejscowienie wojsk zabezpieczenia technicznego w strukturze wojsk lądowych, zadania zabezpieczenia technicznego oraz funkcjonowanie systemu na przykładzie operacji wojskowej w Czeczenii. Następnie przedstawiono egzemplifikację sprzętu wykorzystywanego do zadań ewakuacyjnych oraz obsługowo-naprawczych.

The paper presents the maintenance system of the army of Russian Federation. There are presented the location of maintenance troops in the Army, the main tasks of maintenance troops and the operation of system on example of the military operation in Chechnya. Additionally, the exemplification of the equipment, used for evacuation and maintenance tasks, was presented.

The purpose analysis of tactical support planning of division and brigade leads to distinguishing characteristic stages of technical team works of the Centre for Command Post Support of Brigade and Division including the technical situation evaluation of brigade/division troops, developing technical support variants of brigade/division troops. These stages enable drawing a general conclusion, presented to the head of G4, concerning the possibility of brigade/division troops’ technical support in a planned combat. Forming this conclusion is possible after taking advantage of procedures that can be best presented by actions’ algorithms of the technical team head. Contemporary conditions of technical support fighting troops (Poland’s presence in NATO, the necessity to provide troops with new equipment) create new research areas that include using (also recreating) technical materiel stores in the repair process of damaged equipment and differentiating the possibilities of fighting troops technical potential in order to present real capabilities of troops technical support task completion in contemporary and future combat.

Contemporary search to find a place for logistic management bodies in division’s staff is connected, among others, with their role in decision making process. Commanding and managing the troops in combat requires cohesion in the staffs works, G-4 team including which conditions making decisions adequate to an operational - tactical situation. The decision making process initiates establishing the location of the troops’ combat potential. Technical potential is its important component. In the article the author focuses on sources of necessary information, ways how to gain and transform it in the time of establishing the location of division and brigade forces and technical assets.
