Purpose: The occurrence of mining damage has a huge impact on the quality and safety of railway infrastructure. Damage to the railway infrastructure due to mining damage may result in the need to temporarily close the railway line, reduce capacity and thus cause disruptions in the supply of goods and services in part of the value chain requiring non-standard actions. Due to the occurrence of mining damage, there is also a need to increase funds for infrastructure maintenance. Design/methodology/approach: Railway infrastructure is a kind of critical infrastructure and its elements are subject to special protection. In order to prevent threats and minimize their effects, risk assessment should be carried out systematically and control mechanisms should be introduced in order to increase the security and quality of services provided. Findings: Analyzing the scope of activities of Jastrzębska Spółka Kolejowa sp. z o.o. numerous potential hazards have been noted. The risk may result from deterioration of the quality of railway infrastructure, railway event, incident, potentially dangerous situation, but also loss of human life. Taking into account the location of railway infrastructure in mining areas, ensuring its required quality is a huge challenge for its manager due to the intensity of mining damage. Originality/value: The article includes, among others, an analysis and risk assessment and presents control mechanisms to increase the security and quality of services provided by JSK sp. z o.o. In the article, this problem was looked at prognostically.

Safety in rail transport is a problem that many countries are struggling with. Rail transport is one of the main areas of Poland’s economic development. The authors analysed and interpreted statistical data on the condition of the railway infrastructure and rail safety, as well as identified the main causes of railway accidents. The development of rail infrastructure has a significant effect on freight and passenger transport safety. Among the most serious hazards in rail traffic are accidents and rail collisions. The most frequent rail accidents occur at level crossings, where those responsible are motor car drivers. There is a clear trend showing a decrease in the number of accidents with an increase in the percentage of well-preserved rail lines. This situation is a consequence of social awareness.

Przejazd kolejowy jest złożoną, trójwymiarową sceną ruchu, na której dochodzi do interakcji różnych strumieni pojazdów. Na tym małym obszarze przecinają się strumienie pojazdów o charakterystyce stochastycznej i regulowanej. W aspekcie bezpieczeństwa ruchu kluczowym czynnikiem jest zrozumienie procesów zachodzących w ruchu tych pojazdów, mających źródło w zachowaniach kierujących. W artykule zaprezentowano wyniki badań zachowania maszynistów EZT i kierowców autobusów w obszarze przejazdów kolejowych, z wykorzystaniem techniki eye tracking. W części pierwszej artykułu opisano przedmiotową problematykę. W części drugiej zamieszczono wybrane analizy zachowań.

The level crossing is a complex 3D scene of traffic, where various streams of vehicles interact. In this small area streams of vehicles with stochastic and regulated characteristics affect each other. From the traffic safety point of view it is crucial to understand processes occurring in the traffic, originating from the drivers behavior. The paper presents the results of research on the behavior of train drivers and of bus drivers in the area of level crossings with the use of eye tracking technology. The first part of the article describes the subject matter. The second part contains selected behavioral analyzes.

Co roku na sieci kolejowej dochodzi do wielu wypadków spowodowanych próbami samobójczymi lub przechodzeniem przez tory w miejscach niedozwolonych. Od wielu lat specjaliści w Unii Europejskiej starają się znaleźć skuteczne metody, żeby zapobiec takim zdarzeniom. W 2011 roku z inicjatywy UIC powstał projekt, do którego realizacji zgłosiło się 17 organizacji z całej Europy. Projekt miał na celu zmniejszenie liczby samobójstw i nielegalnych przejść przez tory w miejscach niedozwolonych oraz kosztownych zakłóceń w ruchu pociągów spowodowanych tymi zdarzeniami. W artykule przedstawiono wyniki badań dotyczących problemu przechodzenia przez tory w miejscach niedozwolonych. Informacje uzyskano od państw uczestniczących w realizacji projektu. Zebrane dane pozwoliły następnie na wyodrębnienie pewnych trendów w badanym problemie oraz wskazały na potrzebę stosowania różnych metod i środków zapobiegających występowaniu takich zdarzeń. Opisano motywy skłaniające ludzi do chodzenia torach. Następnie przeanalizowano metody i środki zapobiegawcze stosowane w różnych krajach i oceniono ich skuteczność. Na koniec przedstawiono konsekwencje wypadków kolejowych, spowodowanych nielegalnym przechodzeniem przez tory, stanowiących poważny problem eksploatacyjny kolei.

Every year there are many accidents caused by suicide attempting or trespassing happened on railway lines. There are many efforts made by the European Union’s professionals to find effective prevention methods of such incidents. In 2011, the UIC initiated the joint project combining 17 entities from across Europe. Achieving the reduction of suicides on railway property and trespassing through railway lines in illegal places resulting in expensive disruptions of the railway traffic was a goal / target of this project. The research results of illegal trespassing through railway lines’ problem is presented in the paper. It includes information obtained from countries participating in the project. Collected data allows us for selecting of specific trends in the problem under analysis and showing the necessity to apply several means and methods preventing occurrence of such events/incidents. The reasons inducting people to walk on rails have been described. Prevention means and methods applied in particular countries have been then analysed and their effectiveness has been assessed. The consequences of railway accidents caused by illegal trespassing railway lines, which create serious problems in railway operation have been finally presented.

Wypadki komunikacyjne sądużym zagrożeniem dla uczestników transportu, zwłaszcza jak weźmie się pod uwagę dużą liczbę ofiar śmiertelnych. W artykule zaprezentowano analizę stanu bezpieczeństwa w transporcie krajowym na styku transportu kolejowego z drogowym. Przeanalizowano dostępne raporty i sprawozdania na temat bezpieczeństwa w szczególności na przejazdach kolejowych. Zwrócono uwagę na udział zdarzeń pojazdów samochodowych na przecięciu tras drogowych z liniami kolejowymi. Przedstawiono wybrane aspekty poprawy bezpieczeństwa ruchu w transporcie lądowym.

Traffic accidents are a major threat to the participants of transport, especially as we take into account the large number of road fatalities. The paper analyzes the state of safety in the national transport at the meeting point of rail and road transport. The available reports and statements on safety, particularly at railway crossings, were analyzed. The events involving vehicles at the intersection of traffic and railway lines were alsoanalyzed. Moreover, selected aspects of traffic safety improvement in land transport were presented.

Jedną z istotnych czynności podczas badania przyczyn wypadków kolejowych jest przeprowadzenie oględzin miejsca zdarzenia i sporządzenie dokumentacji fotograficznej. Na tym etapie prac komisji wypadkowej, potrzebna jest szczególna wiedza z zakresu budowy i diagnostyki dróg kolejowych oraz fotografii. Błędy popełnione w czasie dokumentowania śladów wypadku, stanu pojazdu szynowego i stanu nawierzchni szynowej mogą w przyszłości prowadzić do trudności w ustaleniu przyczyny wypadku. W artykule omówiono podstawowe zasady sporządzania dokumentacji fotograficznej w czasie oględzin miejsca zdarzenia na podstawie własnych doświadczeń.

One of the important steps in the investigation of rail accidents is to inspect the scene of the incident and to provide photographic documentation. At this stage of the accident, is needed a special knowledge of the construction of railways and diagnostics, as well as photography. Errors committed during documenting traces of the accident, the state of the rail vehicle and rail surface condition in the future may lead to difficulties in determining the cause of the accident. The article discusses the basic principles of the reason photographic documentation preparing process during the inspection of the scene on the base on of the actions own experiences.

Przedstawiono zagadnienie efektywności symulacji komputerowej w analizie przebiegu oraz przyczyn wypadków i katastrof kolejowych, opierając się na wybranych dwóch przykładach z doświadczeń autora. Opisano podstawowe cechy programów symulacyjnych zastosowanych do analizy zaistniałych sytuacji oraz zarys metody postępowania i wnioskowania. Podano najważniejsze wyniki badań symulacyjnych oraz wnioski z nich wypływające, wraz z odniesieniem ich do rzeczywistego przebiegu wypadków. Stwierdzono skuteczność tej metody; dodatkowo postawiono postulat dotyczący standaryzacji i certyfikacji dokumentacji powypadkowych.

The article presents question of computer simulation effectiveness in the analysis of the processes and causes of railway accidents and disasters on the basis of two selected examples from author's own experience. There were described basic features of simulation programmes applied in analysis of occur situations and the out line of proceedings and concluding method. The most important results of simulation and conclusions drawn as well as reference to real accident process are presented. The effectiveness of the method was confirmed. In addition proposal concerning standardisation and certification of post accident documentation was presented.

Dużo uwagi poświęcono zagadnieniom bezpieczeństwa na przejazdach kolejowych, gdzie od kilku lat liczba wypadków utrzymuje się na niezmienionym poziomie.
