W poszukiwaniu najstarszej kopalni węgla brunatnego na Ziemi Lubuskiej

The paper presents available information about the beginnings of lignite mining in Ziemia Lubuska, western Poland. After studies on remained German archival materials from “Landesarchiv Sachsen-Anhalt” and German literature from the 19th century, some new data about the oldest mining has been found. The oldest acts of conferment of mining fields (“Mutung”) in the discussed region refer to the field “Caroline” field in Glisno of 1820. The paper presents the history of the oldest mine in the Ziemia Lubuska region, i.e. “Caroline & Herrmann” in Glisno near of Sulęcin. The mine functioned in the years 1820–1862 and later as “Consolidierte Max” untill 1869. The paper also describes the discovery of lignite deposits in the 19th century near Sulęcin, focusing on the detailed history of the village of Glisno, which was closely connected with lignite. In the 19th century, in addition to a lignite mine, a silk factory operated in Glisno, which used lignite to steam production, and a famous lignite-silt-spa located in a palace. The history of mining in Glisno has been almost completely forgotten. Unfortunately, there is a scarcity of preserved archival or literature materials relating to the mine.

Region lubuski nigdy nie odznaczał się wysokim poziomem industrializacji. Tym niemniej, w większości miast regionu istniały zakłady przemysłowe stanowiące podstawę bytu ich mieszkańców. Zakłady te jako rozproszone, z utrudnioną kooperacją oraz produkujące na małą skalę, nie wytrzymały presji ekonomiczno-gospodarczej początku transformacji ustrojowej. W sposób nagły pojawił się problem wysokiego bezrobocia. Po 20 latach od tego czasu nadal jest ono wyższe niż średnia krajowa - w październiku 2012 r. stopa bezrobocia rejestrowanego w województwie lubuskim wyniosła 14,9% wobec 12,5% w kraju. Możliwość budowy "dużego przemysłu" w oparciu o znaczące zasoby węgla brunatnego, obecnego w gminach Gubin i Brody jest szansą na nową industrializację regionu. Ponieważ eksploatacja jest kalkulowana na minimum 50, a może nawet trwać ponad 100 lat, działanie to postawić może region w nowej sytuacji. Możliwy byłby znaczący przyrost PKB, który na dzisiaj kształtuje się w okolicach 2,3 PKB Polski (najniższy wynik w kraju) oraz rozwój demograficzny, społeczny, ekonomiczny i edukacyjny regionu.

Lubuskie Region never possessed a high level of industrialization. However, in most cities in the region, there were factories that form the economic basis of their inhabitants. These establishments as scattered, with hindered cooperation and producing on a small scale, did not withstand the economic pressure of the transformation system. In a sudden there was a problem of high unemployment. After 20 years since then, it is still higher than the national average - in October 2012, the registered unemployment rate in Lubuskie was 14.9% compared to 12.5% in the country. The possibility of building the "big industry" based on significant coal resources in the locality of Gubin and Brody is an opportunity for the new industrialization of the region. Because the operation is calculated on a minimum of 50, and may even take more than 100 years, this action could put the region in a new situation. Possible would be a significant increase in GDP, which today is around 2.3 Polish GDP (the lowest score in the country) and the demographic, social, economic and educational development of the region.

Ustawa o samorządzie gminnym nakłada na szczebel lokalny szereg obowiązków, co wiąże się z koniecznością wydatkowania na te cele odpowiednich sum. Gminy pokrywają swoje wydatki z różnych źródeł, coraz częściej poszukując środków pozabudżetowych. Do tego celu wykorzystują m.in. znajdujący się we władaniu gminy majątek, zwłaszcza grunty. Wysokie wpływy do budżetu gminnego związane są z przemysłowym wykorzystaniem terenów. W artykule ukazano dane ekonomiczne gmin położonych w węglowych okręgach: konińskim, bełchatowskim, turowskim oraz przyszłościowego okręgu lubuskiego. Różnice w dochodach opisywanych gmin lubuskich w odniesieniu do tych związanych z wydobyciem węgla brunatnego wynoszą jak 1:10-20. Wiąże się to z dużymi pozycjami, jak odpisy z podatków, opłata eksploatacyjna, opłata za użytkowanie terenu, opłaty środowiskowe i szereg innych. Tym samym industrializacja, poza przychodem wynikającym z produkcji i miejscami pracy, daje także inne korzyści materialne.

The Local Government Act requires the local level a number of obligations, which requires the expenditure for these purposes the relevant sum. Municipalities cover their expenses from various sources, increasingly looking for extra-budgetary funds. For this purpose, among others, located in the hands of the community estate, especially land. High municipal budget revenues are associated with industrial land use. The article shows economic data of municipalities located in the coal districts of Konin, Bełchatów, Turów and forward-looking Lubuski District. Differences in reported Gubin and Brody communities income for those associated with coal mining are as 1:10-20. This is due to large items, such as tax write-offs, operating fee, the fee for land use, environmental charges, and many others. Thus, industrialization, in addition to the revenue resulting from the production and jobs, also provides other material benefits.

Zdobyte doświadczenia i opanowanie „sztuki górniczej eksploatacji węgla brunatnego” plasują nasze górnictwo w czołówce światowej. Elektrownie na węgiel brunatny produkują obecnie około 35% najtańszej energii elektrycznej w Polsce. Niestety większość obecnie eksploatowanych złóż będzie się wyczerpywać po 2020 roku.
