The safety of a logistics system is understood as ensuring (to a certain level) the implementation of operational logistics processes in any entity, under specific conditions, by using favourable circumstances, taking business challenges, reducing risk, uncertainty and preventing all kinds of threats to logistics activities. The relevant determinant of the management of logistics system safety is appropriate infrastructure which enables the implementation of logistic processes and guarantees their effectiveness and efficiency. The infrastructure determines logistics performance measured by the logistics performance index (LPI). The aim of the article is to identify the logistics system safety measures in a macro approach and to determine the impact of logistic efficiency on the management of logistics system safety.

Logistics attractiveness of Poland in relation to logistics centres and global competition

The aim of the study was to assess the attractiveness of the Polish logistics to internal and external investors in the dimension of national, international and global circumstances, with a focus on the creation of logistics centres. Apart from the generally available statistics, the study used indicators of logistics efficiency, the Business Process Outsourcing Index, the Shared Service Location Index and the Global Service Location Index. The analyses carried out were the basis for identifying areas for improvement in order to increase the efficiency of Polish logistics against global competition. Based on the results obtained, against global markets, Poland has been evaluated as attractive for the implementation of logistics activities mainly in terms of technical infrastructure and delivery times. At the same time, against European competition, Poland is currently one of the most attractive locations in terms of renting warehouse and logistics due to the location of logistics centres in central Poland.

Celem badań było dokonanie oceny atrakcyjności logistycznej Polski dla wewnętrznych i zewnętrznych inwestorów w wymiarze uwarunkowań krajowych, międzynarodowych i globalnych, z ukierunkowaniem na tworzenie centrów logistycznych. Poza ogólnie dostępnymi danymi statystycznymi, w badaniach wykorzystano wskaźniki wydajności logistycznej, Indeks Business Process Outsourcing, Shared Service Location Index and Global Service Location Index. Przeprowadzone analizy stanowiły podstawę identyfikacji obszarów wymagających usprawnienia w celu zwiększenia wydajności logistycznej Polski na tle światowej konkurencji. W oparciu o otrzymane wyniki, na tle światowych rynków Polska oceniana została jako atrakcyjna dla realizacji działalności logistycznej głównie pod względem infrastruktury technicznej oraz czasu dostaw. Jednocześnie, na tle konkurencji europejskiej, Polska stanowi obecnie jedną z najbardziej atrakcyjnych lokalizacji pod względem wynajmowania powierzchni magazynowo-logistycznych z uwagi na lokalizację centrów logistycznych w centralnej Polsce.

Ważnym celem krajów regionu Europy jest zwiększanie wydajności logistycznej. Podobny cel jest przedmiotem planowanych inwestycji w regionie Azji Wschodniej. Poprawa wydajności logistycznej zmierza do obniżenia kosztów logistycznych wymiany handlowej występującej pomiędzy tymi regionami. Wykorzystanie do tego celu znanych szlaków charakteryzuje podejście Unii Europejskiej i Chin. Potwierdzają to planowane: budowa korytarzy transportowych TEN-T, w tym korytarza wschodnio-śródziemnomorskiego, z jednej strony oraz projekt budowy Nowego Jedwabnego Szlaku z drugiej. Obie inwestycje w infrastrukturę transportową umożliwiają odtworzenie historycznego szlaku łączącego Europę i Azje przez Cieśninę Bosforską. Realizacja tego perspektywicznego planu staje się możliwa dzięki zaawansowanym pracom budowy przepraw lądowych przez Bosfor. Imponujące projekty w tym zakresie znajdują się w fazie realizacji. Skutkiem urzeczywistnienia wspomnianego połączenia byłby wzrost wydajności logistycznej obu ważnych ośrodków handlu i przemysłu.

An important objective of European region is to in-crease the efficiency of logistics. A similar goal is the subject of the planned investments in the region of East Asia. Improve logistics efficiency tends to reduce logis-tics costs of trade occurring between these regions. The use of a known pathways characterized the approach of European Union and China. This is confirmed by planned: the construction of transport corridors TEN-T, in this corridor Orient-East Med, on the one hand, and a project to build the New Silk Road on the other. Both investments in transport infrastructure allow restora-tion of the historic route linking Europe and Asia by the Bosphorus Strait. The realization of this long-term plans become possible thanks to the work of building an advanced land crossings through the Bosphorus. Impressive projects in this area are in the implementation phase. The result of the realization of the said merger would increase logistics efficiency of the two major centers of trade and industry.

The importance of quality management practices in the achievement of operational results and customer satisfaction in logistics has been asserted in many studies. Satisfy the customer through the control of the triptych "Quality, Cost, Time". Therefore, the survival of enterprises must include control of all processes. Or, find the links existing between the logistics chain parts and requirements of the quality process is not easy, for this reason it is better to make mapping process to award the possible links so that we can adapt these two concepts together. This paper presents the results of an exploratory survey investigating the status of quality management practices in the logistics function in the logistics chain of shipping maritime transportation.

Znaczenie praktyk zarządzania jakością w osiąganiu wyników operacyjnych i zadowoleniu klienta w logistyce udowadniane było w wielu badaniach. Satysfakcjonowanie klienta poprzez kontrolę tryptyku "jakości, kosztów, czasu". Dlatego też prawidłowe funkcjonowanie przedsiębiorstwa musi obejmować kontrolę nad wszystkimi procesami lub znaleźć powiązania istniejące między elementami łańcucha logistycznego i wymaganiami jakościowymi procesów, co w rezultacie nie jest łatwe. Z tego powodu korzystniejsze będzie stworzenie procesów mapowania dla przydzielania ewentualnych powiązań, tak abyśmy mogli dostosować te dwa zagadnienia razem. W artykule przedstawiono wyniki badania ankietowego oceniającego poziom praktycznego zarządzania jakością funkcji logistycznych w transporcie żeglugą morską.
