Artykuł przedstawia zagadnienia stanowiące problemy podczas projektowania drogowej sygnalizacji świetlnej. Mimo wielu zmian przepisów nadal pozostają one niejednoznaczne w przypadku stosowania sygnalizatora S-2. Artykuł prezentuje różne interpretacje oraz uzasadnienia zmian przepisów. Drugim poruszonym zagadnieniem jest stosowanie wyświetlaczy czasu w sygnalizacji świetlnej. Przedstawiono wymagania dotyczące tych urządzeń wynikające z przepisów oraz przeanalizowano problemy związane z ich stosowaniem. Opisano również wymagania dotyczące liczników czasu jako wyrobów budowlanych.

The article presents issues that are a problem during road traffic light signalling design. Despite many legislative changes, they still remain unclear in the scope of application of the right turn on red. The article presents various interpretations and justifications for changes in the regulations. The second issue raised is the use of countdown timers in traffic lights. The requirements of the regulations for these devices are presented and problems related to their application are analysed. It also describes the requirements for timers as construction products.

At the beginning, the article briefly presents the history of countdown timers at intersections with traffic lights and their occurrence in Poland and abroad. Subsequently, the content of the Regulation of the Minister of Infrastructure and Construction of 24th of May 2017 amending the regulation on special technical conditions for signs, traffic signals and road safety devices and conditions for their placement on roads (Journal of Laws of 31st May 2017 item 1062) was assessed. On one hand, it was noticed that the character of this legal regulation was too general, on the other hand, it was sometimes too restrictive. The restrictions were discussed. It was noticed that some of the provisions may be understood differently due to errors occurring in the formulation of the regulation. The assessment carried out revealed also logical flaws and ambiguities in the discussed regulation. It was noticed that some solutions concerning installation of countdown timers were not related to the situation at intersections with traffic lights in many Polish cities before implementation of the regulation.

Na początku w artykule przedstawiono pokrótce historie wyświetlaczy czasu nadawania sygnału na skrzyżowaniu z sygnalizacją świetlną oraz ich występowanie w Polsce, jak i za granicą. Następnie poddano ocenie treść przepisu rozporządzenia Ministra Infrastruktury i Budownictwa z dnia 24 maja 2017 r. zmieniające rozporządzenie w sprawie szczegółowych warunków technicznych dla znaków i sygnałów drogowych oraz urządzeń bezpieczeństwa ruchu drogowego i warunków ich umieszczania na drogach (Dz. U. z 31.5.2017 r. poz. 1062). Z jednej strony zauważono, miejscami zbyt ogólny charakter normy prawnej, natomiast z drugiej czasami zbyt restrykcyjny. Poddano krytyce wprowadzone ograniczenia. Odnotowano, że niektóre zapisy mogą być różnie rozumiane ze względu na występujące błędy powstałe przy formułowaniu przepisów. Przeprowadzona ocena pozwoliła ujawnić również wady logiczne oraz niejednoznaczności występujące w omawianym rozporządzeniu. Zauważono, że pewne narzucone rozwiązania dotyczące montowania wyświetlaczy czasu nie zostały odniesione do istniejącego stanu rzeczy na skrzyżowaniach ze sygnalizacją świetlną w wielu miastach Polski jeszcze przed wprowadzeniem w przepisu życie.

W artykule przedstawiono potencjalne zalety i wady oraz problem legalności wyświetlaczy czasu montowanych na sygnalizatorach, a także opinie o tych urządzeniach wyrażane przez uczestników ruchu, zarządców dróg oraz Klubu Inżynierii Ruchu. Według opinii kierowców pojazdów i niechronionych uczestników ruchu wyświetlacze czasu pomagają im w bezpiecznym przejeździe przez skrzyżowanie. Nie przyczyniają się one jednak do eliminacji lub chociażby do ograniczenia liczby kierowców wjeżdżających na skrzyżowanie w pierwszych sekundach nadawania czerwonego sygnału, a także przedwczesnych wejść pieszych na przejście lub wjazd rowerzystów na przejazd w okresie, gdy odliczanie zbliża się do zera.

The article presents the potential advantages and disadvantages and the problem of the legality of countdown timers installed at the traffic lights. The opinions on the devices in question expressed by the road users, road managers and the Traffic Engineering Club were also included. According to the drivers and vulnerable road users, countdown timers help them to safely pass through intersections. However, the timers do not contribute to the elimination or even reduction in the number of drivers entering intersections in the first seconds of the red signal transmission. Similarly, they do not prevent pedestrians and cyclists from entering crossings too early when the countdown is close to zero.
