The role of local communities in the discourse of Controversial heritage of Norway and Estonia

This chapter analyses paradigm shifts in the discourse of heritage sites connected with tragic personal stories, memories and relics, emphasising local communities’ role in reframing controversial heritage in Norway and Estonia. Although these stories come from different cultures and places, they all revolve around the question of how we approach the most delicate strings in the human mind: beliefs, sorrows and dignity. The sites under discussion are “ hosts” of tragedies from the past century. Among heritage communities, states and experts, there were intense debates about the value and fate of those areas. Besides several historical, political and socioeconomic issues, personal wounds weretaken into account. The ﬁrst case describes initatives of heritage communities to recognize and acknowledge values of contested Cold War heritage: Suurpea Naval Base built during Soviet occupation, and the deportations on the coasts of Estonia. The second case deals with the initial demolition and later recognition of Sami burial sites and sacred landscapes of Arctic Norway, restoring rights to Saami heritage. These cases highlight the importance of inclusiveness in dealing with conﬂicting histories, involoving reconciliation and restitution of dignity to the heritage and communities concerned. Authors rely on a holistic concept of cultural heritage. Community spirit and and sense of place are essential indicators of local character. Authors show the beneﬁts of a people-centred approach towards heritage as a basis for transformative change in heritage protection. The authors’ positions are not purely academic as they have been involved in deﬁning and protecting the cultural heritage in discussed areas.

Niniejszy rozdział analizuje zmiany paradygmatu w dyskursie o miejscach dziedzictwa związanych z tragicznymi historiami osobistymi, wspomnieniami i pozostałościami, podkreślając rolę społeczności lokalnych w przeformułowaniu kontrowersyjnego dziedzictwa w Norwegii i Estonii. Choć historie te pochodzą z różnych kultur i miejsc, wszystkie obracają się wokół pytania o to, jak podchodzimy do najdelikatniejszych strun w ludzkim umyśle: przekonań, smutków i godności. Omawiane miejsca są "gospodarzami" tragedii z minionego wieku. Wśród środowisk zajmujących się dziedzictwem, państw i ekspertów toczyły się intensywne debaty na temat wartości i losu tych obszarów. Oprócz kilku kwestii historycznych, politycznych i społeczno-ekonomicznych, brano pod uwagę rany osobiste. Pierwszy przypadek opisuje inicjatywy społeczności zajmujących się dziedzictwem kulturowym mające na celu rozpoznanie i uznanie wartości spornego dziedzictwa z okresu zimnej wojny: Bazy Marynarki Wojennej Suurpea zbudowanej podczas okupacji sowieckiej oraz deportacji na wybrzeżach Estonii. Drugi przypadek dotyczy początkowego wyburzenia, a następnie uznania miejsc pochówku Saamów i świętych krajobrazów w arktycznej Norwegii, przywracając prawa do dziedzictwa Saamów. Przypadki te podkreślają znaczenie inkluzywności w radzeniu sobie z konﬂiktami historycznymi, co wiąże się z pojednaniem i przywróceniem godności dziedzictwu i zainteresowanym społecznościom. Autorzy opierają się na holistycznej koncepcji dziedzictwa kulturowego. Duch wspólnoty i poczucie miejsca są podstawowymi wskaźnikami lokalnego charakteru. Autorzy pokazują korzyści płynące z podejścia skoncentrowanego na ludziach w stosunku do dziedzictwa jako podstawy transformacyjnej zmiany w ochronie dziedzictwa. Stanowiska autorów nie są czysto akademickie, gdyż byli oni zaangażowani w deﬁniowanie i ochronę dziedzictwa kulturowego na omawianych obszarach.

In pursuit of the heritage and place synergy: the environmental impact of Panemunė Castle as a heritage property and entirety of values. A study

The study on Panemunė Castle examined this heritage object in an entirety of its values and their impact on the environment, with a possibility of their synergism for the benefit of the place. It found the contemporary national heritage protection framework failing to grant equal attention to elements constituting the multifaceted worth of the castle as a property, inclusive of the social, cultural, artistic values, the engagement of local communities, the important role of cultural tourism and the image of the place, and economic efficiency. The analysis of the different facets one by one and collectively has brought to the conclusion that the social, cultural, artistic and economic values of Panemunė Castle as a heritage property influence their environment, but are not experienced as a powerful driving force of the contemporary heritage protection. The process remains fragmented, sporadic and underdeveloped, with its elements failing to achieve synergism for the place.
