Artykuł zawiera wyniki badań dotyczące wojskowo-cywilnych operacji o charakterze humanitarnym. Rozważania obejmują cztery rodzaje wojskowej interwencji humanitarnej, takie jak: udzielanie pomocy wojskowej organizacjom humanitarnym (w zakresie transportu i dystrybucji środków); wojskowa ochrona działań pomocowych; ratowanie ofiar przemocy i ochrona osób zagrożonych przemocą fizyczną; powstrzymanie przemocy i pozbawienie sprawców zdolności walki. Artykuł podejmuje zagadnienia legitymizacji i zasadności interwencji humanitarnych oraz ich umocowania prawnego. Naświetla problematykę operacji humanitarnych z perspektywy sił wojskowych i organizacji cywilnych. Porusza również problemy efektywności operacji przywracających pokój i działań pomocowych.

The article contains the results of research on military-civilian operations of a humanitarian nature. The consideratins cover four types of military humanitarian intervention, such as: providing military assistance to humanitarian organizations (in the field of transport and distribution of funds); military protection of assistance activities; rescuing victims of violence and protecting people at risk of physical violence; stopping the violence and deprivation the perpetrators of the fighting ability. The article discusses the issues of legitimacy of humanitarian interventions and their legal authority and highlights the issues of humanitarian operations from the perspective of military and civilian organizations. It also addresses the problems of the effectiveness of operations that restore peace and aid activities.

Artykuł podejmuje kluczowe problemy metodyki badań efektywności operacji humanitarnych. Treść artykułu obejmuje zagadnienia: selektywnego doboru operacji jako przedmiotu badań; konceptualizacji i operacjonalizacji stosowanych rozwiązań w badaniach efektywności; teoretycznych założeń, ograniczeń i hipotez oraz metod badawczych, a także doboru zmiennych zależnych i objaśniających. Porusza problemy mierzenia efektów interwencji humanitarnych i wskazuje różne kryteria oceny skuteczności działań operacyjnych oraz stosowane metody i techniki badań. Podejmuje zagadnienia oceny efektywności z perspektywy wojskowej i cywilnych organizacji pomocowych.

The article addresses the key problems of research methodology on the effectiveness of humanitarian operations. The content of the article includes the issues of: selective selection of operations as the subject of research; conceptualization and operationalization of applied solutions in efficiency research; theoretical assumptions, limitations and hypotheses along with research methods and the selection of dependent and explanatory variables. Moreover, in the article the problems of measuring the effects of humanitarian interventions and various criteria for assessing the effectiveness of operational activities as well as the applied research methods and techniques are discussed. The attempt to assess the issues related to the evaluation of effectiveness from both the military perspective and civilian aid organizations are also tackled.

The tasks of the Armed Forces have changed significantly over the years. The nature of engagement moved its focus from military solutions to non-military action. For the society it is now not only a sense of territorial security but also a feeling of benefiting from the achievements and experiences of the Armed Forces in everyday life. The ability of the military to cooperate in the civil environment, with flexible organizational structures and economic factors, along with legal and environmental factors is something which determines how the individual military cooperation with the local community is performed. It is implemented at various levels. It is not equally perceived by the authorities and inhabitants of the municipality where the deployed military units and soldiers serve. The issue of these contacts relates to many fields of science. Often it lies among several of them. As it involves the relationship between people it moves within the fields of ethical, or social, responsibility. These issues are also undertaken by the military service society, and so they become an issue for this article.

The defensive character of war doctrine, preferring to conduct operations by the armed forces on their own territory, favours taking advantage of civilian terrain infrastructure resources in the forces logistic support process. However, in order to ensure rational taking advantage of these resources requires fulfilling, according to the author, two basic conditions. Firstly, these resources in peacetime have to be prepared in a strictly directed way (e.g. fulfilling the armed forces expectations). Secondly, there must exist a system of these resources efficient distribution for fighting forces. In the article the author presents the conception to prepare terrain civilian infrastructure resources in peacetime, distributed in wartime for the armed forces and he also suggests the ways to distribute these resources for the fighting forces.
