Purpose: The purpose of this article is to propose a Global Performance Index for humanitarian NGOs that operate on a global basis The proposed index also includes a list of indicators for measuring the performance’s effectiveness in the economic, operational, and social areas. Design/methodology/approach: The analysis of existing theoretical concepts of performance measurement contributed to the development of a model of NGO organizational performance and three key elements emerged: 1. operational effectiveness, 2. economic effectiveness, and 3. social effectiveness. Based on the credit scoring method the list of indicators developed a proposal for a Global Performance Index for humanitarian NGOs operating globally. Conclusions: The Global Performance Index, together with a proposal of indicators, allows the measurement of NGO performance. It also takes into account specific aspects of international humanitarian NGOs in areas such as their non-profit purpose, their field of activity (emergency relief and development), and their necessary effectiveness and efficiency to gain legitimacy from public and private donors. Research limitations/conclusions: The limitations of the concept adopted relate to the choice and weighting of measurement criteria. Even if we take into account the actual historical data of the organization, as well as documents specific to the donors or the organizations themselves, there remains a bias of subjectivity that needs to be reduced by specific applications. This would allow testing both the validity of the selected criteria and their relative importance in measuring performance. Such application would benefit from being complemented by analyses of failure situations and stakeholder consultation. Practical implications: This index of NGO performance indicators may become a tool for potential investors or donors who would like to assess the health of such organizations. Originality/value: The methodological approach adopted in the article for assessing the performance of NGOs, the model developed and the list of indicators is novel and may, in further research, form the basis for creating comprehensive performance measurement indices for NGOs.

Przepływność protokołu IP zdefiniowana na podstawie 3GPP TS 36.314 jest jednym z najważniejszych wskaźników Quality of Service (QoS). Jednakże specyfika sieci komórkowych w architekturze rozproszonej uniemożliwia precyzyjność jej pomiaru. Artykuł ten przedstawia porównanie klasycznej architektury Long Term Evolution (LTE) w porównaniu do systemu Dual Connectivity (DC) i skupia się na nowatorskiej metodzie rozwiązania problemu bieżącej estymacji przepływności dla terminala realizującego usługę transmisji danych jednocześnie przez dwie stacje bazowe.

IP scheduled throughput defined according to 3GPP TS 36.314 is one of the most important indicators for monitoring of Quality of Service (QoS). However, the nature of networks built on a distributed architecture prevents it from being accurately measured. This paper gives an overview of the classical Long Term Evolution (LTE) architecture as opposed to Dual Connectivity (DC) system and focuses on a novel method of solving the issue of current throughput estimation for UE providing the data transmission service simultaneously through two base stations.

The article analyses the methods of determining the efficiency indicators for the use of lump coke containing carbon in order to increase the revenue side of the heat balance of the BOF (basic oxygen furnace) process. Contradictions considering character and effects of phenomena occurring applying additional fuel in converter were shown. The advanced method to determine the effectiveness of the different technological variant’s of combustion (oxidation) and input of lump fuel (coal) to converter was developed. Additionally, based on the developed method comparative analysis with industrial data was performed.

W artykule przeprowadzono analizę metod wyznaczenia wskaźników efektywności użycia kawałkowego paliwa zawierającego węgiel, w celu zwiększenia przychodowej strony bilansu cieplnego procesu konwertorowo-tlenowego. Opisano występujące w literaturze sprzeczności dotyczące charakteru i skutków zjawisk zachodzących przy zastosowaniu dodatkowego paliwa w konwertorze. Opracowano udoskonaloną metodykę wyznaczania efektywności różnych wariantów technologicznych utleniania i wprowadzania do konwertora kawałkowego paliwa (węgla). Na jej podstawie dokonano analizy porównawczej z danymi przemysłowymi.

Content available remote Post-occupancy evaluation of a university shopping mall facility

Post-occupancy evaluation (POE) is a performance assessment methodology, which can be applied to determine the level of user satisfaction with any given facility. Since university shopping malls could have an impact on the students’ academic experience and well-being, it is of paramount significance that university shopping mall facilities are designed and operated to the highest standards. The Extensive literature review highlighted the lack of POE studies for assessing the quality of shopping mall facilities. This study aims at addressing this gap, by presenting the findings of an investigative POE of a university shopping mall facility. The Literature review was conducted pertaining to the technical and functional performance requirements of shopping malls. Twenty-nine performance indicators were identified for shopping mall facilities. These were grouped under five categories, namely building performance, safety and security, proximity and accessibility, space planning and layout, and mall services. A questionnaire survey was developed based on the identified performance indicators. The survey was administered to obtain the students’ feedback on the university shopping mall facility. In addition, a walkthrough tour of the mall facility was performed to identify issues, which can be immediately recognized. Finally, a plan of action was developed to improve the performance of the shopping mall facility. The study is beneficial to planners, architects and facilities managers of such facilities.

This paper proposes a new method of rational and quantitative assessment of ecological concrete in terms of the ecological impact and engineering performance. The concrete mix is evaluated through the multi-criteria Ecological Index (EI) and Performance Index (PI) approach. The EI accounts for the impact of the concrete on environment including the carbon emission and raw materials usage, whereas the PI accounts for the engineering performance of the concrete such as compressive strength and water sorptivity. Depending on the applications of the concrete, different criteria may be chosen for the evaluation. Concrete mixes reported in the literature comprising different types of cement, supplementary cementitious materials and aggregates are analyzed to illustrate the applicability of the proposed multi-criteria assessment method. It is shown that the proposed method is able to effectively reflect the concurrent ecological impact and engineering performance of concrete mixes, and hence facilitate rational design of ecological concrete to suit practical engineering applications.

The article describes current world trends in attempts to solve the problem of linking of remuneration for scientific work to its effectiveness; in particular the attempt to transfer the principles of the concept of New Public Management in the sphere of science funding is investigated. The article presents the analysis of results of the new public management model implementation in financing of Russian research organizations using the tools of econometric benchmarking. The analysis leads to the conclusion about the existence of the conceptual limitations of benchmarking and performance management applicability to the research and development sector.

W artykule przedstawiono aktualne trendy światowe w próbach rozwiązania problemu powiązania wynagrodzenia za pracę naukową z jej efektywnością; w szczególności badana jest próba przeniesienia zasad koncepcji nowego zarządzania publicznego w sferze finansowania nauki. Artykuł prezentuje analizę wyników wdrożenia nowego modelu zarządzania publicznego w finansowaniu rosyjskich organizacji badawczych z wykorzystaniem narzędzi ekonometrycznego benchmarkingu. Analiza prowadzi do konkluzji o istnieniu konceptualnych ograniczeń benchmarkingu i stosowaniu zarządzania wydajnością w sektorze badań i rozwoju.

Vibration control is critically important for engineering equipment, and in modern industrial engineering active strategies with robust performance are often adopted. In traditional studies, a single-objective consideration is often taken into account when robust control is performed, while a simultaneous multi-criterial consideration is ignored. The study outlined in this paper focuses on typical equipment, namely machinery and sensitive equipment. Meanwhile, evaluation of robust performances based on feedback control is considered as the vibration control objective, and performance indexes using H∞ and H2 criterion are regarded as fitness functions. In addition, the latest intelligent algorithm – MOPSO (multi-objective particle swarm optimization) is used and the SPEA2 (strength Pareto evolutionary algorithm 2) is also introduced for comparison as a representative of evolution algorithm. Numerical results show that the Pareto frontier of MOPSO is much smoother and more uniformly distributed than SPEA2, and even more important is that MOPSO can obtain a unique, global and optimal solution gbest, which can avoid having to select just one from a group of equivalent solutions Finally, an analysis of factors which affect the norms is performed, and the numerical verification shows that the disturbance type (single input or multi input) can apparently affect the magnitude of norms, and this finding can provide a broader understanding of robust vibration control. This research proposes a novel multi-objective optimization strategy for robust vibration control, while the traditional approaches can and are still employed. In addition, advanced artificial intelligence plays an important role in vibration detection in engineering application.

In this paper, a new approach regarding a reconfigured system is proposed to improve the performance of an active fault tolerant control system. The system performance is evaluated with an intelligent index of performance. The reconfiguration mechanism is based on a model predictive controller and reference trajectory management techniques. When an actuator fault occurs in the system, a new degraded reference trajectory is generated and the controller calculates new admissible controls. A constraint set and cost function are established to avoid actuator saturation and reduce the control energy spent in closed loop dynamics. The effectiveness of the proposed method is illustrated using a hydrothermal system subject to actuator faults and constraints on actuator dynamic ranges.

W tym artykule został nakreślony tok myślenia dla procesu produkcyjnego prowadzonego zgodnie z podejściem elastycznym. Wykorzystany został transwersalny proces który określa cele strategiczne i wdraża je do procesów biznesowych i działań zdefiniowanych na końcu dźwigni działań które pozwalają osiągnąć ustalone cele strategiczne. W tym procesie stosowana jest koncepcja elastyczności. Zaproponowano w związku z tą koncepcją rozwiązania z zakresu ilości, opóźnień i zróżnicowanej elastyczności na poziomie strategicznym oraz pojęcia, jak niedostępność, skuteczność, przepływ, produkt, elastyczność procesu na poziomie przedsiębiorstw. Definicja planu działań prowadzi do wprowadzenia pojęcia typu elastyczności i określenia wskaźników działalności. Niniejszy artykuł skupia się głównie na elastyczności opóźnień.

In this paper, we draw the thinking context for production process piloting according to flexibility approach. We apply a transversal process that defines the strategic purposes and deploys them on business processes and activities to define at the end action levers that permit reaching the fixed strategic targets. Flexibility concept is deployed through this process. We propose in this way concepts as volume, delay and variety flexibility at strategic level and concepts as unavailability, effectiveness, flow, product, process flexibility at business level. The definition of action plan leads us to introduce the concept of flexibility-type and determine correspondent performance indicators. Our work focuses mainly on delay flexibility.

W pracy przedstawiono przegląd sposobów definiowania, pomiaru i uogólnienia wskaźników wydajnościowych komputerów. Zaprezentowano przykłady oceny wpływu ulepszeń wybranych fragmentów systemu komputerowego na pracę całego systemu. Omówiono zastosowanie aplikacji VTune2 firmy Intel do analizy wydajności aplikacji w środowisku MS Windows 98/NT/2000.
