Rewolucyjny rozwój usług internetowych oraz wymagania prawne wynikające z realizacji zapisów ustawy o infrastrukturze informacji przestrzennej powodują dynamiczny rozwój geoportali publicznych. W artykule przedstawiono wyniki badań dotyczące oceny jakości informacji udostępnianych w trybie publicznym przez geoportale dziesięciu największych polskich miast. Analizowano zbiory danych dostępnych w aspekcie środowiska i wypełnienia zapisów ustawy o infrastrukturze oraz zbiory danych i usługi przestrzenne z punktu widzenia potencjalnych użytkowników, do których zaliczono inwestora i petenta. Wyniki badań pokazują, że miasto Wrocław najlepiej realizuje zadania z zakresu danych przestrzennych w każdej z rozpatrywanych grup tematycznych.

The revolutionary development of Internet services, and legal requirements arising from the implementation of the provisions of the act on spatial infrastructure, are causing rapid development of public geoportals. The paper presents results of research on assessing the quality of information available in public mode in geoportals of 10th largest Polish cities. Data sets were analyzed in terms of fulfillment of the provisions of the act on infrastructure and data sets and spatial services from point of view of potential users including investor and the applicant. The results show that the city of Wroclaw best performs tasks related to spatial data in any given thematic groups.

Websites of local authorities (including both urban and village communities) have often started as local initiatives before the official central government strategies were introduced. There are four levels of interactivity of public administration websites. They comprise simple information, response interaction, bilateral interaction with the user and transaction. The results of the research conducted according to the methodology of WAES (Website Attribute Evaluation System) are presented in the paper, based on the measurement of public e-services. The index selected was the percentage of basic public e-services accessible by Internet. Applying WAES requires explicit tests of each attribute. The scale roughly equally divided between transparency and interactivity is applied to each website. The survey has been conducted between September 2006 and February 2007 by different groups of students. They used the same standardized evaluation form. In fact, it was an unrestricted random draw and in this way a simple statistical sample was obtained. When repeated evaluations of the same websites were conducted average values were calculated. In total 192 websites of commune (gmina) and county (starostwo) level self governments were evaluated.
