Modern organisations, aiming at achieving a success measured with the level of realisation of the accepted strategy of improvement must gradually evolve from a functional structure towards a process structure. Because of existing technological conditions and the level of organisational culture, the postulate to make the organisation a process organisation may be achieved only partially, by implementing process structures on the already-existing functional solution, and consequently creating a system of process management. Designing and implementing the system of process management in the organisation one must bear in mind, that - just like with all systems - the implementation of the system of process management may not only create opportunities for the organisation, but also threats. These threats, resulting in lowering the effectiveness of functioning of the organisation, are greatly the consequence of barriers occurring during the phase of system implementation. The aim of this report is to identify and analyse the barriers limiting the effectiveness of the implementation of the system of process management. The starting point for this report is the presentation of assumption system of the system of process management, which, later on, allows the identification of barriers, limiting the effectiveness of the implementation process of the system and defining the methods of overcoming those barriers.

Współczesne organizacje, celem osiągnięcia sukcesu mierzonego stopniem realizacji przyjętej strategii rozwoju muszą stopniowo odchodzić od struktury funkcjonalnej i ewoluować w kierunku struktury procesowej. Ze względu na istniejące uwarunkowania technologiczne oraz poziom kultury organizacyjnej postulat procesowości organizacji może zostać zrealizowany tylko częściowo, poprzez nałożenie struktury procesów na istniejące rozwiązanie funkcjonalne, w konsekwencji czego, w organizacji powstaje system zarządzania procesowego. Projektując i wdrażając system zarządzania procesami w organizacji należy pamiętać, że tak jak w przypadku każdego systemu, wdrażanie zarządzania procesami skutkuje dla organizacji nie tylko pojawieniem się szans, ale wiąże się także z zaistnieniem pewnych zagrożeń. Owe zagrożenia, skutkujące dla organizacji obniżeniem poziomu efektywności funkcjonowania, są w dużej mierze konsekwencją barier pojawiających się na etapie implementacji systemu. Celem niniejszego referatu jest identyfikacja i analiza barier ograniczających skuteczność wdrożenia systemu zarządzania procesami w organizacji. Punktem wyjścia w referacie jest prezentacja systemu założeń systemu zarządzania procesami, co w późniejszej części pozwala na zdefiniowanie barier ograniczających skuteczność procesu implementacji systemu oraz określenie sposobów przezwyciężania tychże barier.
