The objective of this study is to assess the physical-chemical quality of urban wastewater from the city of Boumerdès, in northern Algeria with regard to the threshold values for irrigation or their discharge in aquatic ecosystems. Five sampling points were carried out of the study area in April 2017. The results obtained of physical-chemical parameters indicating pollution show that the water course is exposed to pollution mainly of organic origin. It’s expressed by a high maximum value according to Algerian and World Health Organisation standards: chemical oxygen demand (COD 886 mg O2∙dm-3), biochemical oxygen demand (BOD5 490 mg O2∙dm-3), nitrate (NO3- 73.09 mg∙dm-3), nitrite (NO2- 6 mg∙dm-3), ammonium (NH4+ 23 mg∙dm-3) and phosphates (PO43- 7.3 mg∙dm-3). The COD to BOD5 rate of 1.8, show that the effluents must be treated before being discharged into the receiving environment. However, it is lower than 2, which makes them easily biodegradable and can be treated by a biological system such as a natural lagoon. It shows also a diversified origin of the pollution. It is predominantly domestic origin, it could have an adverse effect on public health, presenting a risk of environmental eutrophication, contamination of soil and water resources. The physical-chemical characterisation of the urban wastewater shows that they are quite loaded and prezent a pollution in nitrogenous compounds, a treatment is requested before the direct discharge to the receiving environment or their reuse in the irrigation.

The article considers the problem of rationing wastewater discharge in terms of environmental risk management, caused by the pollution of waterbodies. The cases of using a simple indicator of water quality in the form of concentration of a substance, as well as a complex indicator of water quality were considered. The relevance of using a complex indicator is caused by the similar effect of various substances on the ecosystem and man. For both cases, the algorithms for determining the permissible composition of wastewater, ensuring compliance with the established standards of natural water quality in the control points of the water body with a given probability, were developed. In the case of using complex indicators in order to unambiguously solve the problem of rationing wastewater composition, permissible concentrations of substances were finally determined by solving the optimization problem. The optimization criterion is the minimum cost of water treatment. The method of ecological standardization of wastewater composition suggested in the article is applicable for the case of normal probability distribution of a substance in wastewater according to data of field measurements.

The water of Lake Rawa Pening is used as a source of drinking water. Indonesian Government Regulation Number 82 of 2001 on Management of Water Quality and Water Pollution Control stated that the water quality of Lake Rawa Pening should meet the quality standard of first grade and be categorized as no polluted water. The purpose of this research was to assess the water quality based on Indonesian regulation and to assess water quality based on international regulations. The quality of water was assessed using a survey method in 7 sites of the Lake Rawa Pening 3 times for 3 months. Parameters measured were all the water quality parameters required in accordance with Government Regulation No. 82 of 2001. The results indicated that there were 13 values that exceeded the water quality standard of first grade. These exceeded parameters were total suspended solids (TSS), biological oxygen demand (BOD), chemical oxygen demand (COD), orthophosphate (PO4), NO3, As, Se, Cd, Mn, Cu, Pb, H2S, faecal coliform, and total coliform. Water quality status of Lake Rawa Pening was categorized as heavily polluted. The water quality of Lake Rawa Pening should be improved by reducing the pollutants entering the lake by restriction of human activities causing lake pollution.

Woda jeziora Rawa Pening jest wykorzystywana jako źródło wody pitnej. Rozporządzenie rządu Indonezji nr 82 z 2001 r. o zarządzaniu jakością wody i kontroli zanieczyszczeń stwierdza, że woda jeziora powinna spełniać standardy jakości wody pierwszego stopnia i być klasyfikowana jako woda pozbawiona zanieczyszczeń. Celem badań była ocena jakości wody według indonezyjskich i międzynarodowych norm. Jakość wody oceniano w 7 stanowiskach jeziora trzykrotnie w ciągu 3 miesięcy. Mierzone parametry odpowiadały zawartym w rozporządzeniu nr 82 z 2001 roku. Wyniki analiz wykazały, że 13 parametrów przekracza dopuszczalne normy przewidziane dla 1 klasy czystości. Te parametry to: zawiesina całkowita (TSS), biochemiczne i chemiczne zapotrzebowanie na tlen (BOD, COD), fosforany, azotany, As, Se, Cd, Mn, Cu, Pb, H2S, bakterie E. coli i bakterie z grupy coli. Stan wód jeziornych określono jako silnie zanieczyszczone. Jakość wody jeziora Rawa Pening powinna ulec poprawie przez ograniczenie ładunku zanieczyszczeń doprowadzanych do jeziora wskutek działalności człowieka.

W artykule omówiono zagadnienia związane z wyznaczaniem kryteriów jakości wody do picia. Przeanalizowano zasady tworzenia przepisów dotyczących jakości wody ze szczególnym uwzględnieniem wytycznych Światowej Organizacji Zdrowia (WHO). Oceniono zalecenia Unii Europejskiej zawarte w Dyrektywie 98/83/EC. Szczególną uwagę zwrócono na aktualnie obowiązujące przepisy polskie, harmonizujące polskie ustawodawstwo z normami unijnymi.

In the paper discussed are issues of setting criteria for drinking water quality standards. Analyzed have been the rules for developing regulations regarding water quality with special consideration of WHO's guidelines. The EU recommendations included in Directive 98/83/EC have been evaluated. Much attention have been put on current Polish regulations, that was to harmonize Polish standards with EU requirements.
