Nowadays, the paradigm of coexistence with the planet’s aquatic environment is changing due to the impact of many factors, among which climate change plays a principal role. The importance and necessity of finding new rules for the coexistence of water and humans on the planet is a reality of our time. The Paper justifies the necessity of considering Water areas as an object of urban planning and landscape design. There are three main ideas that uncover the meaning of the subject according to the principles of designing Water areas: considering them as habitat environments, investigation of changes in the lives of the current generation in accordance with the necessity to adapt to climate change, studying a nation’s memory in a historical retrospective and in the process of searching for historical national identity. The study considers water depending on its physical state.

W dzisiejszych czasach paradygmat współistnienia planety ze środowiskiem wodnym zmienia się z powodu wpływu wielu czynników, wśród których główną rolę odgrywa zmiana klimatu. Znaczenie i konieczność znalezienia nowych zasad współistnienia wody i ludzi na planecie jest rzeczywistością naszych czasów. Artykuł uzasadnia konieczność uznania obszarów wodnych za obiekt planowania miejskiego i projektowania krajobrazu. Istnieją trzy główne idee, które odkrywają znaczenie tematu zgodnie z zasadami projektowania obszarów wodnych: uznanie ich za środowiska siedliskowe, badanie zmian w życiu obecnego pokolenia zgodnie z koniecznością dostosowania się do zmian klimatu, badanie pamięci narodu w retrospektywie historycznej oraz w procesie poszukiwania historycznej tożsamości narodowej. Badanie uwzględnia wodę w zależności od jej stanu fizycznego.

Celem niniejszej pracy jest zaprezentowanie działań logistycznych realizowanych w dążeniu do optymalizacji zachowań ratowniczych na obszarach wodnych. Przedstawiono najbardziej efektywne sposoby posunięć prewencyjnych i ratowniczych. Podstawę analizy stanowił algorytm postępowania ratowniczego składający się z pięciu etapów. Pierwszy i drugi etap to posunięcia strategiczne dotyczące całego kraju, na podstawie których winno się wypracować przepisy zabezpieczania obszarów wodnych oraz szkolenia ratowników na odpowiednim poziomie. Etap trzeci i czwarty to działania prewencyjne, które winny stanowić wytyczne do przygotowania miejsca nad wodą. Etap piąty to wszelkie działania, które należy przeprowadzić w momencie wystąpienia realnego zagrożenia na obszarze wodnym.

The aim of this paper is to present logistics operations performed to optimize rescue actions on the water. The most effective prevention and rescue actions have been presented. A rescue operation algorithm, consisting of five stages, has been used as a basis for analysis. The first and the second stages include strategic moves concerning the whole country, which should serve as the basis for rules related to protection of water areas and lifeguard training at the right level. The third and fourth stages include preventive measures, which should serve as guidelines to prepare places by the water. The final stage refers to all actions that need to be taken in case of an emergency on the water.

Praca prezentuje wyniki trzech przeprowadzonych patroli społecznych, na obszarach wodnych mających status: kąpieliska, miejsca wykorzystywanego do kąpieli i miejsca zwyczajowo wykorzystywanego do kąpieli. Wszędzie wykazano nieprawidłowości. Opracowana dokumentacja w formie raportu z patrolu, wraz z sugestiami – trafiła do odpowiednich rad gminy. Tego rodzaju działalność jest dobrym sposobem na zwiększanie bezpieczeństwa na obszarach wodnych, ma walory prewencyjne i edukacyjne.

The thesis presents the results of three citizens’ patrols performed in the water basin areas holding the swimming area status, a location used for swimming and a place customarily used as a swimming area. Nonconformities were found in all of these places. Documentation prepared in a form of a patrol’s report, together with recommendations was submitted to appropriate county councils. This type of activity is a good way to increase the safety at water areas and brings preventive and educational benefits.

The paper presents an analysis of the selected robust adjustment methods applied in geodesy, proving thereby justifiability in choosing the applied attenuation function. With a use of the radar navigation methods, the said methods were applied in the process of determination of the observed vessel’s positions.

The topic of the publication is the description of the method of quick detection and identification of pollution derived from oil on the water surface. This method is based on the teledetection technique. It is based on the application of a teledetection head, which consists of a digital camera working in a 300 - 1100 nm range and equipped in a suitable filter. The point is to receive digital imageries in several spectra ranges and processing them In such a way to Get an appearance of a polluted area on the imageries. It possible because of using different reemission characteristics of polluted water surface and water surface free from pollution.

Tematem artykułu jest opis metody szybkiego rozpoznania i identyfikacji zanieczyszczeń ropopochodnych na powierzchni wody. Metoda ta bazuje na wykorzystaniu techniki teledetekcyjnej. Opiera się na zastosowaniu głowicy teledetekcyjnej składającej się z kamery cyfrowej pracującej w zakresie 300 - 1100 nm wyposażonej w odpowiednie filtry. Istotą jest pozyskanie obrazów cyfrowych w kilku zakresach widmowych i takie ich przetworzenie aby na obrazie wynikowym uwidocznił się obszar zanieczyszczony. Możliwe jest to dzięki wykorzystaniu różnych własności reemisyjnych zanieczyszczonej powierzchni wody i powierzchni wolnej od zanieczyszczeń.

The safety of a ship manoeuvring within a port area mainly depends on its under keel clearance. In many cases there is a need to accommodate ships larger than those the port has been designed for. This can be achieved by modernizing some components of port water areas or by changing operating conditions. This article will examine the components of some methods of under keel clearance determination. Their verification has been proposed.
