A very important aspect of modern websites is their usability. Thanks to modern, and constantly developing technologies it is possible to create user-friendly services for each user. The usefulness of online services may be considered in terms of their functionality, clarity, and accessibility. It is particularly important that these criteria are met by public administration websites. The aim of this paper is to present the most common usability errors identified on the websites of public administration units as well as to indicate the links between particular types of problems and traditional heuristics of Jakob Nielsen. The survey was conducted by evaluating the websites of the Public Information Bulletin in Poland (BIP, which stands for "Biuletyn Informacji Publicznej''), which are supposed to provide universal access to public information by the citizens of the country. A heuristic method (based on J. Nielsen's heuristics) was used to evaluate 60 websites. The errors obtained were grouped into 14 categories. Each of the error groups was assessed by an expert in terms of its importance for the overall assessment of the website's usefulness. The analysis of relations between the identified categories of errors and heuristics of Jakob Nielsen indicates a need for specifying heuristics in the context of evaluating the usability and availability of public administration websites.

W referacie przedstawiono koncepcję budowy aplikacji mobilnego klienta rozproszonego systemu pomiarowego. Zarysowano projekt systemu pomiarowego, który udostępnia swoje usługi jako serwis sieciowy, a więc umożliwia dostęp do świadczonych usług w sposób uniwersalny i niezależny od platformy klienta. Opisano aplikację klienta zrealizowaną na platformie J2ME i przeznaczoną dla przenośnych terminali MDA, która na podstawie specyfikacji GUI udostępnianej przez serwis sieciowy potrafi zbudować odpowiedni interfejs użytkownika. Podejście to pozwala na zaprojektowanie interfejsu użytkownika od razu w fazie projektowania jądra systemu pomiarowego, a jednoczenie nie ogranicza dostępu do systemu pomiarowego ze standardowych klientów zgodnych ze specyfikacją Serwisów Sieciowych.

The paper presents a concept of distributed measurement system's mobile client application. An example of measurement system available as a web service is shown. Such system enables access to its services in universal and platform independent way. Additionally, expect standard stricte "measurement" functions, service provides information that describes the graphical user interface for its management. The paper presents an implementation of mobile client application in Java 2 Micro Edition environment for MDA terminals. The client is able to build its own graphical user interface based on the definition received from the web service. It allows the measurement system developer to design the client user interface at the same time that the system kernel is designed. Such universal approach simplifies access to web service from terminals with build in developed software (GUI Generator) and also allows access from other clients, compatible with web services specification.

Content available remote Face tracking approach for the development of hand-free user interfaces

This paper describes a face tracking algorithm for the development of human computer interfaces. This tracking algorithm uses a 2-D vectorial model that captures the relative positions of a set of feature points and allows the implementation of a fast multiple match scheme. This process tries to find in each frame the best arrangement of the model that minimises a measure of dissimilarity - defined as a weighted sum of absolute differences between templates representing featue points and the image. The algorithm is mainly based on a smooth motion assumption and without 3D structure head models. A complete system is described, covering aspects of automatic feature point selection, tracking, detection of tracking failures and recovery from them. The system has been implemented on a low cost platform with frame rates of up to 24 fps.
