Rules for using the point rating scales in inspections of road bridges

The article discusses "Rules for using the point rating scales for assessing the technical condition and usability of road engineering objects – second edition", which were introduced by the General Directorate for National Roads and Motorways (GDDKiA) Regulation No. 1/2019. The main objective of "Rules..." was to standardize the method of point rating assessment of technical condition and usability, and in the second edition, to take into account the latest construction and material solutions. Because the results of inspections are analyzed and compared not only at the regional but also at the national level, it is very important for all inspectors in the country to evaluate the technical condition and usability in an analogous manner. While developing the 2nd edition, the authors maintained the assumptions of continuity of inspection system, including adaptation to the inspection manuals, algorithms, and software supporting the management of bridges.

W artykule omówiono "Zasady stosowania skali ocen punktowych stanu technicznego i przydatności do użytkowania drogowych obiektów inżynierskich – wydanie 2”, które zostały wprowadzone do stosowania Zarządzeniem nr 1/2019 przez Generalną Dyrekcję Dróg Krajowych i Autostrad. Głównym celem "Zasad …" było ujednolicenie metody punktowej oceny stanu technicznego i przydatności do użytkowania oraz uwzględnienie najnowszych rozwiązań konstrukcyjnych i materiałowych.

W artykule przedstawiono najważniejsze problemy, które trzeba rozwiązać, jeśli zamierza się wykorzystać dotychczas eksploatowane konstrukcje nośne w obiekcie zmodernizowanym. Omówiono zagrożenia związane z ponownym zastosowaniem stalowych elementów konstrukcyjnych po ich długotrwałej eksploatacji w trudnych warunkach przemysłowych. Przedstawiono ogólne zasady oceny przydatności starych konstrukcji stalowych w procesach przebudowy i modernizacji obiektów przemysłowych.

The article presents the most important issues to be solved, when the old existing supporting structures have to be modernized. The dangers arising from the re-use of the structural elements after their long-term, past performance in the difficult industrial conditions have been discussed. The general rules of evaluation of the usefulness of the old steel industrial buildings during their rebuilding and remodeling have been presented.

Postęp naukowo-techniczny wymusza modernizację a także zmianą konstrukcyjnym obiektów szklarniowych celem zapewnienia efektywności produkcyjnej. Podjęcie decyzji inwestycyjnych wymaga analizy czynników o charakterze konstrukcyjnym, technologicznym, materiałowym i organizacyjnym, które w rezultacie znajdują odzwierciedlenie w efektach ekonomicznych produkcji. W pracy przedstawiono przykładową analizę rzeczywistych obiektów szklarniowych i ich aktualnej przydatności produkcyjnej. Analizę oparto o oceny stanu technicznego i funkcjonalnego obiektów, technologii produkcyjnej w świetle ograniczeń gabarytowych wyposażenia technicznego, możliwości adaptacji do obecnych wymagań, a także możliwości plonowania podstawowych gatunków roślin w aktualnej warunkach. Podsumowaniem analizy oceny jest analiza wybranych kosztów bezpośrednich związanych z rodzajem obiektów szklarniowych.

Scientific and technological progress enforces modernization, as well as modifications in greenhouse facility constructions, so as to ensure production efficiency. Making of investment-related decisions requires analysis of constructional, technological, material and organizational factors, which are finally reflected in production economical effects. The study presents an example analysis of real greenhouse facilities and their current production usability. The analysis was based on the assessments of facility technical and functional condition, production technology in relation to technical equipment size limitations, possibilities regarding adaptation for current requirements, as well as possibility to crop basic plant species in current conditions. The analysis of selected direct costs related to greenhouse facility type summarizes assessment analysis.
