Financial analysis and competitiveness of public universities of Slovakia in the context of financial management

The aim of the paper is to apply methods in the financial management of public decision-making units in the educational services industry in Slovakia that is represented as NACE Rev. 2 85.42.0 - Tertiary education. The paper provides a closer look at the funding of public universities in Slovakia from 1989 to the present. The idea is to deal with the position of public universities and the development of the entire tertiary education. Attention is paid to financial and non-financial indicators of the tertiary education sector, retrospective financial analysis of public universities in Slovakia and their competitiveness. Results of such or similar analyzes with a focus on the public higher education sector are absent. The results show that the funding of public universities in Slovakia is at a low level compared to selected EU countries. The Technical University of Kosice, Pavol Jozef Safarik University in Kosice, and Comenius University in Bratislava represent the ranking of the best decision-making units of the tertiary education system at the national level. Universities in Slovakia must adapt to the needs of the future; otherwise, a large group of the unemployed will increase in a few years. Cooperation between universities and businesses at national and international level is important, all on the issue of paying attention to the goals of sustainable development.

Celem artykułu jest zastosowanie metod w zarządzaniu finansami publicznych jednostek decyzyjnych w branży usług edukacyjnych na Słowacji reprezentowanej jako NACE Rev. 2 85.42.0 - Szkolnictwo wyższe. Artykuł przedstawia bliżej finansowanie uniwersytetów publicznych na Słowacji od 1989 roku do chwili obecnej. Chodzi o zajęcie się pozycją uczelni publicznych i rozwojem całego szkolnictwa wyższego. Zwrócono uwagę na wskaźniki finansowe i niefinansowe sektora szkolnictwa wyższego, retrospektywną analizę finansową uczelni publicznych na Słowacji oraz ich konkurencyjność. Brak jest wyników takich lub podobnych analiz skupiających się na publicznym sektorze szkolnictwa wyższego. Wyniki pokazują, że finansowanie uczelni publicznych na Słowacji jest na niskim poziomie w porównaniu z wybranymi krajami UE. Uniwersytet Techniczny w Koszycach, Uniwersytet Pavola Jozefa Safarika w Koszycach oraz Uniwersytet Comeniusa w Bratysławie stanowią ranking najlepszych jednostek decyzyjnych systemu szkolnictwa wyższego na poziomie krajowym. Uniwersytety na Słowacji muszą dostosować się do potrzeb przyszłości; w przeciwnym razie za kilka lat powiększy się liczna grupa bezrobotnych. Ważna jest współpraca między uczelniami a przedsiębiorstwami na poziomie krajowym i międzynarodowym, wszystko w kwestii zwrócenia uwagi na cele zrównoważonego rozwoju.

The main aim of the research was to identify the attributes of educational service, which affect its quality from the point of view of students. Simultaneously, the authors’ intention was to check whether there appear differences in evaluation of the importance of characteristics of this service between the examined groups of customers, that is the loyal and the disloyal students. The most numerously represented is the category of Must-be attributes. The difference was noted in the case of classification of eleven out of thirty-three examined attributes. As regards the organization of studies, distribution of classes and facilitations, and also requirements set to the didactic personnel, the results of the research point to a lack of differences in the evaluations. The most frequently found differences occur in the assessment of the college’s infrastructure.

Celem artykułu jest ocena stopnia zorientowania na ucznia podczas nauczania języków obcych realizowanego według wybranych koncepcji. Podstawą niniejszej pracy jest wynik obserwacji kilkunastu podmiotów realizujących naukę języka angielskiego dzieci w wieku wczesnoszkolnym połączony z wynikiem dyskusji akademickich o nauczaniu wczesnoszkolnym. Dodatkowym źródłem powstania artykułu jest analiza dorobku autorów z zakresu nauczania języków obcych i zarządzania jakością. W pracy wykazano, że istniejąca możliwość doboru personelu o różnych umiejętnościach stanowi argument za stosowaniem w edukacji wczesnoszkolnej zintegrowanego kształcenia przedmiotowo-językowego. Natomiast łatwy dostęp do różnorodnych środków technicznych umożliwia stosowanie koncepcji o nazwie nauczanie wielozmysłowe. W artykule po raz kolejny wykazano interdyscyplinarny charakter problematyki projakościowej. Uzyskanie spełnienia wymagań stron zainteresowanych na oczekiwanym poziomie w dowolnym obszarze ludzkiej aktywności oznacza stosowanie narzędzi i schematów myślowych rozpowszechnionych w zarządzaniu jakością.

The aim of the article is to analyze the principle of the student orientation in the selected concepts of foreign language teaching. The publication is based on the result of observation of several entities performing teaching English to young learners combined with the result of academic discussions about the early school education. Another aim of the article is to review authors’ achievements in the field of foreign languages teaching and quality management. The study has shown that thanks to a well-qualified staff employed, integrated education can be introduced at the very early stage. In turn, the easy access to a variety of technical means allows the use of multiple senses teaching concept. In the article the interdisciplinary nature of pro-quality problems has been shown. Meeting the requirements of stakeholders at the expected level in any area of human activity, allows to introduce the tools and ideas prevalent in quality management.

Dokonano próby rozpoznania i typologii przykładowych innowacji na uczelni, ukierunkowanych na kształtowanie zachowań organizacyjnych, komunikacji ze studentem i otoczeniem, a także w samym przedmiocie i sposobie świadczenia usługi edukacyjnej.

In this article, there were terms describing the phenomenon of innovativeness in industry and services examined. On that basis there were contingents of innovativeness in educational services as well as features of innovative university formulated. The extent of innovations at the university was shown, aimed at the development of organizational behavior, communication with the student and the environment, as well as the subject and the method of the provision of educational services.

We are living in a society in which services are characterized by great expansion, mobility and adaptability to market requirements. The purpose of this article is to present the necessity of adapting educational services, namely those in the sphere of higher education, to the labour market and in particular the manner in which the requirements of the labour market are currently well understood and fulfilled by universities. The most accessible and effective way to start the process of correlating students’ skills with market requirements is to facilitate internships for students at the employers. This research has been carried out among the students in the fields of economics at the “1 Decembrie 1918” University of Alba Iulia, following the completion of their last internship (July 2013) and among the economic operators, partners in the completion of internships.

Żyjemy w społeczeństwie, w którym usługi charakteryzują się dużą ekspansją, mobilnością i zdolnością adaptacji do wymagań rynku. Celem niniejszego artykułu jest przedstawienie konieczności dostosowania usług edukacyjnych, czyli tych, w sferze szkolnictwa wyższego, do rynku pracy w szczególności w sposób, w jaki wymogi rynku pracy są obecnie dobrze znane i wypełniane przez uczelnie wyższe. Najbardziej dostępnym i skutecznym sposobem, aby rozpocząć proces korelowania umiejętności studentów z wymogami rynku jest ułatwienie studentom staży u pracodawców. Niniejsze badanie przeprowadzone zostało wśród studentów w dziedzinie ekonomii na Uniwersytecie „1 Decembrie 1918” w Alba Iulia, po zakończeniu ich ostatniego stażu (lipiec 2013 r.) i wśród podmiotów gospodarczych, partnerów w realizacji staży.

Przedmiotem artykułu jest identyfikacja oraz analiza luk jakości w typowej jednostce akademickiej świadczącej usługi edukacyjne. Dla trafnego zdiagnozowania luk przeprowadzono analizę dorobku literatury w zakresie luk jakości oraz w zakresie jakości usług szkolnictwa wyższego. Zidentyfikowano jedenaście luk jakości, jest to jedenaście miejsc, gdzie następuje utrata jakości rozumianej jako różnica pomiędzy oczekiwaniami klientów a ich realizacją. Usługi edukacyjne szkolnictwa wyższego charakteryzują się dużą trudnością w określeniu oczekiwań klientów, ale pomimo to podejście do zarządzania jakością na zasadzie luk jakości okazuje się ciekawe i może ono służyć pomocą w zarządzaniu uczelnią.

This paper aims to the quality gaps identification and analyses in the field of higher education services. For better results the careful literature outcome review was conducted regarding the quality gaps and high education services quality. The eleven quality gaps were identified. These are the eleven points where the service quality is lost; the service quality defined as the gap between customers' expectations and performance. There is the difficult in customers' expectations identification and interpretation, but still the approach basing on quality gaps appears as interesting, and potentially useful in management of a university.

Culture decides to a great extent about a success or a failure of an organization. The existing systems of cultural dimensions make its identification easier. The article considers the dimension of the distance of power. Both small and big distance of power influence the functioning of educational organizations. It seems, however, that a small distance of power is more favourable than the big one for the quality of educational services.

Kultura w dużym stopniu decyduje o sukcesie lub porażce organizacji. Jej identyfikację ułatwiają istniejące systemy wymiarów kulturowych. W artykule zajęto się wymiarem dystansu władzy. Zarówno mały jak i duży dystans władzy wpływają na funkcjonowanie organizacji edukacyjnych. Wydaje się jednak, że mały dystans władzy korzystniej niż duży rokuje jakości usług edukacyjnych.

The article deals with basic issues concerning education quality in the university and college education standards. This problem has been for several years one of the basic trends in the Ministry's of Education and academic environment's works, included in university and college education reform. After initial doubts, an opinion is more commonly spread that the quality systems are not to be avoided and although they are troublesome and time consuming but necessary and useful. The article presents synthetically the background, conditions and idea of education quality systems, including mainly accreditation and the directions of their implementation in Poland. On this background the idea of their basic components has been explained: education quality management system, students' evaluation point system and transferring credit points (achievements). The article explains the elements and criteria of evaluation correctness for internal university quality evaluation system and principles of the students' evaluation point system, including the most often applied principles of allocating points to subjects (courses). The author claims that in the close perspective of Poland's integration with the European Union it is crucial to exchange students on a national and international scale. It is necessary to introduce the achievement transfer system so that Polish universities could participate in this exchange. Therefore the article stresses the idea of European transfer achievement system. The article finishes with the conclusions that signal the scope of necessary changes, the introduction of which is necessary in Polish universities in the near future.
