W artykule przedstawiono koncepcyjny zarys budowy modelu zintegrowanej ochrony urbanistycznego dziedzictwa kultury. Wprowadzając tę kategorię pojęciową autor artykułuje specyfikę badań nad modelowaniem ochrony miejskiego dziedzictwa kulturowego prowadzonych z perspektywy dyscypliny naukowej: architektura i urbanistyka. Podkreśla też rangę problemów wynikających z braku odpowiednich powiązań między doktryną konserwatorską a teoriami wyjaśniającymi strukturalne zmiany w przestrzeni miejskiej. Istotną cechą prezentowanego tu modelu SAS (akronim od: Strategie – Aktorzy – Struktury) jest myślenie kategoriami „konstrukcji urbanistycznej”. Oznacza to, że: 1) wartości miejskiego środowiska zabytkowego należy odnosić do „architektury miasta” (pojmowanej jak u A. Rossiego); 2) ten rodzaj interpretowania urbanistycznych wartości dziedzictwa stanowi dobry punkt wyjścia dla strategii budowania formy urbanistycznej. Mowa tu o zasadach tzw. „urbanistyki strategicznej” oraz postulacie otwarcia polityk konserwatorskich, i innych narzędzi urbanistycznych regulacji, na strategie projektowe zawierające pierwiastki twórczej interpretacji kulturowych wartości dziedzictwa.

In this paper a conceptual outline of the decision making model for the protection of urbanistic cultural heritage is presented. Introducing this category the author articulates the specifi city of the research area on modelling the protection of urban cultural heritage viewed from the perspective of academic discipline: architecture and urbanism. The point of departure for this consideration is the problem of insuffi cient logical connections between the conservation doctrines and theories of structural changes in urban space. The key assumption of the SAS model (acronym from: Strategies – Actors – Structures) is that thinking in terms of “urbanistic construction” opens up new chances for integrated protection of urban cultural heritage. This implies that: 1) values of urban cultural heritage should be linked with the “architecture of the city” (as defi ned by A. Rossi); 2) this approach to the interpretation of urban cultural heritage should also be linked with the strategies of building urban form. This, in turn, refers to the principles of “strategic urbanism” and conservation policies, as well as other spatial policies, to architectural and urban design strategies having the elements of the creative interpretation of cultural heritage values.

Kryterium bezpieczeństwa w urbanistyce współczesnej

Artykuł jest próbą wykładni pojęcia bezpieczeństwo – fundamentalnej kategorii w teoriach i ideologiach urbanistycznych oraz podstawowe kryterium oceny poprawności decyzji podejmowanych w ramach procedur planowania i projektowania urbanistycznego. Omówiono wpływ tego kryterium na miejskie i metropolitalne polityki przestrzenne. Przedmiotem rozważań autora jest wspólny obszar trzech pól tematycznych nazwanych tu umownie jako: 1) sztuka budowania bezpiecznego miasta, 2) kryterium bezpieczeństwa w teoriach i ideologiach urbanistycznych i 3) bezpieczeństwo w strategiach i politykach rozwoju. Autor określa przyjęte przez siebie podejście mianem urbanistyki strategicznej. Oznacza to, że akcent analiz i założeń koncepcyjnych położony jest na współzależności między strukturalnymi konsekwencjami strategii urbanistycznych i strategicznymi aspektami strukturalnych uwarunkowań rozwoju miejskiego i metropolitalnego.

In this paper term: safety is discussed as a fundamental category of urban theories and ideologies as well as decision making criterion under the framework of urban design and urban planning procedures. A significance of this criterion for the assessment of strategies developed for urban and metropolitan structures is also described. The scope of the author’s considerations is a common field of three thematic areas of urbanism: 1) the art of building safe city, 2) criterion of safety in urban theories and ideologies, 3) the issue of safety in urban strategies and policies. The approach adopted by the author is called here as strategic urbanism. Characteristic feature of this perspective is that in urban analysis and basic conceptual assumptions an emphasize is put on mutual relations between structural consequences of urban strategies and strategic aspects of structural preconditions of urban and metropolitan development.

Jest to próba usystematyzowania problemów rewitalizacji terenów poprzemysłowych w ujęciu urbanistyki strategicznej. Wiąże ono racjonalność strategii z jej wpływem na logikę struktury. Oznacza to, że w tego rodzaju strategicznym procesie decyzyjnym akcentuje się znaczenie pytań o strukturalne uwarunkowania strategii i strategiczne uwarunkowania działań poprawiających formę przestrzenną przez wzmocnienie powiązań strukturalnych i miejsc węzłowych. Zasady urbanistyki strategicznej objaśniono na tle trzech podejść, które interpretują ideę ładu przestrzennego w sposób "klasyczny", "innowacyjny" i "pragmatyczny". Rozważając potencjalne związki między projektami rewitalizacji a porządkowaniem formy przestrzennej miasta wyróżniono podstawowe rodzaje strategii urbanistycznych sektora publicznego i cztery główne typy sytuacji strategicznych.

This is an attempt to systematize urban revitalization problems characteristic for post–industrial areas from the perspective of strategic urbanism. In this approach, the rationality of urban revitalization strategy is attached to its impact on the logic of urban structure. It implies that this strategic decision making process focuses on the structural framework of strategy and strategic setting / situation of actions taken to improve urban form by strengthening structural linkages and the nodes of activity. The principles of strategic urbanism are explained in the context of three concepts of spatial order. They are labelled as "classic", "innovative" and "pragmatic" approaches. Discussing potential relations between revitalization projects and the order of spatial form, basic types of public urban strategies were distinguished and four types of strategic situations with regard to spatial structure.
