KienGiang province of Vietnam is the west coast of Mekong Delta, Vietnam where RachGia city is the provincial capital. In recent years due to impacts of climate change and extreme weather, the city’s urban infrastructure has been affected by saline intrusion, flooding, collapsed house, etc. Modeling remote sensing is useful to determine rainfall. Climatic factors are affected by temperature, wind, rain, drought that people feel comfortable or not comfortable in the area because the planning and management are not well. The application of Geographic Information System (GIS) technology has supported the method such as analysis, overlap the urban infrastructure and climate change impacts layers to produce the assessment that will support urban management. The objectives of this study is to assess the impact of climate change on some of RachGia’s infrastructures through the analysis of a number of thematic maps created from GIS Database. The database will be used by local agencies in urban management and development which take into account the climate change.

Transport is a considerable source of pollution in cities. The social impacts of transport activities result from emissions of pollutants, greenhouse gases, and noise, as well as traffic accidents. Not every urban investment that reduces such ‘external’ effects of transport will be found acceptable by the public. In order to assess and communicate the social impacts of investments, it is necessary to calculate external costs appropriately. This article discusses issues with estimating the social costs and benefits of transport-related investments in cities. The article also provides a classification of social benefits from urban transport investments and proposes a general methodology for estimating such benefits. Due to the versatility of urban investments, there can be no single, universal method. The article proposes methods for analysing social costs and benefits on the basis of two sample urban investments.

The study aims to assess transport systems in terms of ISO 37120 indicators in selected European cities. Using the principal components analysis, the research identified significantly correlated variables associated with urban transport. Three principal components explained almost 87% of input data variability. The first principal component was mainly related to transportation fatalities, the second component — to the length of bicycle paths, and the third component — to the length of the network used by light passenger public transport. A strong correlation was found between the length of high capacity public transport and transportation fatalities. Furthermore, the analysis proved that the Aalter transport system was an outlier. The paper concludes by identifying several recommendations on the improvement of urban transport management and the development of low-carbon mobility systems.

Internet of things technology is a key driver to build smart city infrastructure. The potentials for urban management problems which require process control and allocation mechanisms has long been acknowledged. However, up to now the potentials of equipping urban objects with sensors, information processing capability, and actuators to enable adaptation to pedestrians' individual needs is exploited only hardly. The objective of our research is to design smart urban objects that enhance usability and safety of the urban space for pedestrians. Therefore, we report on our conceptual design for an internet of things platform which connects the novel smart urban object adaptive park bench with an innovative adaptive light system to actively support pedestrians in the urban environment, in particular to enhance participation for senior citizens with handicaps.

Artykuł podejmuje zagadnienia z dziedziny logistyki miejskiej, przedstawiając wybrane elementy zarządzania przepływami na terenach zurbanizowanych. Opierając się na przykładach aglomeracji: Singapuru, Kopenhagi, Drezna, Zurychu, Bremy oraz Karlsruhe, analizowany będzie wpływ realizowanych w owych miastach sposobów zarządzania przepływami, na logistycznych interesariuszy. Na pracę składa się: analiza miejskiego myta jako kosztowego narzędzia służącego zmianie nawyków transportowych, analiza długofalowego planu urbanizacji będącego narzędziem zapobiegania problemowi kongestii transportowej, omówienie przykładów zwiększenia funkcjonalności tramwajów jako środka transportu pasażerskiego i towarowego oraz analiza sposobów poprawy efektywności transportowej poprzez kooperację między interesariuszami.

Article take issues of urban logistics. Article presenting selected elementsof flow management in urban areas. Based on the examples of agglomeration: Singapore, Copenhagen, Dresden, Zurich, Bremen and Karlsruhe, article analyzed the impact for logistics stakecholders was created by realized in these cities ways of flow management. The article consists of: analysis of roads tolls as cost tool to change travel behavior; analysis of the long-term plan as a tool for the prevention of urban congestio; presentation of an increase in the functionality of trams as a means of passenger and freight transport; and analysis of ways to improve transport efficiency through cooperation between stakeholders.

Zarządzanie rozwojem miasta jest problemem wielowymiarowym oraz interdyscyplinarnym. Wiąże ze sobą wiele dziedzin nauki, a także mnogość mechanizmów o wielkim stopniu złożoności. Planowanie rozwoju wymaga w warunkach gospodarki rynkowej nowych technik przewidywania i programowania zmian oraz specyficznego otoczenia instytucjonalnego. Zarządzanie rozwojem przestrzeni zurbanizowanych powinno bazować na instrumentach dostępnych współcześnie władzom publicznym, a także w pewien sposób wyznaczających kierunki rozwoju gospodarczego, społecznego, przestrzennego, kulturowego oraz środowiskowego.

The processes taking place in today’s economy are determined by two main phenomena: globalization and metropolisation. With these phenomena is related the general trend of increasing importance of knowledge, innovation, technology, which could be described as a wide perspective of creativity. This implies the need for new management tools metropolitan centers. Contemporary processes of economic and spatial pose to urban managers the challenges. This implies the need to adapt to the inevitable changes, as well as reaching out for new solutions to achieve or maintain an effective socio-economic development. In this paper author’ve made an attempt to analysis and verify the tools for managing of metropolitan centers with a focus on common problems of big cities, which can impinge on the quality, style and character of public management. Urban development policy plays an important role in developing the potential of the metropolis, and therefore author turned special attention in this article on the potential for overcoming barriers to development and exploitation of its resources to the success of the city.

In order to define databases and computer tools supporting the planning and spatial management process, analysis of various conditions is needed. The paper, focusing on the most important ones, presents the following elements: 1.analysis of development of the spatial planning process, of requirements of progressing e-administration and evolution of information society, 2 consequences of the past . problems resulting from the necessity of operating on plans processed in different technologies, 3 requirements resulting from different ways of using the local plan (as a legal document and as basic instrument of spatial management in the commune). In consequence, alternative methods of recording plans and techniques of making their content accessible to different groups of users were proposed. The list of GIS-based computer tools assisting various tasks of spatial management related to the instrument of local plan was formulated. Some of the tools deal with monitoring and management of plan elaboration, others support the process of plan elaboration (analyses, modelling and plan recording) or the process of plan realization. The paper presents examples of such instruments implemented in Wroclaw, their functionality and basic technical solutions. Among them, there are solutions which have been developed for several years, as well as new ones being implemented at present. All of them are integrated with Wroclaw Urban Spatial Information System (WPSIP). The need to support planning and spatial management has basic influence on planned directions of evolution of the urban spatial information systems. We can observe again the double character of supported tasks: these connected with administrative procedures and those related with planning, analyses and decision making. The requirement to conduct reliable analyses influences detailed requirements concerning particular data resources., These data resources include, among others: 4 municipal registers (and related databases): register of local plans, registers of decisions and applications, 5 reference datasets received from outside or collected by the city (address database), 6 systematically updated data of the state of the city and environment (orthophoto, 3D model), 7 registers of objects and areas protected, other registers and thematic bases run by external organizations or in cooperation with the city, 8 information about different urban systems, their current condition and plans of future development. Some of these requirements and attempts to cope with them are presented on examples of WPSIP data.

Mimo widocznej ewolucji pojawiających się w Polsce komputerowych narzędzi wspomagających opracowywanie miejscowych planów zagospodarowania przestrzennego, rozwiązania te nie nadążają za przewidywanymi potrzebami. Rozwój procesu planowania, w tym potrzeby efektywnej współpracy uczestników tego procesu, wymagają nowych funkcji systemów GIS i narzędzi komunikacji. Interesujące przykłady takich narzędzi i ich zastosowań są prezentowane w internecie. Również w sytuacji, gdy brak miejskiego zintegrowanego SIP, a podstawy prawne planowania przestrzennego podlegają zmianom, istnieje potrzeba i możliwość wspomagania planowania i gospodarki przestrzennej miasta technikami GIS. Prace takie są prowadzone m.in. w Biurze Rozwoju Wrocławia. Najnowsza aplikacja, oparta na intranetowym serwerze map, powstała w odpowiedzi na potrzebę bezpośredniego dostępu w ramach Urzędu Miejskiego Wrocławia do aktualnej bazy opracowań planistycznych.

In spite of visible evolution of computerised tools supporting the process of drawing up local spatial development plans in Poland, these solutions do not keep up with the expected needs. Further development of planning process, including the need of effective cooperation among the participants of the process, require new functions of GIS systems and communication tools. Interesting examples of such solutions and their applications are presented in Internet. As there is no integrated urban spatial information system and legal basis for spatial planning undergo transformation, there is a strong need and an opportunity to support planning and spatial development of the city by GIS techniques. Such works are carried out in the Wrocław Development Office. The latest application, based on Intranet Server Map, was developed in response to the need of the Municipality of Wroc3aw for direct access to the database of physical plans.
