Artykuł podejmuje problem zabezpieczenia miasta Nysy przed skutkami powodzi. Nysa była miastem poszkodowanym w czasie powodzi w 1997 roku. W historii miasta powódź powtarzała się wielokrotnie. Studium Uwarunkowań i Kierunków Zagospodarowania Przestrzennego Gminy z 2009 roku przewiduje rezerwę terenu dla kanału obiegowego. Powstaje nowy, miejscowy plan zagospodarowania przestrzennego dla kanału ulgi. Jednak przebieg kanału znacznie ogranicza rozwój miasta, stwarza problemy wywłaszczeń, prowadzi do konieczności budowy nowych mostów, dezorganizuje przestrzeń. W artykule przedstawiono alternatywę dla kanału ulgi w postaci podziemnego tunelu. Koncepcja pozwala uniknąć ww. uciążliwości oraz zachować harmonijny rozwój przestrzenny miasta.

This article discusses the problem of protecting the city of Nysa against the effects of floods. Nysa was affected during a flood in 1997. Throughout the city's history flooding has occurred repeatedly. The Study of Conditions and Directions of the Spatial Planning of the Municipality from 2009 proposes a reserve area for a relief channel. A new local land use plan is being considered for this purpose. However, the course of the channel curbs city development, creates problems for expropriations, requires construction of new bridges, and disrupts land usage. The article presents an alternative to a relief channel - an underground tunnel. This concept detours the nuisances mentioned above and preserves the harmonious spatial development of the city.

W artykule podjęto problem zabezpieczenia miasta Nysy przed skutkami powodzi. Nysa była miastem poszkodowanym w czasie powodzi w 1997 roku. W historii miasta powódź powtarzała się wielokrotnie. W artykule przedstawiono alternatywę dla kanału ulgi w postaci podziemnego tunelu. Koncepcja pozwala uniknąć ww. uciążliwości oraz zachować harmonijny rozwój przestrzenny miasta.

The article is taking the problem of protecting Nysa city against the effects of a flood. Nysa was aggrieved during the flood in 1997. In the history of the city the flood repeated itself repeatedly. The Study of Conditions and Directions of the Spatial Planning of the Commune from 2009 predicts the reserve of the area for the widespread channel. A new, local land use plan is arising for the relief channel. However the course of the channel is curbing the development of the city, creates problems of expropriations, leads need of the construction of new bridges, disrupts the space. The article presents an alternative to the channel of relief – the underground tunnel. The concept lets avoid the nuisance mentioned above and preserve the harmonious spatial development of the city.
