Impact of the Vietnam – EAEU FTA on the trade between Vietnam and Eurasian Economic Union

This study uses a structural gravity model of trade to examine the impact of the Vietnam - Eurasian Economic Union free trade agreement (FTA Vietnam - EAEU) on exports and imports between Vietnam and its member countries before and after the agreement. The model is tested on a sample of industry-level panel data from 2001 to 2019, the author estimates the fixed-effects model (FEM) in the country - paired with the number of observations obtained is 5,386 observations forming a repeat sample, unbalanced. The paper also performs Pseudo Poisson maximum likelihood estimation (PPML) is also applied to solve the zero trade issue and the presence of heteroskedasticity. The results indicate that the agreement leads to "trade creation", import and export turnover increases compared to before the agreement. The authors propose that the two sides need to boost to produce and export the comparative advantage products in order to seize preferential treatment from the agreement without affecting competition and complementing each other.

W czerwcu 2019 r. Unia Europejska osiągnęła porozumienie polityczne w sprawie umowy o wolnym handlu z Mercosurem – wiodącym producentem i eksporterem żywności na świecie. Celem artykułu jest analiza handlu rolno-spożywczego Polski z krajami Mercosur oraz ocena wpływu umowy na polskich producentów żywności. Z przeprowadzonej analizy wynika, że obniżenie poziomu ochrony celnej może skutkować pogłębieniem polskiego deficytu w handlu produktami rolno-spożywczymi z Mercosurem. Największe obawy o utratę przewag konkurencyjnych na rzecz dostawców z krajów Wspólnego Rynku Południa mogą przejawiać polscy producenci wołowiny oraz mięsa drobiowego. Ograniczone możliwości wzrostu eksportu do krajów Mercosur mogą mieć natomiast producenci niektórych przetworów spożywczych, takich jak: wyroby czekoladowe, produkty mleczne oraz napoje alkoholowe.

In June 2019, the European Union reached a political agreement on a free trade agreement with Mercosur states – a leading food producer and exporter in the world. The aim of the article is to analyze Poland’s agri-food trade with Mercosur and assess the impact of a trade agreement on the Polish food producers. The analysis shows that the reduction of customs protection may result in an increase in the deficit in Polish trade in agri-food products with Mercosur. Polish beef and poultry meat producers may be the most concerned about the loss of competitive advantage. On the other hand, producers of certain food products, such as chocolate products, dairy products and alcoholic beverages, may have limited growth in exports to Mercosur countries.
