Content available BIM Policy in Eastern Europe
EN
The European Union in the Industry 5.0 proposal encourages technological transformation. ICT Information and Communications Technology, which for the AEC industry are BIM and Digital Twin is appreciated, but also innovative and variable over time. Therefore publications like this, which verify the validity of information are important. Global BIM policy analysis can be valuable for stakeholders of the investment process, policymakers, researchers. The authors performed a scientific analysis on an extensive database of articles (over 20,000) as well as national regulations (in non-English languages). BIM mandatory in public investments depicted on the map, also charts showing other indicators. In Eastern Europe has been observed a small scale (22%) of planned BIM requirements. Czech Republic plans BIM mandate on public investments for project above the EU threshold. The Polish road map proposes MacroBIM for risky or complicated, public investments with budget exceeding EUR 10 million since 2025 and for all since 2025. Comparing with other indicators the Czech Republic and Poland have high GDP per capita and percentage of the industrial sector (including construction) in GDP value added. Poland is classified also as a developed market within the global equity indices. This may have an impact on digital transformation, which is a demanding project due to investment costs. Bulgaria did not include a BIM mandate in its digital transformations plan. Due to the Industry 5,0 and the positive results from case studies of countries that have already applied BIM mandatory introducing BIM requirements in public procurements should be motivated and supported.

The year 2022 marks half a century since the establishment of HYDRO Bank. It is one of the most important components of the data processing system used by Polish Geological Institute which performs the duties of the state geological and hydrogeological survey. Since its conception in 1972, HYDRO Bank has been using information technology systems. Over the following years, teams of employees repeatedly modernized, expanded and updated the hydrogeological database. The information contained in the database is the basic source of data used for domestic studies in the fields of hydrogeology, cartography, environmental protection and government administration. There is another modernization planned for the upcoming years, along with continuous updates and increase in number of the collected data.

In the context of the strong outbreak of the Covid-19 pandemic leading to increasing social distancing, it is difficult for businesses to access the labor market. Therefore, it is necessary to create a connection channel between the employer and the labor supplier. That helps to adapt to the context of the Covid-19 pandemic, while also taking advantage of the achievements from the Industrial Revolution 4.0. The development of a training model that connects human resource trainers with human resource users who are businesses is considered an important requirement in the context of the Covid-19 pandemic. The university-enterprise model demonstrates active cooperation and has a profound impact on teaching and scientific research activities in universities. Since then, constantly improving the quality of training to create labor products that meet the rigorous needs of enterprises. This study uses exploratory factor analysis methods to screen observations to analyze, evaluate and draw conclusions about the formation of a university-enterprise linkage model. Thereby helping to create a bridge in cooperation between universities and businesses. On that basis, propose solutions to promote cooperation between universities and businesses in the current Vietnamese conditions, contributing to creating high-quality labor for society, meeting the needs of digital businesses.

An important task of the Polish Geological Institute - National Research Institute (PGI-NRI) acting as the Polish Hydrogeological Survey (PHS) is to collect hydrogeological data and information for the entire country. Hydrogeological databases contain information on hydrogeological conditions, groundwater resources, and groundwater monitoring results in terms of chemical and quantitative status, which together form the PHS data processing system. Input data of databases are: results of cartographic works, information from hydrogeological documentations, data produced by other institutions and users, as well as results of research conducted in the groundwater monitoring network. The article presents the characteristics of hydrogeological databases that constitute the basis for the implementation of the main tasks of the PHS, which is the recognition, balancing and protection of groundwater in the country. The information contained in the hydrogeological databases kept by PGI-NRI is made available on request, in accordance with regulations. The main recipients of this data are government and local administration, companies commissioned by government or local administration, as well as universities and research institutes.
