Although they are regarded as low mision sources,local coal-fired boilers create serious nuisane the nearby inhabitants.If these boilers are not replaced by us-fired units,air pollution will increase.Since the municiplities suffer from budget cuts,the replacement of coal-find bilers will proceed stepwise,priority being given to the most nuant boiler rooms.The author proposed a method of determing the cost-effectivenessfactors the substitution of gasloiles for the coal-fired units.
