Artykuł dotyczy oceny stanu infrastruktury i utrzymania ruchu w przedsiębiorstwach transportowych, jako kryterium wstępnego do ustalenia gotowości przedsiębiorstwa do wdrażania transportowego systemu jakości. Stan infrastruktury jest jednym z wielu czynników determinujących powodzenie takiego wdrożenia jak np. poziom technologii, stopień zaawansowania usług, ład techniczny i organizacyjny czy innowacyjność technologiczna. Od pozytywnej oceny takiego czynnika zależy, czy w przedsiębiorstwie istnieje realna możliwość funkcjonowania skutecznego systemu jakości, lub czy istnieją przesłanki do powstrzymania i uprzedniego dostosowania warunków przedsiębiorstwa. W artykule zawarto wyniki dowodzenia apagogicznego w grupie przedsiębiorstw transportowych. Zestawiono ze sobą zebrane podczas badań negatywne cechy działania przedsiębiorstw oraz przyporządkowano im zaistniałe w związku z nimi konsekwencje w obszarze zarządzaniajakością. W wyniku badań ustalono, co stanowi infrastrukturalne bariery dla skutecznego wdrażania transportowego systemu jakości. Na tej podstawie opracowano charakterystykę trzech poziomów gotowości do wdrożenia. Poziom pierwszy jest sprzyjający, czyli występuje wtedy, gdy stan infrastruktury w przedsiębiorstwie pozwala na skuteczne zarządzanie jakością. Poziom drugi tzw. obojętny wyszczególnia się wtedy, gdy nie wszystkie składniki infrastruktury są w pełni odpowiednie do zaspokojenia wymagań klientów. Poziom trzeci tzw. utrudniający oznacza, że infrastruktura przedsiębiorstwa jest niewystarczająca, aby poprawnie przeprowadzać usługi transportowe. Ocena przedsiębiorstwa na jednym z trzech omówionych poziomów pozwala przedsiębiorcy zdecydować, czy są przesłanki do wdrożenia transportowego systemu jakości, lub czy należy wcześniej podjąć działania dostosowawcze.

The article is dealing with assessment the state of the infrastructure and maintenance in the transport enterprises. This is the initial criterion to determine the readiness of companies to implement a transport quality management system. The state of infrastructure is one of many factors determining the success of this implementation such as level of technology, degree of advancement of services, technical and organizational order or technological innovation. Assessment of such factor says that there is a real possibility of having an efficient quality system or there are reasons to stop and prior adjust the conditions. The article contains the results of apagogic command in the group of transport companies. Collected during the research negative aspects of activities have been summarized and their implications in the field of quality management have been assigned. As a result, it has been established what are the infrastructural barriers to the effective implementation of the transport quality management system. On this basis, the characteristics of three levels of the readiness for implementation was developed. The first level is favorable, when the state of infrastructure in the enterprise allows for effective quality management. The second level so called "neutral" is specified if not all components of infrastructure are fully adequate to meet customer requirements. The third level so called "hindering" means that the infrastructure of the company is insufficient to properly carry out transport services. Assessment of the company at one of three discussed levels allows the entrepreneur to decide whether there are grounds for the implementation of the transport quality management system or it should be performed earlier adaptation.
