HUBs as a key tool for improving the quality of the service and development of multimodal passenger traffic

This article stresses the need to develop multimodal passenger transport. Particular attention is paid to the construction of HUBs based on railway stations. HUB is the transport interchange node, passenger complex, which redistributes passenger flows between transport modes and directions. They allow to optimize transportation processes, as well as to create an infrastructure for convenient and fast passenger transfer between different transport modes. The preconditions for creating organizational conditions to ensure the sustainable development of the passenger railway transport sector are outlined. In the near future, combined passenger transport with the participation of several modes of transport will attract tourists from around the world. The authors’ concept of the term “passenger comfort zone” is proposed, which takes into account all the needs of modern tourists. The mechanism of multimodal transportations of passengers by railway transport in interaction with other participants of the servicing process is presented. A model of institutional support for the development of multimodal passenger railway transport is proposed to create conditions for integrated transport services for passengers by the passenger railway transport complex. The expediency of forming a system of railway passenger HUBs in Ukraine is vital to attracting investments to improve transport and tourism infrastructure, as well as to roll stock and a range of services for the benefit of all stakeholders in the transport sector (e.g., the state, investors, and passengers).

Turystyka jest jedną z kluczowych gałęzi gospodarki światowej, jednocześnie turyści stają się coraz częściej obiektem ataków terrorystycznych oraz innych, niebezpiecznych zdarzeń. Zdarzenia te mają miejsce zarówno w miejscu pobytu turystów, jak i w środkach transportu. Artykuł podejmuje próbę identyfikacji kluczowych zjawisk w sferze gospodarki i zachowań konsumenckich, będących wynikiem zaburzenia bezpieczeństwa w transporcie turystycznym. Rozważania oparte są na analizie literatury tematu oraz na analizie dwóch przypadków – zamachów terrorystycznych skierowanych w transport turystyczny, których dotyczą przywołane dane statystyczne, raporty i artykuły internetowe. W oparciu o zebrane informacje, zostają wskazane zaobserwowane skutki tych zdarzeń oraz działania podejmowane w celu zminimalizowania ich negatywnych efektów, jak również reakcje turystów. Przeprowadzona analiza wskazuje, że kluczowym działaniem podejmowanym przez rządy państw dotkniętych atakami terrorystycznymi oraz przez kraje pochodzenia turystów, jest przywrócenie bezpieczeństwa (w tym również komunikowanie tego faktu szerokiej publiczności), a także wspieranie lokalnej gospodarki turystycznej poprzez różne inicjatywy. Wśród turystów wskazać można na różnorodne zachowania, w tym na brak poczucia zagrożenia.

Tourism is a leading industry on the global market, at the same time tourists are becoming more and more targeted by terrorist attacks and other dangerous events. Security events occur at destinations and in transportation services (transport facilities and means of transport). The article main purpose is to identify the effects of security disruption in travel. These effects are observed in the field of economic performance of the travel industry and in consumer behaviour. The methods used are literature review, statistical data analysis and analysis of reports and articles concerning two case studies (terrorist attacks aimed at tourists). The results show the most important actions undertaken by governments and reactions among tourists. Governments of receiving and sending countries concentrate on resuming high security levels and supporting local business. Tourists react in different ways: from cancelling their vacations to travelling to risky destinations.

Transport, zarówno w rozumieniu infrastruktury, jak i usług transportowych, jest niezbędnym warunkiem sprawnej obsługi ruchu turystycznego. Wszystkie gałęzie transportu pasażerskiego znajdują zastosowanie w przemieszczeniach turystycznych, zaś struktura gałęziowa przejazdów w celach turystycznych w danym regionie zależna jest przede wszystkim od uwarunkowań historycznych i geograficznych. Jedną z gałęzi transportu o znaczącej roli w obsłudze ruchu turystycznego jest transport kolejowy. Nowe realia gospodarcze wyznaczyły kolejom wąskotorowym nową rolę i szanse rozwoju jako element wspierający lub budujący produkt turystyczny. Celem niniejszego artykułu jest ocena roli kolei wąskotorowej jako atrakcji turystycznej w wybranych rejonach Polski, przedstawienie form organizacyjno-prawnych jej funkcjonowania oraz kierunków rozwoju.

Transport, both in terms of infrastructure and transport services, is a prerequisite for efficient tourist services. All passenger transport modes are used in tourism, while modal structure of trips for tourism purposes in a given region depends primarily on the historical and geographical determinants. One of the transport modes important for tourism are railways. New economic realities have set a new role and development opportunities for narrow gauge railways to support or even create tourism products. The objective of this article is to assess the role of narrow-gauge railways as a tourist attraction in selected Polish regions, to provide organisational and legal forms for its operation and development directions.
