Impact of external factors on demand and supply in air transport in 2020-2021

The efficient functioning of the air transport system depends on many external factors, such as weather, economic crises, and epidemiological threats. Air operations performed in 2020-2021 at FIR Warszawa were analyzed and compared to 2019. A significant decrease in take-offs and landings was shown. The stability of the transport offer is one of the pillars of the high demand for transport services. Therefore, the legal regulations introduced at that time have been analyzed. Then their impact on the demand and the supply in the aviation market has been assessed. The destructive influence of the activities undertaken in this period on aviation has been demonstrated. Inductive inference on FIR Warszawa data has been carried out. The conclusions have been drawn. Statistics of domestic and international take-offs and landings for regular and non-scheduled flights in Poland in 2019-2021 have been presented. Statistical methods were used to achieve the goal. The analysis of legal acts, regulations, and documents introduced for regulating air operations in the analyzed years, as well as deductive and inductive reasoning, let to indicate and question the legitimacy of the actions taken in this area at that time. The conclusions confirm the thesis by Willie Walsh, former president of the International Airlines Group (IAG), that uncoordinated transport restrictions implemented separately by European countries have created uncertainty in potential passengers and led to losses and deficiencies in bookings in the aviation industry.

Sprawne funkcjonowanie systemu transportu lotniczego zależy od wielu czynników zewnętrznych jak pogoda, kryzysy gospodarcze, ale także zagrożenia epidemiologiczne. Przeanalizowano wykonane w latach 2020-2021 w FIR Warszawa operacje lotnicze porównując je do roku 2019. Wykazano znaczący spadek wykonanych w czasie startów i lądowań. Stabilność oferty przewozowej stanowi jeden z filarów wysokiego popytu na usługi transportowe [28]. Dlatego przeanalizowano wprowadzone w tym czasie regulacje prawne i oceniono ich wpływ na popyt, ale również na podaż na rynku lotniczym. Wskazano destrukcyjny wpływ podjętych w tym okresie działań na lotnictwo. Przeprowadzono wnioskowanie indukcyjne wykorzystując dane z PAŻP, a następnie wyciągnięto z nich wnioski. Metody: Na podstawie danych z Polskiej Agencji Żeglugi Powietrznej przedstawiono statystkę wykonanych startów i lądowań, krajowych i międzynarodowych dla lotów regularnych i nieregularnych w Polsce w latach 2019-2021. Do realizacji celu wykorzystano metody statystyczne. Analiza aktów prawnych, rozporządzeń i innych dokumentów wprowadzanych w celach regulacji operacji lotniczych w analizowanych latach oraz wnioskowanie dedukcyjne i indukcyjne pozwoliło wskazać oraz podważyć zasadność podjętych działań w tym obszarze. Zaprezentowane wnioski potwierdzają, tezę postawioną przez Willie Walsh, byłego prezesa grupy IAG (International Airlines Group), że nieskoordynowane restrykcje transportowe, wprowadzane oddzielnie przez europejskie państwa ustalenia wzbudzają w potencjalnych pasażerach niepewność, a branży lotniczej przynoszą straty i braki rezerwacji.

This paper discusses key issues concerning the dynamics of container transport development with the use of intermodal solutions against phenomena taking place in transportation systems. It also shows limitations and typical situations which determine the procedure of transport subjects within the confines of realized container transport in logistic supply chains service.

W artykule poruszono kluczowe zagadnienia, odnoszące się do dynamiki rozwoju przewozów kontenerowych przy pomocy rozwiązań intermodalnych na tle zjawisk zachodzących w systemach transportowych. Wskazano też ograniczenia oraz typowe sytuacje, które determinują sposób postępowania podmiotów transportowych w ramach realizowanych przewozów kontenerowych.

Im Artikel wurden ausgewählte Schlüsselfragen in Bezug auf die Dynamik von Container-Transporten mit Hilfe intermodaler Lösungen im Hintergrund der Erscheinungen, die innerhalb von Transportsystemen vorkommen, erörtert. Es wurde dabei auf Einschränkungen und typische Situationen hingewiesen, die die Verfahrensweise von Transportsubjekten im Rahmen des Container-Transportes determinieren.
