The value chain can be defined as a set of all processes and procedures necessary to deliver a product or service to the end-user through various stages of development. A concept of the value chain is essential in the context of transport, as the transport process is usually one of the last elements of the value chain and determines the final value of a product or service offered. In recent years, the domestic and international rail transport market has undergone significant changes, including ongoing globalisation processes, growing importance of international trade, increase in intermodal transport significance, numerous investment outlays in transport infrastructure, means of transport, and the area of rail transport interoperability. All the above-described aspects have an impact on the value chain in transport. This paper presents an analysis of the value chain in transport processes in an aspect of rail transport. Elements of the railway transport organisation process, which affect the entire value chain, were briefly characterised in this article. Moreover, based on statistical data and a literature review, factors that fundamentally impact the efficient organisation of rail transport processes were identified.

Zrównoważony rozwój miasta i jakość życia mieszkańców są uzależnione od funkcjonowania inteligentnego systemu transportu. Przed przystąpieniem do ewolucyjnego wdrażania nowoczesnych rozwiązań występuje potrzeba opracowania strategii dla danej aglomeracji. Praktyczne spostrzeżenia na temat realizacji opracowanych kilka lat temu strategii w wielu miastach wskazują na duże rozbieżności pomiędzy tym, co zwierała ich treść, a tym, co faktycznie zrealizowano. Pomimo tych słabości, które wystąpiły w wielu aglomeracjach miejskich, należy przez pryzmat narzędzia, jakim jest strategia, wytyczyć rozwój jakościowy systemu transportowego miasta - w tym komunikacji zbiorowej.

Sustainable development of a city and the quality of residents' life depend on the operation of an intelligent transport system. Before starting evolutionary implementation of modern solutions it is necessary to develop strategy for a specific conurbation. Practical observations on the implementation of strategies developed a few years ago in many cities show great differences between their contents and the actual effects. Despite those weaknesses, which occurred in numerous conurbations, it is necessary to determine, via a strategy as the tool, the qualitative development of the city transport system, including the public transport.

Artykuł opisuje doświadczenie przeprowadzone przez zespół studentów Wydziału Transportu Politechniki Śląskiej, przy wsparciu merytorycznym kadry Katedry Transportu Kolejowego Wydziału Transportu, związane z wykorzystaniem autorskiego oprzyrządowania pomiarowego opartego o mikrokontroler i specjalnie opracowane oprogramowanie. W ramach realizacji projektu wykonano prototyp urządzenia, a następnie wykonano pomiary wilgotności względnej oraz temperatury powietrza wewnątrz pojazdów i natężenia światła podczas przejazdu. Następnie wyniki badań zostały poddane analizie oraz zestawione z wymaganiami normowymi dla różnych środków transportu.

The paper describes experiments, related to the use of proprietary measuring instruments based on a microcontroller and on specially developed software, carried out by a team of students from the Faculty of Transport of the Silesian University of Technology with the subject-matter support of the staff of the Department of Rail Transport, Faculty of Transport. Under the project implementation a prototype of instrument was made and then measurements of relative humidity and of air temperature inside vehicles and of the light intensity during travelling were made. The results of studies were then analysed and compared with requirements of standards for various means of transport.

W artykule analizie poddano zasadność stosowania tzw. taryfy zerowej jako narzędzia do promocji transportu zbiorowego. Przedstawiono podejście ekonomiczne oraz konieczność identyfikacji popytu i czynników, które wpływają na jego wielkość w kontekście komunikacji publicznej. Szczegółowo opisano także, jaki wpływ na popyt transportu zbiorowego mają koszty, które należy ponieść za przemieszczanie się w przypadku alternatywy: samochód osobowy czy komunikacja zbiorowa.

The paper analyses the legitimacy of so-called zero tariff application as a tool to promote the public transport. An economic attitude has been presented as well as the necessity to identify the demand and factors affecting its size in the context of public transport. It describes also in detail, what is the influence of costs, which should be incurred to move in the case of an alternative: a car or the public transport, on the demand for public transport.

W artykule zaprezentowana została charakterystyka transportu osobowego instytucji centralnych resortu obrony narodowej. W pierwszej części przedstawiono przepisy resortowe regulujące zasady użytkowania pojazdów wojskowych przeznaczonych do przewozu osób. W drugiej części przedstawiona została charakterystyka środków transportu osobowego w Siłach Zbrojnych Rzeczypospolitej Polskiej. W trzeciej części opisano organizację eksploatacji pojazdów wykonujących zadania transportowe na rzecz personelu instytucji centralnych resortu obrony narodowej.

The article discusses the characteristics of passenger transport and the central institutions of the Ministry of National Defence. The first part concerns the departmental regulations regulating the use of military vehicles designed to carry people. The second part concerns the specific means of personal transportation in the Polish Armed Forces. The third part describes the organisation of the operation of vehicles carrying out transport tasks for the staff of the central institutions of the Ministry of National Defence.

In the present study the transport work on collecting routes in "Bulgarian Posts" EAD has been analysed. Routes have been defined, in which a reduction of the transport costs is possible if pre-collected information about the availability of letters in the mailboxes is available. For this purpose, an automated system was created, which can recognise the availability of letters and send notifications. The method and the recognition criterion are described and the critical value of the colour temperature criterion was experimentally obtained. The system was tested with typical envelopes and the results showed that recognition had a 100% success rate.

W artykule przedstawiono najważniejsze wydarzenia w rozwoju komunikacji miejskiej w Warszawie. Zarząd Transportu Miejskiego powołany został 1 stycznia 1992 roku i jest jednym z pierwszych organizatorów komunikacji miejskiej w Polsce, którego zadania od początku były oddzielone od zadań operatora. Autor opisuje rozwój komunikacji miejskiej w stolicy od początku lat 90., wprowadzanie udogodnień oraz kolejne działania związane z polepszaniem jakości komunikacji i rozbudową infrastruktury.

The paper presents the most important events in the development of the urban transport in Warsaw. The Public Transport Authority (ZTM) was established on 1 January 1992 and is one of first public transport organisers in Poland, whose tasks were separated from the operator’s tasks from the very beginning. The author describes the development of public transport in the capital city from the beginning of 1990s, the introduction of conveniences and the subsequent actions related to improvement in the transport quality and expansion of the infrastructure.

Artykuł porusza zagadnienie dopasowania odpowiedniego typu dnia w rozkładzie jazdy do daty kalendarzowej. To skomplikowane zadanie, ponieważ nie tylko wymaga zdefiniowania samej systematyki doboru, ale także dokonywania ręcznego wyboru dla przypadków, które nie należą do ogólnych reguł. Inna oferta przewozowa obowiązuje w okresach zwiększonego popytu, na przykład w roku szkolnym, a inna na przykład w wakacje. Problem stanowią także pojedyncze dni – klasycznym przykładem jest różnica pomiędzy dniami roboczymi oraz wolnymi, ale również inne dni specjalne.

The paper raises the issue of matching appropriate type of day in the timetable with the calendar date. This is a complicated task for the public transport organisers, because it requires not only to define the systematics of selection itself, but also to make a manual choice for the cases, which do not belong to general rules. One transport offer is in force during periods of increased demand, e.g. during a school year, and another one for example during school holidays. Also single days create problems – a classical example is the difference between a working day and a holiday, but also other special days.

Forum Organizatorów Transportu (FOT) jest inicjatywą skupiającą instytucje odpowiedzialne za organizowanie i zarządzanie miejskim transportem zbiorowym. Służy ona wymianie wiedzy i doświadczeń w celu wdrażania dobrych praktyk transportowych. Przedmiotem zainteresowania FOT są wszelkie kwestie dotyczące funkcjonowania, organizacji oraz zarządzania publicznym transportem zbiorowym. Kolejne spotkania uczestników Forum Organizatorów Transportu, w formie konferencji i warsztatów, odbyło się w dniach 4-5 kwietnia w Trzebini oraz w dniach 13-14 czerwca w Rybniku.

The Transport Organisers Forum (FOT) is an initiative gathering institutions responsible for the organisation and management of the urban public transport. It is used for the exchange of knowledge and experience to implement the best transport practices. The FOT’s object of interest comprises all issues related to the operation, organisation and management of the urban public transport. The consecutive meetings of the Transport Organisers Forum, in the form of conferences and workshops, took place on 4-5 April in Trzebinia and on 13-14 June in Rybnik.
