Characteristics of the municipal waste management process in the aspect of work effectiveness examination and means of transport capacity

The article describes road transport operation planning connected with municipal waste transport, and the organisation of mixed municipal waste collection base on the example of convey routes serviced by means of transport owned by service company in Wałcz Municipal in Zachodniopomorskie Province in 2016. The article presents stages of planning and convey processes for transporting municipal waste in road transport in legal, technical and economical terms. They include all legal information relating to road convey of commodities as well as conditions which must be met by the service company that conducts this kind of transport and business activity. Technical and legal characterization of vehicles for transporting municipal waste has been presented as were transport process, technologies and systems. The Authors also analyse work effectiveness based on the drivers working time and elaborate on the optimal routes for municipal service in technological process of municipal waste transport, including all process-related activities. The aim of this article is to present the results of research on the operation of the municipal company Altvater Piła — ENERIS based on the commune of Wałcz it serviced in 2016.

W artykule omówiono proces planowania drogowej operacji transportowej związanej z transportem odpadów komunalnych, a także przedstawiono organizację zbiórki zmieszanych odpadów komunalnych na przykładzie analizy tras przewozowych pokonywanych przez środki transportowe przedsiębiorstwa usługowego w gminie Wałcz w województwie zachodniopomorskim w 2016 roku. Zaprezentowano elementy procesu planistycznego i przewozowego odpadów komunalnych w transporcie drogowym w aspekcie prawnym, technicznym oraz ekonomicznym. Artykuł zawiera wszelkie informacje o wymogach prawnych dotyczących przewozu drogowego rzeczy oraz o warunkach, jakie musi spełniać przedsiębiorstwo usługowe wykonujące tego rodzaju przewozy. Scharakteryzowano pojazdy do przewozu odpadów komunalnych pod względem technicznym i prawnym. Dokonano również charakterystyki procesu transportowego, technologii transportowych, systemów transportowych, wykonano analizę wydajności pracy na podstawie czasu pracy kierowców oraz opracowano optymalne trasy do obsługi gminy w technologicznym procesie przewozowym odpadów komunalnych z uwzględnieniem wszystkich czynności towarzyszących temu procesowi. Celem artykułu jest przedstawienie wyników badań wydajności pracy przedsiębiorstwa komunalnego Altvater Piła — ENERIS na podstawie danych obsługiwanej gminy Wałcz (dane z 2016 r.).

This is the second part of an article concerning allsafe products (first is available in TT 1/2018, pp. 71–86) – it focuses on the planning role in the supply chain and the mechanisms that need to be taken into account during the process of the road transportation. Furthermore, the paper presents the results of an investigation that relates to the proper functioning of the supply chain in the distribution of 12,000 [kg] of strawberries. A weighted average method was used in reference to an analysis of load securing based on the products of three producers with the aim of indicating the safest and most modern way to secure the load in a semi-trailer. Rules of proper load placement and restraint inside the semi-trailer are also addressed, together with a loading plan associated with the analysis of the technical parameters of a semi-trailer and load securing systems.

W drugiej części prezentowanego opracowania (pierwsza dostępna jest w numerze TT 1/2018, s. 71–86) zwrócono uwagę na rolę prawidłowego przebiegu planistycznego łańcucha dostaw analizowanego ładunku w funkcjonowaniu nowoczesnego transportu drogowego. Przedstawiono mechanizmy, jakie muszą być uwzględnione przy organizacji takiego specjalnego przewozu towaru. Zaprezentowano efekty związane z prawidłowym przebiegiem łańcucha dostaw przewozu 12 000 [kg] truskawek. Zastosowano metodę wagową (średniej ważonej), analizując systemy zabezpieczenia ładunków trzech producentów i określając najbezpieczniejszy i najnowocześniejszy sposób zabezpieczenia ładunku w nowoczesnej naczepie ciężarowej dla analizowanego ładunku. Opisano również zasady prawidłowego umieszczenia i zabezpieczenia ładunku na części przewozowej (towarowej) na naczepie drogowej oraz kompleksowy plan załadunku związany z analizą parametrów technicznych dla naczepy ciężarowej oraz systemów zabezpieczenia ładunków.

The appropriate selection of a semi-trailer in food transport is one of the most significant factors related to management in transport companies. Two parts of the paper present research and analytical issues concerning this subject matter (second part available in: TT 2/2018). The description of this logistics problem is initiated with the proper planning of the road transport process, from consignor to recipient. Furthermore, the choice of a modern vehicle and loading system is based on the transportation of fresh strawberries. The first part of the article discusses current legal provisions existing in the European Union and Poland that concern the transport of perishable products. Moreover, the paper presents community law that concerns load restraint, and the choice of a vehicle, which is done by means of weighted-average methodology.

Problem optymalnego doboru odpowiedniej naczepy ciężarowej do przewozu towaru żywnościowego jest jednym z najważniejszych elementów prawidłowego zarządzania przedsiębiorstwem transportowych. Problematykę badawczą i analityczną przedstawiono w dwóch częściach referatu (część druga dostępna w numerze TT 2/2018). Przedstawiono ten ważny problem logistyczny, zaczynając od prawidłowego zaplanowania procesu transportowego rozpoczynającego się u nadawcy, a kończącego u odbiorcy pod kątem i na przykładzie wyboru nowoczesnego pojazdu drogowego i systemu ładunkowego na przykładzie przewozu truskawki świeżej. W części pierwszej szczegółowo przedstawiono obecną sytuację przepisów prawnych obowiązujących w Unii Europejskiej oraz w Polsce związanej z transportem artykułów łatwopsujących. Szeroko zaprezentowano wspólnotowe przepisy prawne dotyczące prawidłowego zabezpieczenia ładunku oraz dokonano wyboru pojazdu drogowego metodą wagową (ważoną) do transportu wybranego ładunku.

The characteristics of the transport process, the transport technology, the transport systems were made, too. The purpose of this article is to present the transport process and transport system of municipal waste.

In 2013, the Polish legal system referring to municipal wastemanagement was restructured in a revolutionary way. The analysis of new provisions of law described in the article requires particular attention, taking into account their place in the entire system of dealing with waste and connections with the remaining elements of this system. The article discussed the process of road transport operation planning connected with municipal waste transport and the organization of mixed waste collection on the example of shipping routes analysis carried out by means of transport of a service company in Wałcz commune in West Pomeranian voivodeship. The article consists of seven parts, all of which present elements of a planning and transport process connected with municipal waste in road transport from legal, technical and economic perspective. Legal information concerning a road transport of goods was provided along with conditions that have to be met in order to perform this kind of transport and business activity. Moreover, technical and legal aspects of municipal waste transport vehicles were approached. At the level of Polish law, the goals and tasks concerned with dealing with waste were set forth, which leads to tightening of the system. All actions in this respect - from propagating the selective accumulation and collection of municipal waste, keeping the established levels of recycling and recycling of packaging wastes, and limiting the mass of biodegradable waste directed at the storage - is only a beginning of the road to reduction of environmental risks. In this case, permanent monitoring of proper waste dealing in the commune, the province as well as the entire country is essential. One of the crucial reasons of the system changes of waste management in our legal system in Poland was a need to implement solutions and mechanisms that are applied in the European Union. At the European Union law level, a Directive 2008/98/EC of the European Parliament and of the Council of 19 November 2008 on waste and repealing certain Directives constitutes a basic legal document described in this part of the article. Achievement of these assumptions requires providing segregation at source and recycling of the main waste streams above all. The article covered as well the characteristics of: transport process, transport technologies, transport systems, the analysis of work capacity on the basis of drivers’ working time and a description of optimal routes for providing services in the commune taking into consideration a technological process of municipal waste transport step by step. The aim of the article is to present the rules of municipal waste: management, storage, segregation, keeping appropriate records of waste in municipal enterprises on the example of Altvater Piła Group Eneris.

Obecnie ustawodawca wprowadził i zobowiązał gminy do organizowania gospodarki odpadami i zbierania od każdego właściciela nieruchomości. W związku z tym gminy są wyposażone w instrumenty prawne zgodne z ustawą z 2012 r., które umożliwiają im wykonywanie zadań. Spośród instrumentów szczególne znaczenie mają lokalne akty prawne, których celem jest określenie zasad zbierania odpadów w gminie. Mieszkańcy gminy mogą korzystać z administracyjnych instrumentów prawnych, a stosunek między gminą a przedsiębiorcą, który zbiera odpady, jest uregulowany (z uwzględnieniem osobowości cywilnoprawnej) umową o zbieraniu odpadów. Przepisy dotyczące gospodarki odpadami w Polsce obowiązują od kilku lat, jednak wciąż pojawiają się zagadnienia problematyczne pomiędzy gminą a spółką komunalną.

The article presents the planning stage of municipal waste transport and collection, described from legal, technical and economic points of view. The paper outlines legal background of road transport, as well as requirements that a service company needs to meet, in order to perform transport. Moreover, patterns of selective waste collection are described, along with rules of waste storage and packaging used in waste management. The aim of the article is to present the rules of documentation preparing, related to waste transfer and collection that is compatible with law.

Przedstawiono szczegółowo zasady gospodarki i organizacji zbiórki i segregacji zmieszanych odpadów komunalnych w planowaniu operacji w transporcie drogowym pod względem prawnym i technicznym. Podano wszelkie informacje prawne dotyczące przewozu drogowego rzeczy oraz warunki, jakie musi spełniać przedsiębiorstwo usługowe, wykonując tego rodzaju przewóz i działalność gospodarczą. Transport stanowi ważny element systemów logistycznych. Niewłaściwe zarządzanie operacjami transportowymi może przyczynić się do niskiego stopnia wykorzystania środków transportowych i wysokich kosztów transportu, a także do powstawania niepotrzebnie wysokich stanów zapasów w każdym z miejsc magazynowania, jak również do wydłużenia czasu realizacji zlecenia i niepełnego wykorzystania zdolności przedsiębiorstwa. Bardzo ważne jest zatem odpowiednie zwymiarowanie, zaplanowanie systemu transportowego oraz realizowanych operacji transportowych tak, aby umożliwić dostarczenie określonych ładunków we właściwym czasie i ilości w odpowiednie miejsca systemu. W artykule zaprezentowano metody modelowania operacji transportowych z uwzględnieniem różnych kryteriów bazujące na symulacji dyskretnej sterowanej zdarzeniami. Przedstawiono przypadek modelowania operacji transportowych w centrum przeładunkowym typu cross-docking.

The key element in a logistics systems is transportation subsystem. Poor management of transport operations may contribute to the low utilization of vehicles and high transport costs, as well as the formation of unnecessarily high stock levels at each site storage, as well as to extend the term of the order and under-utilization of capacity of the company. Therefore, it is important to apply suitable dimensioning, planning and control of the transport system and transport operations in such a way to allow supplying of the right goods at the right time and at the right place of the system. The paper presents a modeling issues to optimize transport operations according to various criteria based on discrete event simulation. A case of modeling of transport operations at the crossdocking terminal is presented.

The transport is an important part of logistic systems. Improper management of transport operations may contribute to the low level of the usage of vehicles and to high transport costs, as well as to the formation of unnecessary high inventory at each location of storage, as well as prolonged time of order realization and not full use of company capacity. It is therefore important the appropriate dimensioning, planning of the transport system and performed transport operations so as to allow the supply of certain goods at the right time and the amount to the appropriate points of the system. The article presents the methods of transport operations modelling, taking into account different criteria based on discrete event simulation. In the article the case study of modelling transport operations in the small cross-docking centre is also presented.

A problem of optimization of a sea transport operation in safety and reliability aspect is discussed in the paper. To describe and solve this problem, a semi-Markov decision processes theory is applied. The semi-Markov decision process as a model of the sea transport operation is constructed. An algorithm which Allowi to compute the optimal strategy of the operation in safety and reliability aspect is presented.

W pracy przedstawiono model korekcji trajektorii efektora manipulatora kartezjańskiego realizującego wspólnie z drugim manipulatorem zadanie transportowe. Dla założonego elastycznego zamocowania przedmiotu transportowanego wprowadzona korekcja ma na celu ograniczenie zmian odległości pomiędzy efektorami manipulatorów. Dla modeli korekcji proporcjonalnej i proporcjonalnocałkującej i wybranych wartości parametrów modelu przeprowadzono symulację i przedstawiono wyniki.

In the paper a model of trajectory correction of a Cartesian manipulator cooperating with the second manipulator to transport an object is presented. For flexible mounting of a transported object to the robots proposed trajectory correction aims at limiting the change of distance between manipulators’ effectors. For the models of proportional and proportional-integral correction and selected values of model parameters simulation is performed and results are presented.
